BROAD AGENCY ANNOUNCEMENT FA8650-17-S-6001
SCIENCE AND TECHNOLOGY FOR AUTONOMOUS TEAMMATES (STAT)
CALL 005
SKYBORG PROTOYPING, EXPERIMENTATION & AUTONOMY DEVELOPMENT (SPEAD)
OVERVIEW INFORMATION
Broad Agency Announcement Type: This is Call 005, entitled “SPEAD” under Broad Agency Announcement (BAA) FA8650-17-S-6001. This is a One-Step Call. Please refer to BAA FA8650-17-S-6001 for additional information. The intent of this Call is to choose contractors to participate on the SPEAD Multiple-Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract and the first Delivery Order.
The Basic ID/IQ Contract will be valued at $400M per awardee. The available budget will be competed amongst all awardees. The Basic ID/IQ has a five year ordering period and a six year period of performance. Competition for each Delivery Order is the preferred acquisition approach. Competitive procedures, including evaluation criteria, will be identified in the Fair Opportunity Proposal Request (FOPR) for each order. In the event a sole source FOPR is issued, certified cost and pricing data may be required.
The first Order is for an ID/IQ Kick-Off Meeting with a not to exceed (NTE) value of $4,000. The Kick-Off Meeting shall serve to meet the minimum quantity requirement outlined in FAR 16.504(a)(1-2) and FAR Clause FAR 52.216-22(b). The minimum quantity Order will be awarded at the same time as the Basic ID/IQ.
This Call will be utilized to establish a competitive pool through ID/IQ awards. Contractors that are not initially selected can be on-ramped to the ID/IQ through the open periods established by the BAA FA8650-17-S-6001. White papers received during the open period will be evaluated using the evaluation criteria established in BAA FA8650-17-S-6001.

Release of this Call should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions become USG property and will not be returned.

Solicitation Request: Air Force Life Cycle Management Center (AFLCMC), Advanced Aircraft (AFLCMC/WA) is soliciting technical and cost proposals on the effort described below.
Anticipated Number of Awards: The Air Force anticipates multiple awards for this announcement. However, the Air Force reserves the right to award zero, one, or more awards for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.
Brief Program Summary: Skyborg is a transferable suite of autonomous capabilities paired with teamed, autonomous, low-cost platforms to enable expeditionary operations that can generate massed combat power with minimal logistical footprints; delivering a future Air Force which can deter, blunt and defeat peer adversaries. Skyborg has been designated as an Air Force Vanguard program to rapidly deliver transformational capabilities to the Department of Defense by marrying technology from the Air Force Research Laboratory (AFRL) and industry with a transition partner from the Air Force Life Cycle Management Center. This early pairing enables an accelerated transition from technology development to operational fielding of the first Skyborg-enabled system.
The intent of Skyborg is to integrate an autonomy mission system core and suite of services (developed under a separate Skyborg System Design Agent (SDA) program) with multiple low-cost air vehicle systems, each designed to perform one or more mission types. The Skyborg core will be a best-of-breed combination of industry and government solutions. This IDIQ will be used to develop the first integrated Skyborg system, the first of a family of aircraft with modular hardware and software payloads that incorporate the common Skyborg autonomy mission system and enable manned/unmanned teaming. This system will allow rapid software updates and integration of new technology to field capabilities to defeat emerging threats.
Please note, a the Statement of Work (SOW) is FOR OFFICIAL USE ONLY (FOUO) and is only available to qualified US contractors, as defined by DoDD 5230.25 (which established the certified DD Form 2345, Militarily Critical Technical Data Agreement, as the mechanism for certifying qualified U.S. Contractors). Qualified U.S. contractors must request a copy of the FOUO SOW by contacting, the Skyborg unclassified inbox (AFRL.SPDE.Skyborg@us.af.mil) and attaching a certified, current DD Form 2345. Upon confirmation of eligibility, the FOUO SOW will be provided via the DoD Safe Website and provide a separate password to decrypt the file.
Communication between Prospective Offerors and Government Representatives: Prospective offerors shall submit questions in writing to the Air Force points of contacts by 22 May 2020. Exchanges with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Full Text Announcement I. Program Description:
AFLCMC is issuing a Call for proposals under the STAT BAA to solicit industry approaches for SPEAD.
