3. REQUIREMENTS:

3.1 The USS California (SSN 781) has a requirement to conduct NDT of welds in Potable Water (PW) Tanks

#1 (one) and #2 (two), which are located onboard the vessel. In support of the NDT efforts (which will be performed by the Government), the PW tank surfaces must be prepared and preserved. The Contractor shall provide tank preparation and preservation services in accordance with References 2.1 and 2.2 as follows:

3.2 In accordance with reference 2.1, the Contractor shall provide the Government with documentation of each of the following qualifications:

3.2.2 AMPP C12

3.2.3 AMPP C14

3.2.4 AMPP CAS Level 2

3.2.5 QP-1

3.3 The Contractor shall prepare each tank’s surface by using abrasive blasting to near white metal (SSPC-

SP-10) in accordance with reference 2.1. For inaccessible areas, the Contractor shall prepare the surface using power tools (SSPC-SP-11) in accordance with reference 2.1. After the surface has been prepared, the Contractor shall accomplish feathering of adherent paint remaining after the required surface preparation by creating a smooth, one to two inch wide transition area between the prepared surface and the adherent paint using hand or power tool sanding or grinding.

3.3.1 The areas to be blasted/prepared in PW Tanks #1 (one) and #2 (two) are listed in Welds Table

#22 as shown in reference 2.2. Specifically, 100% of all internal tank bounding plate welds and

100% of the transverse stiffener to tank boundary welds. Refer to figure two and note 16 of reference 2.2.

3.3.2 Surface Preparation Requirements are as follows per reference 2.1:

3.3.2.1 When accomplishing complete repainting, the surface preparation must be abrasive blast to near white metal (SSPC-SP 10) in accordance with Step 5.e.(9) of Reference 2.1, except in situations where a space cannot be isolated without risk of damage, then surface preparation to SSPC-SP 11 is allowed, as determined by the local technical authority.

3.3.2.2 When accomplishing the repair or restoration of the coating system, the surface preparation must be as determined by the repair activity (Navy) based on an inspection of the existing coating system. Power tool cleaning must be in accordance with SSPC-SP 11. Abrasive blasting must be in accordance with SSPC-SP 10 (sound paint or bare metal) and Step

5.e.(9) of Reference 2.1.

3.3.2.3 Surface preparation for touchup painting must be in accordance with SSPC-SP 11.

3.3.2.4 Recyclable encapsulated abrasive media blasting may be used as an alternative to power tool cleaning, SSPC-SP 11 or SSPC-SP 10.

The certificate shall include:

a. Contractor’s name, address, phone number and date.

b. The issuing agency’s purchase order number.

c. Item nomenclature of the purchased item (the product is identified by description, amount, lot number, etc.).

d. Contractor’s or authorized person’s signature.

4. NOTES:
