About this file
This is a Special Procurement Notice issued by the Oregon Department of Administrative Services, State Procurement Services, announcing the approval of a special procurement for OregonBuys Solution & Services. The notice pertains to Special Procurement #REQ-10700-00058252 and is published in accordance with Oregon Revised Statutes and Oregon Administrative Rules governing procurement procedures. This is not a solicitation for proposals but rather a formal notification of procurement approval. The related contract opportunity involves Clackamas County's Marquam Sand Shed and Retaining Wall Project, a public improvement contract located at 9324 S Wildcat Road in Molalla, Oregon, with bids due electronically through Bid Locker on April 30, 2025, at 2:00 PM Pacific Time. The project includes site clearing, grading, excavation, installation of approximately 255 linear feet of eco-block retaining wall, and construction of a 60x100x9 foot pole-barn style sand shed. Project substantial completion is targeted for November 1, 2025, with final completion by November 15, 2025.
The engineer's estimated project value is $350,000, with the contract to be awarded to the lowest responsive bidder meeting all technical and regulatory requirements. The procurement encourages participation from Historically Underrepresented Businesses, including state-certified minority, women, and emerging small businesses, with bidders required to submit Good Faith Effort documentation demonstrating outreach to underrepresented subcontractors. Prevailing wage rates apply to the project. Contractors must be registered with the Oregon Construction Contractors Board and provide proof of worker's compensation coverage. The project site encompasses 5 acres and 217,815 square feet, with structural design based on the 2022 Oregon Structural Specialty Code and 2021 International Building Code, addressing wind loads of 98 mph, snow loads of 25 psf, and seismic design considerations. Any affected person may protest the special procurement approval within seven calendar days of the notice publication date by submitting written protest to the State Chief Procurement Officer. Sara Stone, IT Procurement Strategist, serves as the agency's single point of contact at (971) 707-1658 or sara.stone@das.oregon.gov.
