About this file
This is an Electronic Funds Transfer (EFT) payment instruction document from Argonne National Laboratory dated October 20, 2023, accompanied by a solicitation for a MINIFLASH FPH Vision flashpoint testing device. The EFT document outlines that all Laboratory payments must be made via EFT/wire transfer, with contractors required to submit form ANL-1094 for payment processing. Foreign contractors must use wire transfers unless special approval is obtained, and all banking fees are the contractor's responsibility.
The associated solicitation (5-B193-Q-00207-00) from the Department of Energy Office of Science seeks one MINIFLASH FPH Vision automatic flashpoint tester. The device must meet specific requirements including temperature range of 10-400°C, temperature stability of ±0.07°C, closed cup design, and compatibility with ASTM D6450 and D7094 standard methods. Responses require signed documentation and firm fixed pricing in US dollars on page 2, with a submission deadline of January 15, 2025, at 11:30 PM CST. Questions should be directed to awegrzyn@anl.gov.

PAYMENT BY ELECTRONIC FUNDS TRANSFER/WIRE
All payments by the Laboratory under this contract shall be made by electronic funds transfer (EFT)/Wire. In the event the Laboratory is unable to release one or more payments by EFT/Wire, the domestic contractor agrees to either accept payment by check or some other mutually agreeable method of payment via ANL-1094
“Electronic Transfer Authorization Form”. For foreign contractors, wire payment is the only form of payment unless special consideration is requested and approved by Procurement or delay in net payment could occur.
The Laboratory is not required to make any payment under this contract until after receipt of the ANL-1094 (a link is provided in the award documentation), by Accounts Payable of the correct EFT payment information from the contractor. Any intermediary or beneficiary banking charges/fees assessed by the contractor’s bank are the sole responsibility of the Contractor.
