About this file
This document is a specification section (01 6116) for Volatile Organic Compound (VOC) Content Restrictions applicable to federal construction projects.
The specification establishes mandatory VOC compliance requirements for fourteen product categories installed in building interiors: adhesives, sealants, sealer coatings, carpet, carpet cushion, carpet tile, resilient floor coverings, wood flooring, paints and coatings, insulation, gypsum board, acoustical ceilings and panels, cabinet work, wall coverings, and composite wood and agrifiber products. All products within each category must comply; partial compliance is not permitted. Evidence of compliance must be submitted for each different product used, with acceptable documentation including current certifications from GREENGUARD Children & Schools, Carpet and Rug Institute Green Label Plus, SCS Floorscore, SCS Indoor Advantage Gold, or CHPS Low-Emitting Materials Product List listings, or laboratory testing reports meeting specified criteria. Adhesives and joint sealants must comply with South Coast Air Quality Management District Rule No. 1168 VOC limits, while aerosol adhesives must meet GreenSeal GS-36 standards. Paints and coatings must comply with the most stringent requirements specified in 40 CFR 59 Subpart D or the Ozone Transport Commission Model Rule, with VOC content testing performed using EPA Method 24. Carpet cushion must meet CRI Green Label certification standards, while composite wood and agrifiber products must contain no added urea-formaldehyde resins. The Government reserves the right to reject non-compliant products and require removal and replacement at contractor expense, with the contractor bearing all costs to restore indoor air quality resulting from non-compliant installations.
