A. This amendment answers questions received in response to COG 8 Solicitation SPE605-20- R-0227. The questions and answers are provided below:
1. Question: Line Items 0013 and 0085 for Camp Murray says that they need a Tank Truck for 1,000 gallons over five years. Please confirm that the delivery modes and the quantities are correct.
Answer: The estimated quantities and delivery modes for these line items are confirmed as currently stated in Attachment B, “Schedule.” Please note that all quantities in Attachment B, “Schedule,” are estimated.
2. Question: Line Item 0089 for Joint Base Lewis McChord (JBLM) requests a Tank Truck for 21,000 gallons over a five year period. Please confirm that the delivery mode and the quantity are correct.
Answer: The estimated quantity and delivery mode for this line item is confirmed as currently stated in Attachment B, “Schedule.” Please note that all quantities in Attachment B, “Schedule,” are estimated.
3. Question: Do I need to submit anything with regard to Attachment G, “Fuel Specifications,” or are the fuel specifications provided just for informational purposes?
Answer: Attachment G contains the Section C clauses that will apply to any awarded contract.
The clauses in Attachment G identify the applicable fuel specifications that the contractor must meet for each fuel product. In order to be technically acceptable, an offeror must offer to provide product that meets the applicable specification. Please see pages 105-106 of the Solicitation for how an offeror will be evaluated.
In accordance with FAR 52.212-2 contained in the solicitation, ALL offerors’ proposals shall contain a statement, for each product offered, substantially similar to the following:
[Name of Offeror] proposes to deliver [product] conforming to [specification].
Additionally any offerors offering on Biodiesel (BDI) line items are required to submit their suppliers’ BQ-9000 certification and EPA registration letter.
4. Question: Do you need me to include MSDS Sheets with my offer?
Answer: Offerors are not required to submit Material Data Safety Sheets (MSDS) with their offers. Please note that some line items require offerors to provide MSDS sheets prior to the first fuel delivery.
5. Question: Can I use OPIS Tacoma for Bremerton and Tacoma (Joint Base Lewis McChord) deliveries (Line items 0059, 0087, 0090, 0109, 0111, 0167, 0217, and 0220)? Given the location, it makes more sense than AXXIS Seattle.
COG 8 Solicitation SPE605-20-R-0227-0001 Page 3 of 4
Answer: The Contracting Officer determined that the escalators listed in Attachment B, “Schedule” for these line items are accurate as stated, and best reflect the fuel requirements.
Because Seattle and Tacoma are close in proximity, and Seattle is the larger market, the Seattle price escalators were selected. In accordance with the solicitation, under the section titled “General Instruction for Offerors,” paragraph (I)(H), no alternative price escalators, other than those currently stated in Attachment B for each line item, will be accepted.
6. Question: Can you provide a Microsoft Excel version of Attachment A, “Line Item Sourcing”?
Answer: To maintain the integrity of the data provided to all offerors, only Adobe.pdf versions of solicitation documents are provided.
7. Question: Can offerors include petroleum load fees, product transfer fees, and/or oil spill taxes/fees in their offer prices?
Answer: Vendors are informed that they shall not include the following taxes and fees in their offer prices:
• Oregon Petroleum Load Fee – Offerors should contact the state taxing authority and consult with their own tax specialist to determine how its sales to the U.S. Government can be exempt from this fee.
• Idaho Petroleum Product Transfer Fee - The purpose of the fund is to provide liability insurance for fuel distributors to pay for the cleanup of accidental petroleum product releases or spills in Idaho. The U.S. Government does not participate or benefit from this fund.
• Washington State Oil Spill Admin Tax - The U.S. Government does not participate or benefit from Washington’s oil spill fund.
• Washington State Oil Spill Response Tax - The U.S. Government does not participate or benefit from Washington’s oil spill fund.
Offerors: In the Offer Entry Tool (OET), for each line item, you must select the “Tax” hyperlink, and use the tax dropdown menu in OET to select the taxes that are included in your offer price. You will need to input the current rate for each tax included. If you have already submitted your offer in OET and did not indicate which taxes are included, you must revise your offer to indicate the taxes included in your offer price for each line item, and resubmit your offer in OET by the offer due date and time.
8. In OET, Line Item 0028 is showing as a requirement for Diesel Fuel #2 (DF2), but in Attachment A, “Schedule,” line item 0028 is stated to be for Ultra Low Sulfur Diesel (DS2).
Please confirm which fuel type is required for line item 0028?
Answer: Line Item 0028 is confirmed to be a requirement for Ultra Low Sulfur Diesel (DS2) NSN: 9140‐01-524-0139. In the Offer Entry Tool, Line Item 0028 is showing as DF2. Offerors are instructed to treat line item 0028 as a DS2 requirement when submitting offers.

9. If I am a large business offeror, when do I need to submit my small business subcontracting plan?
Answer: Offerors that are large business concerns shall submit their small business subcontracting plans with their initial offers. See FAR 52.219-9, “Small Business Subcontracting Plans (MAR 2020),” for additional information.
10. For Line Item 0139, please confirm the tank sizes on site are: 1 x 10,000-gallon above ground tank and 1 x 120,000-gallon above ground tank?
Answer: Yes, these tank sizes are confirmed as stated.
11. For Line Item 0205, please confirm the tank size, it’s listed as 000.
Answer: This is a typo. The tank size for Line Item 0205 is 1,000 gallons.
12. For Line Item 0216, please confirm that the tank is above ground.
Answer: Yes, the tank is confirmed as being above ground.
13. In the past you have accepted terminal bill of ladings in place of metered tickets from truck equipment. Will this substitution still be allowed for the new contract?
Answer: Please refer to clause F1.09-2, DETERMINATION OF INVOICE QUANTITY (PC&S) (DLA ENERGY JAN 2012), for specific information about how quantity is determined at the time of delivery.
14. Question: For Line Items 0219, 0027, 0052, 0191, 0214, 0217, 0220, 0225, and 0226 fuel products are listed that do not match the price escalators. For example, CLIN 0219 requests pricing for CBOB and the Product Code is Conventional (MUR). Please provide confirmation that the price escalator and/or fuel product is correct for these line items.
Answer: The Contracting Officer determined that the escalators listed in Attachment B, “Schedule” for these line items are accurate as stated, and best reflect the fuel requirements. The line items listed above are for Gasoline, Regular Unleaded (MUR), Gasoline, Midgrade Unleaded (MUM), and Gasoline, Premium Unleaded (MUP). The price escalators selected, and listed in Attachment B for these line items, reflect the fact that these fuel types contain up to 15% ethanol.
15. Is a pump needed for Line Item 0052?
Answer: No pump is required for this requirement.
B. All other terms and conditions remain unchanged.
