ENERGY QAP E1.09 (JAN 2019) RAPID REFUELING REQUIREMENTS (DLA ENERGY)

(a) SCOPE.

(1) PURPOSE. This quality assurance provision (QAP) sets forth minimum requirements for rapid refueling of rotary (including tilt rotor) and fixed wing aircraft with kerosene-based fuels such as Jet A, Jet A1, or JP-8/F-24 (low flash fuels such as Jet B or JP-4 are specifically excluded) on U.S. Government procurement contracts at commercial airports. Rapid refueling of fixed wing propeller aircraft is not authorized, except for the C2/E2 aircraft. These requirements are in addition to those established under the SPECIFICATIONS (INTO-PLANE) quality assurance provision (QAP).

(2) APPLICATION. The guidelines provided in this QAP applies to all commercial facilities where a U.S. Government into-plane servicing contract is in force for rapid refueling of military rotary and fixed-wing aircraft.

(b) DEFINITION. Rapid (hot) refueling means a procedure during which an aircraft is refueled with one or more engine(s) operating.

(c) GENERAL REQUIREMENTS. Prior to the initial rapid refueling operation for each contract period, the Contractor in conjunction with the government customer shall hold training at each operating location with all Contractor personnel who will be conducting rapid refueling. This training shall address subparagraphs (c) (2)-(3), (d) (1)-(9), (e) (1)-(14), & (f) (1)-(6). The Contractor shall request information necessary to perform rapid refueling on specific airframes from the government customer. The Contractor shall document the training, which shall be reviewed annually or as changes are necessary.

(1) QUALIFICATIONS. Qualification of refueling personnel is the responsibility of the Contractor and the Contractor shall ensure that only qualified personnel conduct rapid refueling operations. Individuals conducting rapid refueling operations must have completed the training cited in paragraph (c) above and meet the following requirements:

(i) Have a thorough knowledge of all equipment and systems they operate for rapid refueling operations.

(ii) Have a thorough knowledge of and observe all safety procedures for rapid refueling operations.

(iii) Have a thorough knowledge of and follow the sequential steps for rapid refueling operations.

(iv) Undergo rapid refueling annual certification, per operating location's directives, to verify compliance with the requirements in paragraphs (c)(1)(i) through (c)(1)(iii) above.

(2) PROCEDURES. The Contractor shall have written procedures in place which address subparagraphs (c) (3), (d) (1)- (9), (e) (1)-(14), & (f) (1)-(6), the items cited in this paragraph, and any other conditions that affect rapid refueling operations, prior to conducting rapid refueling:

(i) Standard military aircraft marshaling signals.

(ii) Specific airframes that will be serviced during rapid refueling.

(iii) Bonding of military aircraft and commercial refueling systems covered under MIL-STD-1548, latest revision, as supplemented by NFPA 407, “Standard for Aircraft Fuel Servicing”, latest revision.

(iv) Emergency response procedures.

(v) Emergency shutdown procedures in the event of a spill, ruptured fuel hose, or other emergency situation.

(vi) Aircraft Fueling Equipment checks covered under the latest revision of ATA 103, Section 2-8 “Daily Checks on Filter Sumps.”

(vii) Operation of fire extinguishers to be used and proper fire suppression techniques.

(3) PROTECTIVE EQUIPMENT. The Contractor shall ensure that suitable Personal Protective Equipment (PPE) is provided to and worn by their servicing personnel during rapid refueling. In addition, the following clothing requirements apply:

(i) Long sleeve shirts and long pants, both made of 100 percent cotton, shall be worn.

(ii) Shirtsleeves shall be rolled down, shirt collar shall be buttoned, and shirttail shall be tucked into pants.

(iii) No items are permitted in shirt pockets.

(iv) Other suitable safety clothing, such as that made from fire resistant fabric (e.g. Nomex), may be worn.

(v) Clothing materials recognized to produce a static charge, for example nylon, shall not be worn.

(vi) Clothing shall not be donned or doffed during rapid refueling operations.

(d) FACILITIES/EQUIPMENT REQUIREMENTS.

(1) Rapid refueling operations shall only take place in the airfield's designated area.

(2) FUEL SERVICING NOZZLES.

