WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Hello. For those who don’t know me, I’m ____________________. I’m one of the AF Program Managers in the Terminal Operations Branch at DLA Energy.

Along with the Air Force Petroleum Office, we developed the Performance Work Statement (PWS) which covers the technical requirements for this contract and will be the ones who conduct the technical evaluation of your proposal.

Before we turn it over to the Contracting Officer Representative for the base specific piece, I’d like to provide some information for you to consider when developing your proposals.

PERFORMANCE WORK STATEMENT (PWS)

Standard document for all AF contracted locations (Fuels Mgmt or bulk storage) Covers all basic requirements Service Delivery Summary (SDS) for each basic requirement

APPENDIX M (formerly AF) Appendix M submitted by base and AFPET for base specific information Identifies PWS sections which apply (Fuels Mgmt or bulk storage) Normal hours of operation (not a limitation) General workload data (snapshot in time; no guarantee of future) May be useful for planning/estimating for proposal Base specific requirements (off-site coverage; weekend weather support, etc) Government furnished equipment (GFE) Contractor furnished refueling units

Preproposal Conference General Technical

We have developed the PWS to be applicable to all our contracts.

It encompasses general tasks and generic aspects for an entire fuels function Each of those items are covered in one of the major sections of the PWS, and each of those are identified in the Service Delivery Summary (SDS) What differentiates the requirements is the Appendix M (formerly Appendix AF) And this is where you see what parts of the PWS apply – whether almost all for a full Fuels Mgmt Service location to just some for a bulk storage location This is where base specific requirements are identified.

I want to highlight a few of the items in the base section.

First, we’ve provided normal hours of operation, but realize this is not a limitation and fuels requirements have to be met even if outside those hours.

The workload information provided gives you a good snapshot of the base’s activity, but again, it is just a snapshot in time and not a guarantee that this will be what you face.

So you will have to determine whether you think you’ll need some overtime or augmentation to cover those variabilities and include that in your proposal One requirement which is new to these AF contracts is the requirement for Contractor furnished refueling units and related support. It is vital that you identify your plan in your proposal and include those costs.

PROPOSAL SUBMISSION

Your product, but recommend:

Basic section

Organizing to match PWS sectionsHelps ensure
Breakdown key generic taskseverything is covered

Use written word, sample checklists, extracts from developed plans, etc Demonstrate understanding of tasks and how to accomplish tasks Referring to a directive doesn’t show understanding—what does it mean in actual performance?

Once this part is Acceptable, won’t need to change this part for future submissions

Base specific appendix Don’t waste pages repeating what is in basic PWS part Cover base unique aspects—hours, tasks (mode of receipt, etc) Cover Contractor furnished refueler plan Staffing – matrix, coverage, positions, etc Only part which needs changing for future submission

Check M-clause for “must” include language Leaving those unaddressed = Unacceptable

An example Basic section – under Operations, talk about each of the various modes of receipt such as PL, TT, TC, Barge Base specific – under Operations just say what mode of receipt is used here as long as it was discussed in Basic section (and don’t talk about modes in this section which aren’t used at this base) And focus on any unique aspects (such as system offloading limitations, escort requirements, etc)

Proposals

And just like we’ve developed the PWS and Appendix M, we suggest you develop your proposal similarly There are many benefits to doing this.

It helps you ensure you don’t miss anything major which would make your proposal Unacceptable.

The M clause gives the contracting guidance for what you have to include. You’ll see it mirrors the major section of the PWS, and between the two give a good guidance for what you need to cover.

Remember, you need to show how you know what you’re doing, and merely repeating the PWS or listing a reference doesn’t do that. So be sure and provide enough details.

But the way we structure things, if you structure yours this way and get it good-to-go, you shouldn’t have to change it for future solicitations.

All you need to change at that point is the base specific response section for the next solicitation.

Proposal - PWS and Appendix M (example-not directive or all inclusive) Basic Proposal - PWS Staffing How you calculate Plan for contingencies Operations Demonstrate understanding Maintenance Operator, System, Other Safety Hazards/Confined space safety Security FPCONS, emergency essential Environmental EPA, OPA 90, etc Training Contractor, AF, AFRES/ANG Furnished Items Handling IE and CFE Generally provided items Other Performance Items Mgmt “Cats and Dogs” Base Specific Appendix - Appendix M Staffing Matrix showing coverage FTEs Operations Base specific tasks Maintenance Base specific tasks Safety # Confined spaces, PPE, etc Security VGSA, escorting, etc Environmental Base SPCC tie in Training Recurring base requirements Furnished Items Specific CFE provided (not all inclusive) – detail refueler plan Other Performance Items Base specific meetings/tasks

Here is some side by side examples which might help show how each section might be different.

Ultimately you’ll have to decide what goes in your proposal. But the goal of course is to turn in an Acceptable technical proposal which demonstrates your understanding of and ability to perform the PWS responsibilities

Hopefully this will be helpful to you in preparing your proposals.

If you have questions regarding this or anything from the preproposal conference/site visit and would like an “official answer”, please submit those in writing to the Contracting Specialist.

If you have any questions for which I can provide “unofficial” clarification now, feel free to ask.

Thanks. I’ll turn it back over to the Contracting Specialist.
