Upon completion, a Certificate of Compliance must be issued certifying all work meets contract specifications and referenced standards, including material properties verification.

The contractor must complete all work on a two-shift, seven-day-per-week schedule, including holidays, to accommodate the ship's schedule. Personnel must be U.S. citizens, trained for confined space entry, medically qualified for respirator use if required, and obtain Marine Chemist certification before tank entry. The contractor is responsible for providing all materials and obtaining DBIDS credentials for base access. The government furnishes no materials, and all costs related to failed background checks are the contractor's responsibility.
