About this file
This is a Standard Form 30 (SF-30) Amendment 0001 for Solicitation SPE60525R0212, which modifies a federal contract opportunity for diesel fuel delivery to the United Arab Emirates. Key changes include extending the proposal submission deadline to Friday, June 13, 2025, at 1:00 PM local time (Ft. Belvoir, VA), adding a Fuel Source Data Sheet as Attachment 1, and removing a specific contract clause related to Material Safety Data Sheets. The amendment also includes a comprehensive set of questions and answers addressing various aspects of the solicitation, such as subcontractor requirements, delivery logistics, insurance, pricing format, and technical capabilities.
The solicitation is for delivering Diesel Fuel 10 PPM Sulfur (SFD) to various locations in the UAE, with pricing based on PLATTS Oilgram Arab Gulf reference prices. Offerors must submit pricing in a unit price per gallon format, with the award to be made to the lowest-priced and technically acceptable offer. Prime contractors must be registered in SAM.gov and the Joint Contingency Contracting System (JCCS), and all invoices must be processed through the Wide Area Workflow (WAWF) system. The contract is a requirements-type contract with estimated quantities that cannot be increased, and economic price adjustments will be based on the previous month's PLATTS pricing.