1. Skyborg Air Vehicle: Low cost unmanned vehicles are envisioned to augment high-end manned systems through a series of next-generation UAVs that are affordable, effective, quickly designed and produced. While not considered an expendable system, attrition tolerance for these aircraft will be higher than for manned aircraft. These Air Vehicles will develop low cost attritable aircraft designs and manufacturing concepts with a target unit flyaway cost at a small fraction of current manned systems. In order to be truly affordable, acquisition, operation and maintenance costs would need to be correspondingly very low as compared to current tactical aircraft. There will also be a large need to offer a short development cycle so that variants could rapidly be procured as needed.
The purpose of the Basic ID/IQ is to accomplish the following:
a. Conduct research to develop, demonstrate, integrate and transition air vehicle, payload and autonomy technologies and systems that will provide affordable, revolutionary capabilities to the warfighter through the Skyborg program; and
b. Develop a family of attritable platforms while inducing competition and driving industry to continue development of technology to support future capabilities and defeat threats.
This is the first step in an accelerated prototyping and experimentation schedule. Follow-on solicitations in the form of Fair Opportunity Proposal Requests (FOPRs) are expected to be issued on an aggressive timeline following this basic award. The first FOPR will be for procurement of vehicles for experimentation.
Subsequent calls may be released to develop sensors/mission systems based on mission requirements and a prototype of a full autonomous system based on outcomes of Call 004, System Design Agent (SDA), of the STAT BAA.
2. Within Scope Modifications: Potential offerors are advised that due to the inherent uncertainty of research and development efforts, awards resulting from this announcement may be modified during performance to make within scope changes.

4. Other Requirements:
a. This announcement incorporates the FAR and supplement provisions and clauses by reference. The full text of provisions and clauses can be found at https://www.acquisition.gov/.
b. Program security classification: The current classification level is UNCLASSIFIED. However, offerors MAY be required to conduct work at the TOP SECRET/ Special Compartmental Information and/or Special Access Programs levels during performance. Offerors must verify their Cognizant Security Office information is current with Defense Security Service (DSS) at www.dss.mil.
c. OPSEC: General Operations Security (OPSEC) procedures, policies, and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the life cycle of the contract. While working on the government installation, OPSEC guidance and OPSEC training will be provided by the AFLCMC Information Protection Office. This training will ensure contractors are familiar with AFLCMC’s OPSEC Plan as it pertains to their contract. The contractor shall apply OPSEC in their management of their current program IAW AFI 10-701 Operations Security and WPAFB Supplement to AFI-10-701.
d. Export Control: Information involved in this research effort is anticipated to be subject to Export Control (International Traffic in Arms Regulation (ITAR) 22 CFR 120-131, or Export Administration Regulations (EAR) 15 CFR 710-774)). If subject to export control, then a Certified DD Form 2345, Militarily Critical Technical Data Agreement, will be required to be submitted with proposal.
e. Export-Controlled Items: As prescribed by DFARS 225.7901-4, DFARS 252.225- 7048, “Export-Controlled Item (JUN 2013)” is contained in this solicitation. This clause shall be contained in ALL resulting contracts.
5. Other Information:
a. Government Furnished Property (GFP) availability: A list of GFP (if any), will be provided as an attachment to each FOPR. Offerors shall identify any anticipated GFP as part of the proposal. Government Furnished Information (GFI) will be provided as an attachment to each FOPR.
b. The contractor is responsible for all costs related to making the property available for use, such as payment of all transportation, installation, or rehabilitation costs.
6. Data Rights Desired:
a. AFLCMC is engaged in the discovery, development, and integration of warfighting technologies for our air, space, and cyberspace forces. As such, rights in technical data and NCS developed or delivered under this contract are of significant concern to the Government. The Government will therefore carefully consider any restrictions on the use of technical data, NCS, and NCS documentation which could result in transition difficulty or less-than full and open competition for subsequent development of this technology.
In exchange for paying for development of the data, the Government expects technical data, NCS, and NCS documentation developed entirely at Government expense to be delivered with Unlimited Rights.
