Questions for Augusta Bay 10 OCT 2024

1. Are there two locations where testing is required? One being NATO DFSP Augusta and another location in Naples?

ANSWER: Reference C-1.0.1 Service Locations of the Statement of Work (SOW). Yes, this is necessary due to the nature of request for secure fuel and the emergent sample request.

2. Is the location in Naples for another DFSP?

ANSWER: Reference C-1.0.1 Service Locations of the Statement of Work (SOW).

3. If there are two required locations (Augusta and Naples), do you require a testing location in each or would location in Sicily be able to support Naples?

ANSWER: Reference C-1.01 Service Locations of the Statement of Work (SOW).

4. Are the estimated quantities for testing and sampling services on the price sheet per the solicitation?

ANSWER: Yes, quantities are provided. See Attachment 3 – Sicily Europe Region Lab Testing Price List 2024 with quantities. Amendment 0002 of the solicitation revised the price sheet to add the quantities.

5. We understand that the testing in the Naples area is for special testing under the secure fuel mission of DLA. Our research indicates that there is only one laboratory in the Naples area that has the ability for such testing. Under normal circumstances the contractor could easily work out an independent support agreement with such laboratory but in this case the Lab in question will most certainly be competing for the business as well. That being said, we would offer to transport the sample by courier to our laboratory in Prioli (Sicily) Italy where the testing would be performed should we be awarded the Sicily contract. Would this be an acceptable scenario?

ANSWER: It is acceptable if conditions of Section I-0003-I116 Responsibility for Government- Owned Petroleum Products (DLA Energy Jan 2012) page 27 of the Solicitation are met.

6. SOW Section C-1.0.1 Service Locations indicates SGS Naples’ lab as location where services shall be provided. Please clarify whether this is a typo. As an interest in Italy, it is important for us to notify you that we do have our own laboratory in Naples, should you require the usage of a lab in the area.

ANSWER: The revised statement of work is incorporated in this amendment reflecting the location update to Naples, Italy vicinity.

7. Please provide indication of estimated volumes for an appropriate commercial proposal.

ANSWER: Quantities were provided in solicitation Amendment 0002, “Revise Attachment 3 - Sicily Europe Region Lab Testing Price List 2024 with quantities.”

9. Please clarify what is meant by "items" (foreign end products, free trade agreement end products, other foreign end products) that should be listed (page 39/40/41).

IAW FAR 12.04.

11. What is required in Bidder's Partnership Declaration document that shall be submitted?

ANSWER: Teaming Arrangements: If applicable, the offeror must disclose any teaming arrangement(s) as defined by FAR 9.601 at the earliest time known before award. If proposing as a team, an offeror MUST provide a summary of the roles and responsibilities of each teaming partner and subcontractor. The submission shall indicate the percent at which the arrangement is designed, and whether it is a Partnership, Joint Venture and/or Prime/Sub relationship. Should a teaming arrangement exist, the offeror may be required to provide further information before award (page 53 of RFP).

12. How are testing quantities determined? When will numbers be provided to offerors?

ANSWER: Quantities were provided in solicitation amendment 0002, “Revise Attachment 3 - Sicily Europe Region Lab Testing Price List 2024 with quantities.”

13. What is the role of the QAR in the testing requirements process?

ANSWER: Amendment 0002 was published to SAM on October 7, 2024.

15. Past performance sent directly to CO/CS and not in the proposal (offer) packet?

ANSWER: Past performance questionnaires are to be emailed to the Contract Officer and Contract Specialist per the Preproposal Conference Instructions.

16. What are the main points of the technical proposal which must be covered?

ANSWER: Reference Section M Evaluation Factors for Award of the Solicitation: Factor 1:
