The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

NATO Secret IA W the NISPOM, Para 10-706, prior to access.
c. Ref Blks I Oe(2): Contractor will require access to intelligence information and must comply with directions provided by the Contracting
Officer Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor's obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the servicing Senior Intelligence Officer
(21 IS) for approval prior to granting access. Access to Secret Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. Formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no additional security measures are in place to preclude access, or 2) Access to NATO information is authorized. Formal NATO briefings shall be accomplished IA W the
NISPOM, para 10-706.
-Non-SCI Information (Ref: DoDM 5200.0l-V2, February 24 2012, Change 3, 05/14/2019 ENCLOSURE 4)
- Contractor may provided non-SCI information from the Government that has dissemination controls (e.g. NOFORN, REL TO).
Contractor shall ensure all information is protected in accordance with applicable policies (See below for guidance) and shared only as needed to cleared personnel supporting this contract. For the purposes of the contract REL TO information may not be released to foreign nationals without GCA and PSO approval: an OPSEC plan may be required to ensure a nexus to SAP contract efforts is not revealed and associations are protected.
NOT RELEASABLE TO FOREIGN NATIONALS (NOFORN)
a. The dissemination marking "NOFORN" is an intelligence control marking used to identify intelligence which an originator has determined meets the criteria of Intelligence Community Directive 710. Classification management and Control Markings System.
NOFORN may not be provided in any form to foreign governments including coalition partners), international organizations, foreign nationals, or immigrant aliens without the originator's approval.

b. Within DoD, NOFORN is authorized for use ONLY on intelligence and intelligence-related information and products under the purview of DNI, in accordance with DNI policy. Although not authorized for use on DoD information, other U.S. Government uses of the NOFORN caveat exist; section 4 of Appendix 3 to this enclosure provides information on one such usage.
c. Contractor must ensure personnel are trained on NOFORN caveat to ensure proper safeguarding (See Reference above).
AUTHORIZED FOR RELEASE TO (REL TO)
a. Within the DoD the AUTHORIZED FOR RELEASE TO or REL TO control marking is authorized for use on all classified military or Controlled Defense Information that has been determined by and authorized disclosure official, in accordance with established foreign disclosure policies, to be releasable, or that has been released through established foreign disclosure procedures and channels, to the foreign country andlor international organization indicated.
b. Foreign release or disclosure of the material, in any form, to the nations specified to the REL TO markings is authorized without originator approval (See paragraph 1 specific OPSEC/contract guidance). Disclosure to nations not specified in the REL TO markings is authorized only after obtaining permission form the originator.
c. Contractor must ensure personnel are trained on REL TO markings and additional restrictions set by the DD Form 254 (para 1 to ensure proper safeguarding (See Reference above.)
d. Ref Blk lOf: The National Industrial Security Program Operating Manual (NISPOM), February 2006, Incorporating Change 2, dated 18 May 2016, is the authoritative manual concerning baseline standards for the protection of classified information in connection with classified contract and activities under the National Industrial Security Program.

The contractor shall be responsible for the maintenance of personnel security clearances necessary for SAP access eligibility lAW the SAPNP and DoD Manual 5205.07, Vol. 2, dated 24 November 2015 Incorporating Change 1, Effective 12 February 2018. Per DoD SAPCO Memorandum, "Temporary Periodicity and Clearance Submission Implementation Guide for Special Access Programs," dated 10 February 2017, DoD Manual 5205.07 Vol. 2 is temporarily amended to reflect the suspension of Periodic Reinvestigations (PRs) for SAP-briefed personnel every five years. Until the recension of this memorandum, persoimel will be eligible for initial or continued SAP access as long as their Personnel Security Investigation (PSI) date does not exceed six years or the contractor has been enrolled in the Continuous Evaluation Program. The contractor will provide DSS (JPAS/DISS) reporting of security incidents committed by contractor personnel at the performance location(s) as determined by the government Program Office and the Program Security Officer.

f. Ref BIk lic: Any classified information generated in the performance of this contract shall require the contractor to apply derivative classification and markings consistent with the source material. Security Classification Guides will be provided by Program Manager upon award.
g. Ref BIk lid: The contractor is required to provide adequate and approved storage for classified hardware or material to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container. Only properly cleared and briefed personnel are authorized un-escorted access to the container and/or the combination. The container is exempt from inspection by Defense Security Service (DSS), as identified in block 15.

1. Outside Work: All classified work to be executed in unclassified environment requires approval from the Program Security Officer (PSO)prior to execution of work.
2. U.S. Citizenship: Contractors and subcontractors in support of this effort must be U.S. Citizens (this does not include US Persons).
This includes approved unclassified work. Exceptions must be made in writing and routed to the PSO for concurrence/approval.
3. Subcontractor/Vendor Database/List: Prime contractors will provide a complete subcontractor vendor list to the government for all subcontractor that will be supporting this effort. The contractor will revise this list through out the contract to reflect all subsequent changes, and provide quarterly updates to the government.
4. Prime contractor will obtain approval from the Government/PSO prior to discussing or subcontracting any SAP work with any prospective subcontractor. Additional guidance on this process will be provided at contact award.
5. Contractor must comply with the DFARS 252.204-7012, Safeguarding Covered Defense Information & Cyber Incident Reporting.

Development activated and products requested to be built on an unclassified network shall be compliant with NIST Special Publication 800-171. All Contract work involving Covered Defense Information and unclassified information when not associated with the program per applicable SCG's upon award of contract, must pre approved prior to begin work. Work must be preformed on physically Air-grapped or Stand-alone networks. If approved by the Program Office and the PSO, Unclassified networks may have encrypted connenctions as long as FIPS 140-2, 256 Bit NSA compliance. All unclassified systems may not have uncrypted Internet connections (e.g., only encrypted path for site connections with approval). Prior implementation, acceptance of your complaince must be given by the PSO.
