About this file

This document is a Standard Form 30 (SF-30) Amendment 0004 for the AIR Card® Solicitation SPE607-25-R-0203 issued by the Defense Logistics Agency (DLA) Energy. The amendment modifies several key aspects of the original solicitation, including reducing the offer price hold period from 180 to 60 calendar days, changing the initial card delivery timeline to within six weeks of award, and adjusting option extension notice periods for the government from 30 to 10 days.

The amendment also updates the evaluation criteria for past performance, specifying that the government will assess an offeror's recent (within three years) and relevant past performance on an acceptable/unacceptable basis. The solicitation clarifies that only one contractor will process AIR Card® transactions during the performance period. Additional changes include removing the word "significant" from the Organizational Conflict of Interest (OCI) disclosure requirements and specifying that the government will not consider offeror-submitted past performance information.

Recent past performance is defined as a past performance record performed within the last three years. Relevant past performance is the degree to which a recent effort accomplished by the offeror is relevant to the effort to be acquired through this acquisition. In determining what is relevant for this acquisition consideration will be given to those aspects of an offeror’s contract history that would give the greatest ability to measure whether the offeror will satisfy the current acquisition.

Relevancy will measure the extent of similarity between the effort, complexity, dollar value, contract type, and subcontract or teaming arrangements.

The Government will not consider offeror submitted Past Performance information. ”