Technical data, NCS, and NCS documentation developed with mixed funding are expected to be delivered with at least Government Purpose Rights. Offers that propose delivery of technical data, NCS, or NCS documentation subject to Government Purpose Rights should fully explain how the data was developed at private expense. Specifically, offers must explain what technical data, NCS, or NCS documentation developed with costs charged to indirect cost pools and/or costs not allocated to a Government contract will be incorporated, how the incorporation will benefit the program, and address whether those portions or processes are segregable.
Offerors that propose delivery of technical data, NCS, or NCS documentation subject to Limited Rights, Restricted Rights, or Specifically Negotiated License Rights will be considered. Proposals should fully explain what technical data, NCS, or NCS documentation developed with costs charged to indirect cost pools and/or costs not allocated to a Government contract will be incorporated and how the incorporation will benefit the program and whether those portions or processes are segregable.
Offerors shall include the data rights assertions as required by DFARS 252.227-7017, Identification and Assertion of Restrictions on the Government’s Use, Release, or Disclosure of Technical Data or Computer Software. The assertions list is included in Section K and due at time of proposals. Assertions must be completed with specificity. Each assertion must identify both the data and each such item, component, or process listed. Nonconforming assertions lists will be rejected.
Terms used in this section are defined in the clauses at 252.227-7013, Rights in Technical Data-Noncommercial Items, and 252.227-7014, Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation.
Please refer to the BAA FA8650-17-S-6001, pages 15-18 for specifics regarding Third Party Software and licensing.
II. Award Information
1. Anticipated Award Date: 8 July 2020
SPEAD funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
III. Eligibility Information
1. Eligible Offeror: This is an unrestricted solicitation. Small businesses are encouraged to propose on all or any part of the Call.
2. Federally Funded Research and Development Centers: Refer to baseline FA8650-17-S-6001 (Section III. 3.)

4. Other:
a. Foreign participation: foreign participation is not authorized
b. A contractor may be ineligible for award if all requirements of this solicitation are not met on the proposal due date as identified above.
IV. Proposal and Submission Information
1. Overview: This Announcement consists of a One-Step process described in detail below. Proposals submitted shall be in accordance with this announcement. There will be no other solicitation issued in regard to this requirement. The Government intends to evaluate proposals and award some, all, or none of the proposals received without negotiation/exchanges; however, the Government reserves the right to negotiate with those offeror(s) whose proposal is selected for funding.

To be considered for award under the MAC ID/IQ, the following items are requested. The description of each is provided below in Proposal Instructions:
a. Technical/Management Approach
i. Technical/Management Proposal shall address:
a. Major technical risk and mitigation, related experience and qualifications
b. Explanation of potential to integrate open and autonomous mission systems and produce prototypes to meet Operational mission sets
c. Estimated vehicle cost (procurement and life cycle) of production-ready system (will not be procured under this IDIQ)
d. Schedule to accomplish scope of work
b. Cost Proposal for the first Delivery Order (e.g., Kick-Off Meeting) (Attachment 1)
c. Current System for Award Management (SAM) registration
d. Electronically completed annual Representations and Certifications via the online SAM website available at www.sam.gov
e. Completed Section K (Attachment 2)
f. The name, address, and phone numbers of cognizant DCAA and DCMA Representatives
g. Primary location and cage code and additional locations and corresponding cage codes. The WA office will be awarding 1 basic contract to each vendor. Please identify which location and CAGE code will be used as the single point of entry. In addition, identify other contractor locations and corresponding Cage codes to be included in the basic form DD 254, contract security classification specification.
The model contract for the Basic ID/IQ includes the SOW, CDRLs, ID/IQ ordering instructions, and the DD 254. The Government intends to award uniform contracts to all awardees. Any material exceptions to the terms and conditions may make the contractor ineligible for contract award.
The model contract will be provided via an addendum at a later time. The SOW is FOR OFFICIAL USE ONLY (FOUO). To acquire a copy of the SOW, offerors shall contact Ms. Nicole Johnson, Contract Negotiator, nicole.johnson.44@us.af.mil; and Ms. Tara Peterson, Contracting Officer, tara.peterson.3@us.af.mil and provide an email address. The Contract Negotiator and/or Contracting Officer will send the SOW via DoD SAFE to the provided email.