(i) Rapid refueling shall be performed using Aircraft Pressure Refueling Nozzles Type I or Type II qualified to the requirements of SAE AS5877, “Detailed Specification for Aircraft Pressure Refueling Nozzle”, or a Closed Circuit Refueling (CCR) nozzle compatible with military aircraft CCR refueling receptacles. The fueling nozzle shall not be capable of dispensing fuel unless mated to an aircraft receptacle. The refueling vehicle or system shall be equipped with deadman control devices.

(ii) All aircraft fueling equipment shall have separate and independent primary and secondary pressure control devices as stipulated in ATA 103, “Standard for Jet fuel Quality Control”, Section 2-7, Aircraft Fueling Equipment Requirements.

(iii) Grounding (bonding) plugs conforming to or equivalent in design to MIL-DTL-83413/4 shall be used when the aircraft being serviced is equipped with grounding (bonding) receptacles. When the aircraft does not have grounding (bonding) receptacles, a grounding clamp conforming to or equivalent in design to MIL-DTL-83413/7 shall be used. A grounding (bonding) cable shall only be connected to approved (bare metal) surfaces of the aircraft. Grounding (bonding) to external doors, latches, hinges, or other non-approved surfaces will compromise continuity and increase the risk of static discharge.

(iv) Open port nozzles shall not be used when conducting rapid refueling of military aircraft unless special circumstances warrant their use; i.e., aircraft will not accept a Type I, Type II or CCR nozzle. Prior to any open port nozzle operations, a written agreement between the unit/activity commander to which the aircraft are assigned and the local airport authority and fire department is required.

(3) REFUELING RATES.

(i) Mobile servicing equipment (i.e. refueler, hose cart, hose truck, etc.) shall be capable of delivering a minimum rate of 200 gallons per minute during single point servicing. Fixed dispensing system(s) servicing directly into aircraft shall be capable of delivering a minimum rate of 100 gallons per minute during single point servicing.

(ii) If open port fueling is authorized, the maximum delivery rate shall not exceed 60 gallons per minute per hose.

(4) EMERGENCY SHUTOFF. The Contractor's refueling facility shall have an emergency shutoff switch that will enable all pumps connected to the system to be turned off with a single switch in accordance with ATA 103, Section 2-4, Fuel Storage Facility Requirements and NFPA 407, Chapter 4, Design, latest revisions.

(5) SIGNS.

(i) "NO SMOKING" signs shall be posted within 50 feet of the refueling area.

(ii) If no terminal building exists, a "MARSHALING AREA" sign shall be posted. The sign shall not be posted closer than 50 feet from any aircraft refueling point or fuel supply storage area.

(iii) "RESTRICTED AREA" signs shall be posted within 50 feet of the refueling area. The required sign is used to help prevent access of vehicles, repair tools, or activities that could pose a spark danger.

(iv) An "EMERGENCY SHUTOFF" sign shall be posted within 3 feet of the required emergency shutoff switch on fixed refueling systems. The sign should include simple instructions on how to engage the emergency shutoff.

(v) EMERGENCY RESPONSE information shall be posted in Marshaling Area.

(6) CLEARANCES.

(i) Refueling units, fixed and mobile, shall be equipped with enough refueling hose to ensure a minimum 50 feet separation from the nearest part of the aircraft being serviced. (NOTE: If refueling a CH-47 helicopter, minimum distance shall be 100 feet).

(A) If mobile fuel servicing equipment is used, it shall be pre-positioned prior to marshaling the aircraft to be serviced by personnel trained and experienced in performing rapid refueling operations.

(ii) For rotary aircraft, the minimum distance between an aircraft rotor hub and any building during refueling shall be 150 feet.

(iii) For rotary aircraft, the minimum spacing between utility, observation, and attack aircraft during refueling shall be 100 feet as measured from rotor hub to rotor hub.

(iv) For rotary aircraft, the minimum spacing between cargo aircraft and any other type of aircraft during refueling shall be 200 feet as measured from rotor hub to rotor hub.

(v) For fixed wing aircraft, the minimum spacing between aircraft shall be 50 feet as measured from wing tip to wing tip.

(7) LIGHTING.

(i) The Contractor shall provide adequate lighting for directional guidance that permits aircraft landing/taxiing during hours of darkness.

(ii) The Contractor shall provide lighting that illuminates each refueling point and any refueling equipment during hours of darkness. The intensity of the lighting shall ensure proper maneuvering of the aircraft, but not adversely affect the vision of the air crew.

(iii) The Contractor shall provide and utilize lighted wands or illumination sticks, as agreed to by the supported unit, to marshal aircraft during hours of darkness.

