A. The following are questions submitted by interested parties and the Government’s responses. An offeror’s question may not appear in the exact wording or in the format submitted. All page numbers listed are referring to the Request for Proposal (RFP).
1.Question: What is the name of the current contractor for this contract?
Response: There are currently five (5) contract holders for the 2nd Generation of the DLA FEMA Generator Program.
2.Question: Will there be a scheduled site visit for this opportunity?
Response: DLA does not anticipate conducting site visits for this acquisition.
3.Question: What will be the anticipated award date for this contract?
Response: The Government anticipates award of the contract(s) in 2024.
4.What will be the anticipated start date for this contract?
Response: The start date would equal the award date.
5.What is the current monthly or total annual awarded amount for this contract?
Response: Per Page 6, Caution Notice, section 8. “Due to the uncertainty associated with emergency power requirements, the Government is unable to provide forecasted quantities. Each contractor selected for award shall have a guaranteed minimum of $35,000.00. Each awardee shall have a contractual maximum of $980,000,000.00. The maximum of $980,000,000.00 also represents the maximum for the acquisition; the sum of all orders against all contracts shall not exceed $980,000,000.00. Note: Based on the most recent contracts supporting the FEMA Generator Program, the average order size during an individual event was $2 million dollars. THIS INFORMATION IS BEING PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE GOVERNMENT IS NOT OBLIGATED TO PURCHASE AT THESE LEVELS DURING CONTRACT PERFORMANCE.”
6.Question: Have funds been appropriated for this opportunity?
Response: Per Page 6, Caution Notice, section 8., “Each contractor selected for award shall have a guaranteed minimum of $35,000.00.”
7.Question: Is this an existing contract?
Response: Request for Proposal SPE8EJ-23-R-0001 represents the 3rd Generation of the program.
8.Question: Tab 2 shows only 2 locations we are delivering to for the scenario. In actual deployment how many other locations are there to be listed and will this total number of sites change with necessity?
Response: Per Page 25, Statement of Work, 6. Delivery, “The Contractor is responsible for all transportation to and from all shipping destinations. Delivery shall be to Incident Support Bases (ISB)/Staging Areas (SA), Generator Staging Bases (GSB), directly to the point of need, intermediary locations, and/or consolidation points in CONUS, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands). US minor Outlying Islands may also require support.”
9.Question: Is there a defined list of generator quantities, generator sizes and locations these will be shipped to?
Response: Per Page 25, Statement of Work, 3. Products, “Contractors will be required to provide prime rated diesel-powered generators with all necessary fuel tanks and fuel lines (with proper connections) via lease/rental as specified in each Delivery Order.”

With regards to locations these will be shipped to, please see the Response to Question 8.
10.Question: If a national rollout should be requested- Are we open to multiple staging/holding grounds for generator deployment? IE- warehouses in several states dispersed around the nation near airports and major freeways to quickly dispatch once needed.
Response: Per Page 25, Statement of Work, 6. Delivery, “The Contractor is responsible for all transportation to and from all shipping destinations. Delivery shall be to Incident Support Bases (ISB)/Staging Areas (SA), Generator Staging Bases (GSB), directly to the point of need, intermediary locations, and/or consolidation points in CONUS, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands). US minor Outlying Islands may also require support.”
11.Question: Is it ok to subcontract Trucking and Logistics companies for the event of a major deployment? Or will we be required to provide all vehicles in house?
Response: Awardees will be required to meet the requirements in the Statement of Work. Awardees may utilize subcontracting to meet these requirements.
12.Question: Can we bid regionally or only nationally?
Response: Regional offers were not requested and will be rejected as nonresponsive. Awardees will be responsible for meeting the requirements in the Statement of Work. Contractors shall provide the rapid deployment of Generator Sets to support Federal Emergency Management Agency (FEMA) Disaster Relief Operations (page 23, Statement of Work, 1.
Scope). The Contractor is responsible for all transportation to and from all shipping destinations. Delivery shall be to Incident Support Bases (ISB)/Staging Areas (SA), Generator Staging Bases (GSB), directly to the point of need, intermediary locations, and/or consolidation points in CONUS, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands). US minor Outlying Islands may also require support (page 25, Statement of Work, 6. Delivery).