2. Proposal Instructions
General Instructions:
a. This consists of offerors submitting a technical and cost proposal by the due date and time on page 1 of this Call. After receipt, proposals will be evaluated in accordance with the award criteria in Section V. below. Proposals will be categorized and subsequently selected for negotiations.
b. Technical/management and cost/business volumes should be submitted in separate volumes and shall be valid for 180 days.
c. Proposals must reference the announcement number FA8650-17-S-6001, Call 005.
d. Offerors must submit proposals electronically to Ms. Nicole Johnson, Contract Negotiator, nicole.johnson.44@us.af.mil; and Ms. Tara Peterson, Contracting Officer, tara.peterson.3@us.af.mil.
e. The cost file(s) spreadsheets must be in unlocked Microsoft Excel and include the formulas for calculating cost element bases (i.e., G&A, O/H, etc.).
f. The cost of preparing proposals in response to this BAA is not considered an allowable direct charge to any resulting or any other contract.
Technical/Management Proposal:
a. Propose a Technical/Management Approach for the SPEAD ID/IQ. The Contractor shall describe its capability to perform all aspects of the potential work. That may include a description of its research and development history and competencies, design and analytical capabilities, operational analysis, manufacturing and experimental testing capabilities, flight test capabilities, systems integration capabilities, software practices, and air vehicle production. The page limit for the Technical/Management proposal is 10 pages.
b. Font shall be standard 12-point business font Times New Roman.
c. Character spacing must be “normal,” not condensed in any manner.
d. Pages may be single-spaced and double sided (each side counts as one page). Pages shall be 8.5 by 11 inches, with at least one-inch margins on both sides, top and bottom.
e. All text, including text in tables and charts, must adhere to all font size and line spacing requirements listed herein. Font and line spacing requirements do not have to be followed for illustrations, flowcharts, drawings, and diagrams. These exceptions shall not be used to circumvent formatting requirements and page count limitations by including lengthy narratives in such items.
f. Pages shall be numbered starting with the cover page being Page 1 (which can include content), and the last page being no greater than Page 10. The page limitation covers all information including indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc.
g. The Technical/Management proposal(s) shall include a discussion of the nature and scope of the research and the technical approach. Additional information on prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal.
h. Any questions concerning the technical proposal shall be referred to the Contracting POC.
NOTE: The Government will check the proposal for conformance to the stated requirements. Any pages in excess of the stated page limitation after the format check will not be considered for evaluation purposes.
Cost/Business Proposal (Only applicable to the Kick-Off Meeting):
a. Cost Page Limit is 1 Page.
b. Proposal pricing is limited to a Firm-Fixed Price contract type for a Kick-Off Meeting to present the proposed technical approach face-to-face to the Government in Dayton, OH or virtually if circumstances require. The price for the Kick-Off /meeting is limited to $4,000. If selected as a contractor for the Basic ID/IQ, the first Delivery Order will be this Kick-Off Meeting. The duration of the Kick-Off Meeting is limited up to a 4 hour brief but should be proposed as a minimum amount of time necessary to convey the information and address any questions. Pricing should include the following activities and deliverables for the Kick-Off Meeting:
i. Price for and identification of the number of hours proposed for the brief and
ii. Price for and description of any discrete travel.
c. Associate Contractor Agreements: Associate Contractor Agreements (ACAs) are agreements between contractors working on Government contracts that require them to share information, data, technical knowledge, expertise, or resources. The contracting officer may require ACAs when contractors working on separate Government contracts must cooperate, share resources or otherwise jointly participate in working on contracts or projects. Prime contractor to subcontractor relationships do not constitute ACAs. For each award, the contracting officer will identify associate contractors with whom agreements are required. An ACA will be required between the SDA awardee.
d. Subcontracting Plans: For efforts to exceed $700,000, Subcontracting Plans shall be submitted in the cost/business proposal. Reference FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a)(1) for subcontracting plan requirements. Small business concerns are exempt from this requirement. If an ID/IQ contract arrangement is anticipated, the basis for the subcontracting plan should reflect the entire ceiling amount.
e. Limitations on Pass-Through Charges: As prescribed in FAR 15.408(n)(1) & 15.408(n)(2), FAR provision 52.215-22, “Limitations on Pass Through Charges- Identification of Subcontract Effort (Oct 2009),” applies.
f. Completed Certifications and Representations (Section K) are due with the proposal. Certifications and Representations (Section K) can be found with the attachments. Offerors may also be required to submit updated or supplemental Certifications and Representations based on the specifics of their proposal.