(8) FILTRATION. All filtration requirements shall be in accordance with ATA 103.

(9) FIRE EXTINGUISHERS (the following shall be in accordance with NFPA 407 and NFPA 10, Standard for

Portable Fire Extinguishers, latest editions).

(i) A listed fire extinguisher with a rating of 80-B:C and a minimum capacity of 80 pounds of agent shall be positioned with the fire guard during refueling.

(ii) Each aircraft servicing vehicle shall have two listed fire extinguishers, each having a rating of 80-B:C, one mounted on each side of the vehicle.

(iii) Each hydrant servicing unit shall have one listed extinguisher having a rating of at least 80-B:C mounted on it.

(iv) Where open hose discharge capacity of the aircraft fueling system or equipment is more than 200 gallons per minute, at least one listed wheeled fire extinguisher having a rating of not less than 80-B:C and a minimum capacity of 125 pounds of agent shall be provided.

(v) An additional aircraft rescue and firefighting (ARFF) vehicle, separate from the one covering airfield operations, shall be present on site if more than one aircraft is being rapid refueled at the same time.

(e) SAFETY REQUIREMENTS.

(1) The Contractor shall notify the on-site or local fire department prior to each time rapid refueling operations are conducted.

(2) The Contractor shall ensure a Foreign Object Damage (FOD) walk is completed prior to the first scheduled landing of the day and that inspection shall be documented.

(3) The Contractor shall check for hot brakes. Rapid refueling shall not be performed while a hot brake condition exists within the refueling area.

(4) The Contractor shall monitor wind direction to ensure aircraft are positioned where the wind cannot blow potential vapors/spray from the refueling receptacle towards the operating engine's intake.

(5) The Contractor shall halt rapid refueling operations when an electrical storm is within the radius as dictated local policy.

(6) The Contractor shall not begin rapid refueling until passengers and the crew members not essential to the operation have been deplaned and gone to a safe area.

(7) Before commencing the rapid refueling operations, the Contractor shall contact the air crew to obtain assurances that the aircraft radio will not be used to transmit during refueling. Aircraft radios may operate to receive messages during refueling, but radio transmission from the aircraft being refueled is not permitted.

(8) Before commencing the rapid refueling operations, the Contractor shall contact the air crew to obtain assurances that armaments are in safe mode.

(9) The Contractor shall contact the air crew to ensure that night vision devices will not be used during rapid refueling operations.

(10) The Contractor shall contact the air crew to ensure that all doors, windows, and access points allowing entry to the interior of the aircraft that are adjacent to, or in the immediate vicinity of, the fuel inlet ports are closed and remain closed during refueling operations.

(11) Contractor servicing personnel shall remove or secure FOD hazards such as hats, line badges, and other loose items.

(12) Only intrinsically safe radios and intrinsically safe flashlights are authorized in the rapid refueling area. NO CELL

PHONES are allowed in rapid refueling area.

(13) Contractor shall use chock blocks on fixed wing aircraft, prior to rapid refueling, to prevent aircraft movement.

(14) Contractor shall ensure that, prior to rapid refueling, the engine closest to the refueling point has been shut down on fixed wing aircraft; unless the aircraft manual/checklist or military directive authorizes otherwise.

(f) RECORDS AND REPORTS REQUIREMENTS. The following actions shall be performed and the resulting records and reports shall be retained by the Contractor for 3 calendar years after the final payment has been made on the contract:

(1) Semimonthly check of refueling nozzles and filter screens indicating condition, any necessary corrective action, and date accomplished.

(2) Daily check of fire extinguishers to ensure contents are properly charged and components are not broken. Report shall indicate condition, any necessary corrective action, and date accomplished. Ensure monthly and annual inspections are being conducted as well as six year maintenance and hydrostatic checks.

(3) Quarterly check the operation of the emergency shutoff switch at the fuel facility indicating condition, any necessary corrective action, and date accomplished. Each control device shall be tested at least once per year.

(4) The emergency fuel shutoff devices shall be operationally checked daily on refueling service equipment. Report shall indicate condition, any necessary corrective action and date accomplished.

(5) Individual records of the qualifications of refueling personnel, signed by those personnel and validated by the Contractor's designated representative shall be reviewed annually.

(6) Annual review of Rapid Refueling Agreement(s) and Refueling Procedures.
