About this file

This document contains questions and answers regarding Call 005 of the Special Notice BAA FA8650-17-S-6001 from the Department of the Air Force Materiel Command Lifecycle Management Center. The call seeks proposals for prototyping, experimentation, and autonomy development efforts under the Skyborg program. Foreign participation is not authorized for approved unclassified work, with exceptions requiring written approval from the Program Security Officer. While the base BAA allows for the employment of foreign nationals by primes and subs subject to data sharing limitations, the statement in Call 005 prohibiting foreign participation refers specifically to attendees at the Industry Day event. Additionally, offerors may submit proposal pages larger than 8.5x11 inches, which will each count as two pages toward the page limit.

BAA FA8650-17-S-6001 Call 0005 SPEAD Questions and Answers (3) Q: Call 005 Section III para 4 states simply, "Foreign participation is not authorized". However, FA8650-17-S-6001 clarifies on page 19 that primes and subs may employee foreign nationals, subject to limitations on data sharing. Does the expanded language in the STAT BAA take precedence over the statement in Call 005? Or is no foreign participation in reference to just attendees at the Industry Day?

A: U.S. Citizenship: Contractors and subcontractors in support of this effort must be U.S. Citizens (this does not include US Persons). This includes approved unclassified work. Exceptions must be made in writing and routed to the PSO for concurrence/approval.

Q: Can we submit a page that is 11x17 that can count as two pages?

A: Yes, you may submit a page that is larger than 8.5x11 and have it count as two pages.
