About this file

The document is a Special Events Outdoor Toilets Information Sheet addressing Americans with Disabilities Act (ADA) requirements and portable toilet guidelines for public events. The guidance provides detailed recommendations for toilet facility planning, specifying that at least 5% of portable toilets must be wheelchair-accessible, with minimum ratios ranging from 1 toilet per 100-300 visitors depending on event characteristics. The document outlines calculating toilet requirements based on factors such as event duration, crowd type, weather conditions, ticketing status, event functions, and alcohol consumption.

The information sheet provides nuanced guidelines for toilet provision, recommending different toilet-to-attendee ratios for various event scenarios. For standard events without alcohol, the guidance suggests maintaining a 50/50 male/female split when calculating facilities. Key considerations include providing portable hand washing facilities with all toilets, adjusting toilet quantities based on demographic composition (e.g., 1 toilet per 200 people for events primarily attended by women and children), and accounting for variables like event length and potential alcohol service. The guidance serves as a comprehensive reference for event planners seeking to ensure adequate sanitation infrastructure while complying with accessibility standards.

Text version

Special Events Outdoor Toilets Information Sheet The Americans with Disabilities Act requires that at least five percent of a single user portable toilet cluster at a single location be wheelchair-accessible (mathematically this equates to roughly 1 wheelchair-accessible unit for every 20 regular restrooms for public events).

The use of portable toilets shall meet the following minimum requirements:

1. An adequate number of portable toilets shall be provided, but in no case shall the number of portable toilets be less than one toilet per one hundred (100) visitors per day for day use, and six toilets per one hundred (100) visitors per day if overnight use is included.

2. Portable hand washing facilities shall be provided with all portable toilets used for serving visitors or the public.

For Special Events for which there are no permanent toilet facilities, PSUs should be provided as follows.

.1 For a typical distribution of men, women and children, there must be 1 toilet for every 300 people.

.2 For an Event attended primarily by women and children there should be 1 toilet for every 200 people.

.3 For an even distribution of men and women at an event where alcoholic beverages are served, there should be 1 toilet for every 240 people.

"Special Events Contingency Planning" Toilets

The following considerations will determine the number of toilets to be provided for particular events:

• Duration of the event,

• Type of crowd,

• Weather conditions,

• Whether the event is pre-ticketed and numbers known or unticketed,

• Whether finishing times are staggered if the event has multi-functions, and

• Whether alcohol will be consumed.

Calculating the number of toilets required for an event is a matter for conjecture. Where local laws or regulations do not exist, the following guidelines can be applied. Better management of events can be achieved by providing additional facilities. Assume a 50/50 male/female split unless otherwise advised. The following tables should only be used as a guide.
