About this file
The document is a narrative packet related to the Burnt Butte Cinder Pit, an existing United States Forest Service (USFS) owned source of cinder materials located in Klamath County, Oregon. The current project requires 15,000 cubic yards of produced sanding aggregate from this site. The packet provides details on the site location and access, the development plan for excavation and material handling, and the required road maintenance and spot-surfacing work on the USFS access roads. A mandatory pre-work meeting will be held to discuss the road improvement work. The Oregon Department of Transportation (ODOT) will coordinate with the Union Pacific Railroad regarding the at-grade crossing on the haul route. Contractors are required to visit the site to familiarize themselves with the existing conditions prior to submitting bids.
The narrative indicates that the material source has been utilized by ODOT for previous projects, with production volumes ranging from 20,000 to 40,000 cubic yards. The packet includes information on the geological characteristics of the cinders, including the presence of oversize material, boulders, and harder black cinders. Contractors should consider the equipment needed to handle or reduce the oversize material. Pricing and payment terms are not explicitly stated, but the packet notes that additional cinder production will be required for USFS road maintenance and spot-surfacing, with the remaining material stockpiled for future USFS use.

This memo and attachments should be duplicated and distributed to all bidders that inquire about this Mandatory Aggregate source, as per Section 00120.25 of the Standard Specifications for Highway Construction. This source is an existing United States Forest Service (USFS) owned source of cinder materials. The material source site is located southeast of M.P. 236.85 of The Dalles-California Highway (US 97). Travel directions to the site are as follows: from US 97, turn east onto Kirk Road (USFS Road 43) and continue for 1.1 miles, turn south on Kirk-Bray Mill Road (USFS Road 4502) for 3.4 miles, veer right onto the cinder pit access road (USFS Road 4502-390) for 0.4 miles to the cinder pit, totaling approximately 4.9 miles from Highway US97.
The current Development Plan for this material source was prepared based upon the estimate of the current Project requiring 15,000 cubic yards of produced sanding Aggregate. The excavation area shown on the Plans contains more than adequate material necessary to complete the project with the above-proposed quantity.
This site has been utilized several times since 1976 by ODOT Maintenance and for Chiloquin Rock Production Projects. The following volumes were produced during past Chiloquin Rock Production Projects:
STATE OF OREGON INTEROFFICE MEMO
Region 4 Geo/Environmental Unit
(541) 388-6186
40,000 cubic yards in 2001
20,000 cubic yards in 1994
20,000 cubic yards in 1989
20,815 cubic yards in 1985
A letter on file between the USFS and ODOT dated 1976 indicates previous usage as well.
The strategy of the current Development Plan for this project is to excavate the southwestern face of the cinder pit, extending from just west of the over steepened southern face over to the New and existing rejects stockpile. The excavation area is shown on the Development Plan. The resulting excavated slopes shall be no steeper than 1V:1½H, and the slopes and floor of the excavation shall be constructed and left as shown and noted in the Development Plan, and according to the operating Specifications (See Section 00235). The Existing cinder oversized stockpiles are to be utilized and/or consolidated with any other oversized material and relocated to the New cinder oversize stockpile, and reject fines shall be stockpiled in the New and existing rejects stockpile, as shown on the Development Plan.
The material within the excavation area on the Development Plan consists of volcanic cinders. Contractors should anticipate a mixture of in-place oversize material and cinders. In past excavations, large boulders and limited areas of harder black cinders within the red cinders have been encountered. Special consideration should be given to the preparation of the bid, taking into account the equipment needed to handle or reduce oversize material to a usable size. As addressed in the operating Specifications, all oversize material from within the Project boundary, existing and produced by this operation, shall be reduced to a size no larger than 1 foot diameter, with the exception of a maximum of 150 cubic yards of allowable oversize up to 2.5 feet in diameter. All oversize material remaining after the production will be consolidated in the location shown on the Development Plan for potential USFS uses.
For the current aggregate production at this material source location, additional cinder production, road maintenance, and spot-surfacing will be required in lieu of road maintenance fees. The specified USFS cinder road surface rock material shall be produced at the rate of 0.035 cubic yard per 1 cubic yard of ODOT contract quantity. For the current listed contract quantity of 15,000 cubic yards, 525 cubic yards of produced USFS cinder road surface rock material would be required. This material will be utilized for maintenance and spot-surfacing of USFS Road 43, with the remaining material stockpiled on site for future use by the USFS. Refer to the USFS Road Use Permit (RUP) #RUP-19-CHI-08 for details.
The RUP contains road maintenance, spot-surfacing, and traffic-safety road signing requirements for use of the material Source access roads and/or the haul route. Spot surfacing and maintenance of the haul roads (USFS Road 43, USFS Road 4502, and USFS Road 4502-390) must be performed in accordance with the RUP.
In addition, improvements to the source access spur road, USFS Road 4502- 390, are required for the final approximate 350 feet between the road alignment switchback and the processing and stockpile area of the site. This work includes widening of the southerly road alignment grade by moving soil overburden material northward to reclaim the parallel northerly alignment. This work is for the purpose of improving access road grade and alignment for hauling uses. The road improvement work will be discussed and clarified at the required pre-work meeting.
The ODOT Engineer will contact the Union Pacific Railroad (UP R/R) representative for notification for the purpose of general traffic safety on the local roads and for monitoring of the at-grade UP R/R crossing structure integrity on USFS Road 43.
Contractors should make an on-site visit to this material source to familiarize themselves with the existing conditions and appearance of the site as well as haul road conditions prior to preparing their Bids. Based on the on-site visits and review of all available information, the Contractor will then be able to prepare a Bid based upon the existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.
