The work is to be completed in accordance with the 2021 Oregon Standard Specifications for Construction and the provided Special Provisions. The contract does not have a specified completion date, but the contractor must submit a project schedule prior to starting work. A preconstruction conference will be held, and the contractor must notify utility owners prior to performing work. Payment will be made upon completion of the contract work, and there will be no retainage.

The Special Provisions outline the requirements for the mandatory material source, including laws, permits, pre-work meetings, source occupancy, development, operations, cleanup, and vacating. The contractor must utilize the Burnt Butte Cinder Pit as the material source and is required to produce USFS cinder road surface rock material at a specific rate. The contract does not include any separate payment items, as all work is to be included in the bid items. Measurement and payment will be based on the volume of completed stockpiles.