13.Question: Tab 3 shows wire sizing to price as THHN. Should generators be deployed the NEC calls for Extra hard usage SO cord for temporary generator wiring methods. Should we be pricing that instead? Using regular THHN at those voltage would be very dangerous and pose a threat of electrocution.
Response: THHN cable is used in permanent installations and is where FEMA/USACE get the requirement to use it. While the generators are temporary installations, the code allows FEMA/USACE to use the permanent standard.
14.Question: What is the payment schedule?
Response: Per Page 28, Statement of Work, 12. Payment Rental/Lease, “Depending on the rental term, Contractors may submit invoices weekly or every 30 days.”
15.Are we offered a deposit, or monthly billing?
Response: Response: Per Page 28, Statement of Work, 12. Payment Rental/Lease, “Depending on the rental term, Contractors may submit invoices weekly or every 30 days.”
16.Can we have a federal line of credit for purchases or deployment costs?
Response: Contractors are responsible for their own financing. Subject acquisition does not provide for Government financing.
17.Question: Tab 4- How many potential field reps would you be asking to be deployed at one time? In how many locations?
Response: Tab 4 is a scenario as part of the Price Proposal. Per page 37, C. INSTRUCTIONS TO OFFERORS PRICE PROPOSAL (Volume II), section d., “Offerors shall provide a Field Service Representative price based on the scenario information provided. FSR price shall be a fully burdened/loaded labor rate and based on a one 10-hour day.”
Per page 26-27, Statement of Work, 9. Contractor Operations, “Price for a deployed FSR will be negotiated at the time of request.”
Per Page 25, Statement of Work, 5. Minimum/Maximum, “Because of the uncertainty associated with emergency power requirements, the Government is unable to provide forecasted quantities.”
18.Question: How many people do we need to deploy to manage the generators?
Per Page 26, Statement of Work, 8. Government Maintenance - Lease/Rental, “The Government will connect all generators, provide fuel, provide daily preventative maintenance, and perform return to transport maintenance at the end of service prior to contractor pick-up. Daily preventive maintenance will include checking working hour meter for operation, coolant level, oil level, fuel level and filling all fluids to proper levels, and conducting a visual inspection of all external components (connections, hoses, belts, cables, etc.) for serviceability. The government will service each generator every 240 operational hours or when otherwise directed by FEMA and in accordance with manufacturer's recommendations. Service will include changing oil, and filters(s) (oil, air, and fuel). All other fluids shall be maintained in accordance with generator set manufacturer's recommendations.”
19.Question: If there is a need for deployment overseas, do we coordinate with the Air Force or Guard units to use cargo aircraft?
Response: Per Page 26, Statement of Work, 6. Delivery, subsection c., “The Contractor is contractually obligated to be able to provide delivery via commercial transportation resources in both CONUS and OCONUS. However, the Government reserves the right to use the system that is best able to meet mission requirements. Therefore, delivery may be to a CONUS based debarkation point and then transported via federal government assets to OCONUS locations.”
20.Question: Is there a supplemental budget for deployment actions?
Response: Per Page 27 -28., Statement of Work, 11. Pricing, “For the Generators, weekly and monthly rental prices for each band size for each pricing period shall be firm fixed ceiling prices after contract award. All direct and indirect costs associated with leasing/rental of the Generators shall be included in these firm fixed prices including GPS trackers. Prices are exclusive of transportation (including transportation related equipment), BOM (support materials) and a deployed field service representative. There will be five one-year pricing periods under the contract, and they will be sequential. Pricing Periods are applicable to the Lease/Rental Price for each band size of Generators. The contractors may not exceed their firm fixed ceiling prices during the post-award competition of delivery orders. Pricing provided for the transportation scenario, BOM (support material) scenario and the deployed FSR scenario as part of the Initial Proposals are for evaluation purposes only. Post-award, selected awardees will be allowed to propose delivery order specific pricing for transportation, BOM (support material), a deployed FSR, and any other mission related requirements. Awardees shall obtain the lowest applicable transportation charges given the delivery requirements for both shipment to and return from the destination. Furthermore, the Government reserves the right to request the selected awardees to provide whatever additional data the contracting officer needs in order to determine fair and reasonable prices.”
