AMENDMENT 0002

This amendment is issued under SPE605-20-R-0225 for the following:

A. Line Item 0020: If your company offer on this line item, you will need to contact the airport to inquire on what paperwork is required before using the airport to supply fuel. Vendor must include the following in the JAA Fuel product:

- Corrosion Inhibitor/Lubricity Improver (CI/LI, MIL-PRF-25017)

- Static Dissipator Additive (SDA, only Stadis 450 and AvGuard are approved for USAF fuels)

- Fuels System Icing Inhibitor (FSII)

B. Line item 0056: Fuel type has been changed from 9130-010901093 (GUR) to 9130-013884080 (MRR).

C. Line item 0163: The delivery address for GUR is Bldg 3080 West 12th Ave MCCoy, WI 54656-5000

D. Line item 0207: The address is 2825 Lone Oak Parkway, Eagan MN 55121

Q. Below are questions asked by Vendors and Answers by DLA Energy:

Question 1: Regarding the “Solicitation SPE60520R0225 COG 6.pdf” file that is posted on beta.SAM.gov, in section SPECIAL INSTRUCTIONS FOR OFFERORS(e)(a.), it says that certain line items “will be set aside for small business concerns . . . as they are valued between the micro-purchase threshold ($10,000) and the simplified acquisition threshold (SAT) ($250,000)…” Would you be so kind to share with us what reasoning, calculation, formula, and or numbers were used to determine the values of the line items in the subject solicitation? Because, there seem to be approximately 90 or more line items that would fall within the SAT.

Answer: There are over 400 line items set aside for Small Businesses. Please see Attachment C for the set aside line items.

Question 2: I am trying to put a bid in for SPE60520R0225. I cannot get Beta.Sam.gov to come up on my screen.

Answer: Please try the website below for beta.SAM.gov. You will have to be registered in the Offeror Evaluation Tool (OET) via AMPS to input your offer prices and documents. Instructions are on Attachments D, E, & F. See the helpdesk if you are unable to register.

Question 3: With the amendment, is this still one the solicitation?

Answer: Yes, the Amendment are changes or reminders to the solicitation.

Question 4: Is the correct product for line item 0020; JAA or JP8;

Answer: The fuel is 9130-003592026 Jet Fuel Type A (JAA). COG 6 do not solicit JP8 products.

Question 5: In line item 0020, should it have FSII, SDA, and CI included in JAA?

Answer: The solicitation will state if additives are included or be added via amendment once verified with the Activity.

Question 6: I want to add my company to the interested vendor list. How do I do this?

Answer: You will need to add your company to the list in beta.SAM.gov. It is a question asking you if you would like to add your company. To be considered for competition you will need to add your company and offer in OET.

Question 7: There are several sites that have a recommended escalator of PLATTS USGC. Can we have the option to submit an OPIS Average number on these sites?

Answer: Our Marketing Department re-looked at the Platts and determined that the OPIS Average is in the best interest for the government. No alternate escalators are being accepted.

Question 8: We were wondering if you had all the sites and volume information in an excel spreadsheet, and if you do, please share.

Answer: Amendment 0001, Please see Excel of line items.

Question 9: Can you please see if provide if we are in the running for award?

Answer: We do not have and cannot provide status of vendors. You will need to go into the Offeror Entry Tool (OET) to ensure you are there. If not follow the steps provided in the solicitation. Contact the Helpdesk if you have offered before, but do not have access.

Question 10: We would like clarification on how the small business set asides will work for this solicitation: As per the solicitation documents, certain items are set aside for small businesses and certain items are set aside for service disabled veteran owned small businesses. Our company is certified as a small business. Does this mean that we will qualify for those items designated for small businesses and will those items be awarded preferentially to hubzone, WOSBS, VOSBS etc ahead of companies which are only designated as small businesses?

Answer: If your company is certified as a small business and it states that in Sam/Beta. SAM then you would be able to offer on the line items set aside for small business. There is no award preference as to which class of small business would get an award first. The award will be made to the small business with the Lowest price technically acceptable.

Question 11: Depending on location at times our company uses third party trucking companies to make deliveries. We just need to know if that was acceptable.

Answer: That is acceptable but a copy of the transportation agreement must be submitted to

DLA.

Question 12: Do I have to register to the PC &S OET prior to award or after?

Answer: In order to submit your offer prices you have to use OET, so registration is needed now during the solicitation phase. No offers prices will be accepted outside of OET.

Question 13: Do I have to register to the WAWF prior to award or after?

Answer: Yes, that has to be done during the solicitation phase as well.

Question 14: Will a blanket purchase agreement be awarded for this? I have the new Solicitation from DLA that is due June 12, 2020.

Answer: No, a blanket purchase agreement will not be awarded for this.

Question 15: For CLINS that have fuel marked as CAPITALIZED, are there different billing, tax or delivery procedures that we should accommodate?

Answer: No there are no different billing, tax or delivery procedures that need to be accommodated

Question 16: Could we get a copy of the file Attachment B COG 6 Base Reference Prices and Escalators Solicitation SPE60520R0225 as an Excel spreadsheet?

Answer: See Amendment 0001.

R. As a reminder, all offerors must submit their offer prices and documentation in the Offeror Entry Tool (OET). Please remember to identify all applicable Federal, State and local taxes and fees that are included in the offer price into the “Taxes” box.