V. Proposal Review Information
1. Proposal Evaluation Criteria: Proposals will be evaluated as they are received through a peer review process as well as through a scientific review process. Individual proposal evaluation will be based on acceptability or non-acceptability without regard to other submissions received under this announcement. Proposals will be evaluated under the following listed criteria:
i. Soundness of the offeror’s technical approach including the degree in which the proposal identifies major technical risks, clearly defines feasible mitigation efforts, and demonstrates related experience and qualifications for technical success.
ii. The ability to integrate open and autonomous mission systems and produce prototypes of autonomous platforms to meet Operational mission sets.
iii. Affordability and realism of estimated production-ready vehicle cost - both procurement and life cycle costs.
iv. Practicality of the proposed schedule to accomplish the scope of work.
2. Review and Selection Process
a. Categories: Based on the evaluation, proposals will be categorized as Highly Recommended, Selectable, or Not Selectable (see definitions below). The selection of one or more sources for award will be based on the evaluation, as well as importance to agency programs and funding availability.
i. Highly Recommended: Proposals are recommended for acceptance if sufficient funding is available, and normally are displaced only by other High Recommended proposals.
ii. Selectable: Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended Proposals. May require additional development. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Highly Recommended proposals.
iii. Not Selectable: Even if sufficient funding existed, the proposal should not be funded.
Note: The Government reserves the right to award some, all, or none of the proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Highly Recommended or Selectable, though the proposal as a whole may not merit such a categorization.
b. Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.
VI. Award Administration Information
1. Award Notices: Offerors will be notified whether their proposal is recommended for award on or about 8 July 2020. An award notification is not to be construed to mean the award of a contract is assured, as availability of funds and successful negotiations are prerequisites to any award.
VII. Other Information
1. Acquisition of Commercial Items: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation. However, interested offerors may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice.
2. Support Contractors: Only Government employees will evaluate proposals for selection. Offerors are advised that employees of commercial firms under contract to the Government may be used to administratively process proposals, monitor contract performance, or perform other administrative duties requiring access to other contractors' proprietary information. These support contracts include nondisclosure agreements prohibiting their contractor employees from disclosing any information submitted by other contractors or using such information for any purpose other than that for which it was furnished.
3. Debriefings: If a debriefing is requested in accordance with FAR 16.505 (b)(6), a debriefing or an informal feedback session will be provided, but the debriefing content may vary to be consistent with the procedures that govern BAAs (FAR 35.016).
4. Item Unique Identification and Valuation: It is DoD policy that contractors shall be required to identify the Government’s unit acquisition cost for all deliverable end items for which Item Unique Identification applies. Therefore, proposals must clearly break out the unit acquisition cost for any deliverable items. See DFARS 211.274-3, Policy for Valuation, for more information. 5. Pre-Award Clearance: Pursuant to FAR 22.805, a preaward clearance must be obtained from the U.S. Department Of Labor, Employment Standards Administration, Office Of Federal Contract Compliance Program’s (OFCCP) prior to award of a contract (or subcontract) of $10,000,000 or more unless the contractor is listed in OFCCP’s National Preaward Registry http://www.dol-esa.gov/preaward. Award may be delayed if you are not currently listed in the registry and the contracting officer must request a preaward clearance from the OFCCP.
6. Updates of Publicly Available Information Regarding Responsibility Matters: Any contract or assistance award that exceeds $550,000; and when offeror checked “has” in paragraph (b) of the provision FAR 52.209-7, shall contain the clause/article, FAR 52.209-9 “Updates of Publicly Available Information Regarding responsibility Matters (JUL 2013).”
