Tank trucks with aluminum or stainless steel cargo tanks are the preferred means of conveyance to Afghanistan locations.
However, trucks made of mild steel are allowed as follows: Uncoated - must remain in continuous "single product" service;
Epoxy Coated - may be used for multiple product service. The SPIC will verify that all trucks, no matter what material they are made of (aluminum, stainless steel, Epoxy-coated mild steel, etc.) must be cleaned/conditioned in accordance with the Supply/Transportation quality assurance provisions prior to change of service to another type product. Tank trucks to be used for carrying jet fuel, may not contain yellow metals (such as copper, bronze, etc.) or zinc alloys. The SPIC shall verify that all tank trucks have double sealing bolts or nuts in place on the valves, gauging hatches, and dome covers. The dome covers and bolts have to be welded to the tanks and not fiber glassed or glued. All dome and tank outlets of tank trucks are sealed immediately after loading and a record made of the seal number in the inspectors logbook and required forms as established by DLA Energy. These numbers are also to be recorded on the DD Form 250s and DD Form 1348-7s. The SPIC shall verify that all seals are tight enough to not allow any valve or fitting to twist off or allow for entry of foreign products into the fuel. The SPIC shall verify that the interior of all tanks and the gauging tubes do not contain false tubes in the trucks or false compartments. The SPIC shall verify that all manhole seals do not contain cracks and possibility of leaks before and after loading. Verify electrical bonding is accomplished during loading. Record all trucks that have been inspected, accepted and/or rejected and document reason for each one rejected.
C-3.1.2 Issue/Load Quantity: Bulk and direct delivery contracts for Afghanistan are FOB Destination. Truck quantity shall be determined at the destination custody transfer point by meters or in accordance with contract quantity determination provisions. The quantity loaded at the source should also be determined by meter and should be mechanically imprinted on

Due to the extreme distances and time it takes for suppliers to deliver petroleum products from their sources/refineries to their intermediate storage locations within Afghanistan, these intermediate storage locations will be considered the “source” and all sampling, testing and retain requirements will be conducted as such. Each time product is received into the source tank(s) offered for sale to the U.S. Government, the SPIC shall witness an Upper, Middle, and Lower composite sample from the appropriate source tank(s). The SPIC will receive, in the month prior, a task order from the contracting officer stating the requirement(s) for procurement/acceptance testing witnessing for the upcoming month. The task order shall state the estimated number of new tasks for that month and the days in which they will be conducted. Upon receipt of the task orders, the SPIC will provide verification that the task order was received. The SPIC will commence work in accordance with that task order and within the date(s) provided in that task order. When product has been received into the source tank(s) or when the Middle East Quality Office notifies the SPIC that a batch is ready, quality validation can commence a full specification “A” series test, in accordance with this PWS provision. An “A” test certificate, for each arriving batch from the supplier’s refinery, shall accompany the batch. These certificates will be used by the SPIC to verify that the product being batched/blended/received from the refineries is within the specifications of that product’s standard. Product in the source tank must meet or exceed the specification of the requirement as stated in the C quality assurance provisions of the supply contract. All acceptance testing will be completed and quality certificates issued to the DLA Energy Middle East office prior to any product being loaded onto tank trucks or issued through the pipeline destined for any Forward Operating Base, DFSP and/or Bagram Air Base. Samples will be taken in clean, clear glass jars or bottles, epoxy coated cans or acceptable sample containers per ASTM D 4057, API and/or International Civil Aviation Organization requirements.
