About this file
This document is a Standard Form 30 (SF-30) Amendment 0001 for the AIR Card Solicitation SPE607-25-R-0203, issued by the Defense Logistics Agency (DLA) Energy. The amendment extends the offer submission deadline to Monday, March 24, 2025, at 12:00 pm Eastern Daylight Time, and makes several key modifications to the original solicitation. Notable changes include increasing the page limit for Volume 1 from 15 to 40 pages, updating terminology from "Attachment" to "Appendix" throughout the document, and modifying various sections such as contract clauses, representations and certifications, and routing data tables.
The amendment addresses multiple offeror questions, providing clarifications on past performance evaluation, initial card shipment requirements, invoicing procedures, and organizational conflict of interest (OCI) provisions. The solicitation continues to seek a contractor to provide payment solutions and transaction processing services for Department of Defense and Federal Civilian customers utilizing aviation fuel and non-fuel services worldwide. The government will evaluate offers based on factors including past performance, which will be assessed using the Contractor Performance Assessment Reporting System (CPARS), and will review submissions in accordance with the requirements outlined in the Request for Proposal (RFP).
