About this file

This is an Emergency Purchase Statement from the Illinois State Police to Illuminative Strategies, Inc. for hosting and maintaining the Strategic Performance Evaluation Application for Results (SPEAR) data and application. The emergency procurement is scheduled to begin on January 24, 2025, and end on April 23, 2025. The emergency purchase was necessitated by the need to move the SPEAR application from the DoIT server back to Illuminative Strategies' platform before the next sworn evaluation period beginning February 1, 2025, due to DoIT's inability to manage required system changes.

The estimated expenditure for this emergency procurement is $109,995, funded through state appropriated funds. While Illuminative Strategies is not certified under the Business Enterprise Program, they have previously exceeded the 9% BEP goal on their current P-55771 JPMC Workflow Analysis Contract through subcontractors, though no subcontractors will be utilized for this specific project. The vendor was selected because they originally wrote the SPEAR programming and moving the application back to their platform will resolve data integrity issues and missed directive-driven deadlines experienced when ISI personnel had challenges accessing the DoIT platform.

ExplanationForSelectingVendor: Illuminative Strategies, Inc. wrote the original programming for the Strategic Performance Evaluation Application for Results (SPEAR) on their server, then it was moved to the DoIT server - wherein DoIT assumed maintenance of the application; however, they were unable to manage changes required in the system. The request to move the application back to the Illuminative Strategies, Inc. (ISI) platform was proposed in October 2024 and approved by the Director's Office in mid-December 2024. The move of the application back to the ISI platform will stabilize data and programming allowing for ISI programmers to maintain needed changes. This will eliminate the data integrity issues and missed directive driven deadlines experienced last year due to ISI personnel's challenges in accessing the DoIT platform. The Office of Human Resources requires this emergency purchase procurement in order to host the SPEAR data and application on the vendor's platform in time for the next sworn evaluation period beginning on February 1, 2025.
