About this file
This Statement of Objectives (SOO) describes a hangar floor resurfacing project for the Alabama Air National Guard's 187th Fighter Wing located in Montgomery, Alabama.
The contractor must resurface approximately 22,275 square feet of existing epoxy flooring in Building 1201 to improve slip resistance and personnel safety while maintaining durability for heavy wheeled aircraft and support equipment. The existing flooring system, installed in 2023, consists of a moisture-tolerant epoxy primer and sealer, a 3-mil epoxy build coat, and a urethane topcoat. The contractor shall prepare the existing surface through grinding to remove contaminants, gloss, and weakly bonded material without requiring full removal down to bare concrete, except at isolated high spots. The new flooring system shall include an epoxy coating layer suitable for aggregate broadcast, broadcast of aluminum oxide or silica sand aggregate for enhanced slip resistance, and a urethane topcoat tinted medium gray to match the existing floor. All work must receive government approval before proceeding, including submission of an AF Form 3000 material schedule, minimum two physical verification samples (3'x5' mock-ups), and a color sample. The contractor must demonstrate adhesion of at least 350 PSI pull-off strength per ASTM D7234, minimum wet static coefficient of friction of 0.60 per ANSI/NFSI B101.1, and topcoat performance including chemical resistance to aviation hydraulic fluid and jet fuel, maximum abrasion mass loss of 30 mg per ASTM D4060, and minimum Shore D hardness of 70 per ASTM D2240. The contractor shall provide a minimum five-year warranty covering bond and workmanship, with a 60-day performance period after notice to proceed. Work hours are 0700-1700, Tuesday through Friday, except federal holidays or facility closures; Monday work requires prior coordination with 187th Civil Engineer Squadron. The contractor must maintain an adequate workforce for uninterrupted execution, handle all waste disposal at an off-base landfill, restore the site to pre-work conditions, comply with installation access and security policies including background checks and Antiterrorism Awareness Level I training for all personnel, and attend a pre-bid conference with a site walk-through before contract award.

187th FW 5187 Selma Hwy Montgomery, AL 36108
1. General Information The Air National Guard requires the resurfacing of the hangar floor in 187th Main Hangar Building 1201 to increase surface traction and enhance personnel safety. For this project, the Contractor shall furnish all submittals, drawings, labor, equipment, and materials necessary to successfully complete all operations. The Contractor’s Statement of Work (SOW) must meet or exceed the government's Statement of Objectives (SOO), and the Government must provide written approval of all submittals before any construction can begin.
2. General Scope of Work:
The project is being managed from the 187th Civil Engineer Squadron (187th CES) and 187th Contracting offices located at Montgomery Air National Guard Base in Montgomery, Alabama.
A contracting officer’s representative (COR) will be designated at the 187th CES.
3. Description of Work:
The existing epoxy flooring system in Building 1201 Hangar has insufficient traction, the contractor shall resurface the existing flooring system to provide improved slip resistance while maintaining durability for heavy wheeled aircraft & support equipment. Work shall be planned to minimally impact the daily mission of personnel in B1201. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items needed to perform the following work as defined below:
3.1. Current Conditions
3.1.1. The work includes resurfacing approximately 22,275 square feet (See Attachment
3) of existing resinous-coated concrete flooring in Building 1201.
3.1.2. The existing flooring system was installed in 2023 and consists of a multi-layer high-performance coating system installed over concrete, comprising of a moisture-tolerant epoxy primer and sealer, a 3-mil epoxy build coat, and a urethane topcoat.
3.2. Design and Submittals
3.2.1. A Statement of Work to define project-specific activities, deliverables, and timelines to ensure all applicable requirements of this project are met.
3.2.2. A Form 3000, Schedule of Material Submittals (Attachment 1) is included. The
Contractor shall use the AF Form 3000 to edit and submit to the Government to reflect the proposed materials, including the specific friction grit additive to be used.
3.2.3. The Contractor shall review the general layout for line striping (See Attachment 2).
The Contractor must consult with the contracting officer on-site to confirm the exact location and dimensions of all markings prior to application.
3.2.4. Prior to full-scale application, the Contractor shall provide a minimum of two (2) physical verification samples for government approval. The samples must be representative of the final flooring system, including the specified color, texture, and slip-resistant properties.
3.2.5. For products containing VOCs, documentation (material safety data sheets (MSDS), third-party certificates, or test reports) showing printed statement of VOC content.
3.2.5.1 VOC Content Limitations: For the specified products, submit documentation of conformance with Specification Section 01 6116 - Volatile Organic Compound (VOC) Content Restrictions (See Attachment 4)
3.3. Surface Preparation
3.3.1. Full removal of the existing flooring system down to bare concrete is not required except possibly at isolated high spots encountered during surface preparation.
3.3.2. The Contractor shall prepare the existing flooring system to create a surface profile suitable for adhesion. Resulting surface profile should be equivalent to a surface profile recommended by the coating manufacturer for recoating applications.
3.3.3. Grinding shall remove surface contaminants, gloss, and weakly bonded material.
Minor exposure of concrete substrate in isolated high spots is acceptable and shall be treated in accordance with manufacturer recommendations prior to recoating.
3.3.4. The Contractor shall vacuum and clean all prepared surfaces to remove dust and debris prior to coating application.
3.3.5. Any osmotic blistering or lifted coating encountered during preparation shall be opened, cleaned, and feathered to provide a sound substrate for coating. The Contractor shall notify the Government if widespread substrate bond loss is encountered.
3.4. Flooring System Application
3.4.1. Following surface preparation, the Contractor shall apply a new flooring system consisting of:
3.4.1.1 An epoxy coating layer suitable for aggregate broadcast and compatible with the existing flooring system.
3.4.1.2 Broadcast of aluminum oxide or silica sand aggregate into the wet epoxy to provide enhanced slip resistance.
3.4.1.3 Application of a urethane topcoat to encapsulate the aggregate and seal the system.
3.4.1.4 Urethane topcoat tinted to a medium gray color matching the existing hangar floor. Contractor shall submit a color sample for Government approval prior to installation.
3.4.2. The finished floor shall provide uniform appearance, full aggregate encapsulation, and traction suitable for pedestrian and wheeled equipment operations.
3.4.3. Upon completion, the Contractor shall reinstall line striping, safety markings, and other floor markings as directed by the Government. Layout drawings shall be provided by the Government prior to installation. (See Attachment 2)
3.4.4. The Contractor shall protect adjacent walls, doors, drains, and equipment during application and shall maintain exclusion zones until coatings are fully cured.
3.4.5. The Contractor may submit to Government for approval alternate recoating systems that demonstrate equivalent or greater performance characteristics listed in Section 3.5.
3.5. Performance and Verification Requirements
The Contractor's proposed system shall be verified as listed in the following sections.
Government approval is required prior to proceeding to full-scale installation.
