Attachment A Amendment 0002
SPE603-21-R-0511 RFP/Sate of North Carolina This amendment is hereby issued to:
A. Answer the following questions received in response to the solicitation as follows:
1. Allowed Throughput - what exactly does this mean? Allowed throughput is 1,600,000 barrels total for each year, which is total barrels received and shipped divided by 2. Not sure if this means that total throughput each year is 3,200,000 and anything over that is excess?
DLA Energy Response: No, 1,600,000 barrels is the Allowed Throughput, in accordance with section 1.6 of the Performance Work Statement (PWS). Anything above 1,600,000 barrels is consider excess. “Allowed throughput is defined and calculated by adding the total number of barrels for all product types received and shipped in a twelve consecutive month period, divided by two, starting when inspection and acceptance takes place after receipt of initial fill and resetting on the anniversary date each following year. Allowed throughput does not include initial fill or final shipment.
2. CLINs – prices for all storage and ancillary services included. Does this mean that the contractor would not invoice the DLA ancillaries (additive injection, OT, excess throughput, etc.) and the rate/price we propose must be inclusive of everything?
DLA Energy Response: Yes, that is correct all cost associated with this solicitation are firm-fixed price and shall be included in the offerors final price. In accordance with section 5 of the PWS Contract Line Items (CLINs): Prices for all storage and ancillary services included in this PWS should be included in the monthly price for CLIN 0001 and Option CLIN 0002.
