1. Question: Should this read “The Past Performance Proposal shall include and address the following in separate sections”?

2. Question: Please confirm that as a small business we are required to submit a socioeconomic commitment plan, but we are not required to submit a Small Business Subcontracting Plan.

a) Page 174 of the solicitation:

b. Section II –SOCIOECONOMIC/SUBCONTRACTING PROPOSAL Offers submitted by Small Businesses need to describe the extent of any planned subcontracting in their proposal, however the DLA Energy Form 19.3 – Small Business Subcontracting Plan is not required.

b) And on Page 179 of the solicitation:

L-0003 L7 SOCIOECONOMIC PROPOSAL(DLA ENERGY MAR 2007)

(a) Offerors shall submit a plan that demonstrates their commitment to providing subcontracting opportunities to small businesses and Historically Black Colleges/Universities and Minority Institutions (HBCUs/MIs).

All offerors regardless of business size are required to provide socioeconomic commitment. Small businesses will be credited for the dollar value/percentage of the work they perform as if the work were subcontracted to a small business concern. Work performed by a small business in-house shall be identified in the socioeconomic plan.

Answer: All offerors regardless of business size are required to provide socioeconomic commitment as stated in ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (AUG 2018) and provision L-0003 L7 SOCIOECONOMIC PROPOSAL (DLA ENERGY MAR 2007) of the solicitation. Small Businesses are not required to submit the form, DLA Energy Form 19.3-Small Business Subcontracting Plan.

3. Question: Will the performance of both the prime and teaming partner be evaluated?

If so, should the prime and teaming partner both submit three past performance questionnaires or three total.

Page 183 of the solicitation:

Evaluation for Joint Ventures and Teaming Arrangements will be performed by evaluating the performance of each partner in accordance with the procedures outlined for Factor 2. The ratings for each partner will be combined and the Joint Venture or Teaming Arrangement will receive one rating.

Answer: Yes. ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (AUG 2018) provides instructions in a. Section I – PAST PERFORMANCE: If submitting as a Joint Venture, each participant in the Joint Venture shall provide Past Performance documentation in accordance with the above instructions in a. Section I – Past Performance i.

a. Section I – PAST PERFORMANCE

The offeror shall demonstrate that their firm has performed projects and/or tasks of similar scope and complexity. The Offeror shall at a minimum provide:

i. A list of three (3) contract numbers for contracts that the Offeror has held in the past 3 years, in which the services of similar scope and complexity were performed. A minimum of three (3) referenced contracts with a point of contact information (i.e. phone number and e-mail address) shall be included.

4. Question: Given that the month of November has two holidays (Veteran’s Day and Thanksgiving) please consider extending the proposal due date to December 5, 2018.

Answer: Offers must be received by November 26, 2018, by 1:00 p.m. Fort Belvoir, VA time.

5. Question: May we use a 10 point font for graphics?

Answer: Yes, within the graphics only.

6. Question: Related to the RFP Pricing. Is the offeror able to propose an alternate compliance strategy to fully meet all required regulatory and DOD training requirements without having to conduct on-site training and exercises at each of the 121 locations requiring Year 1 and Year 2 exercises?

Answer:

a) Solicitation, Section L, ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS –

COMMERCIAL ITEMS (AUG 2018), Volume I – TECHNICAL/MANAGEMENT PROPOSAL, paragraph b, i., provides instructions for proposals taking exceptions to the Performance Work Statement.

b) Solicitation, Section L, ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (AUG 2018), Volume II – PRICE PROPOSAL, a. Section I – OFFEROR SUBMISSION PACKAGE, paragraph iii, provides further instructions regarding exceptions to the Terms and Conditions of the Solicitation.

c) Please also see Section M, Provision M-0001 M72 EVALUATION OF OFFERS

(EXCEPTIONS/DEVIATIONS) (DLA ENERGY APR 1997)

d) As stated in the Performance Work Statement (PWS) paragraph C-1.2 Objectives; “The goal is to engage all of the stakeholders identified in the installation’s site-specific spill plan.” In order to meet that goal we are expecting proposals to demonstrate the ability to conduct on-site exercises at each of the 121 locations.

7. Question: Are the OSRO CLINs to include the cost of mobilizing the OSRO to the site for spill response training activities?

Answer: OSRO CLINs are to include all costs associated with OSRO support. Offerors are responsible to conduct sufficient market research to determine their costs for OSRO support and submit a firm-fixed-price accordingly in the proposal.

8. Question: If answer to questions above is yes, will DLA provide a list of current OSRO contractors for each facility? These contractors are generally engaged by the activity and without a contractual relationship non incumbent bidders will not have access to that information.

Answer: DLA will not provide a list of OSRO contractors. The PWS (Appendix E- Workload Data) and the Price Proposal Worksheet (PPW) list installations currently expected to require Year 3 OPA 90 exercises for each year throughout the contract period of performance. Offerors are expected to conduct market research to obtain data needed to formulate proposals.

9. Question: If the contractor is to estimate the cost of mobilizing the OSRO, will DLA provide the locations and number of times the OSRO has been utilized for on site training during the last contract period?

Answer: Data for OSRO participation under the current contract may not be a reliable indicator of expected future OSRO participation and could be misleading. Therefore, DLA will not be providing that data.

10. Question: Are resumes for Program Manager and Lead Trainers required in the technical proposal?

Answer:

a) Solicitation, Section L, ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS –

COMMERCIAL ITEMS (AUG 2018), Volume I – TECHNICAL/MANAGEMENT PROPOSAL, paragraph b, states: Please provide resumes for the Key Personnel.

b) Proposals must demonstrate the ability to provide Program Managers and Instructors that meet the requirements set forth in paragraphs C-5.5.2, C-5.5.3 and C-5.5.4 of the PWS.

11. Question: Please confirm that OCONUS exercises may be regionally/geographically grouped to minimize travel costs.

Answer: As stated in the PWS, both Travel (paragraph C-5.1.5) and Exercise Scheduling (paragraph C-5.3) are the responsibility of the Contractor. Paragraph C-5.1.5 states, “The contractor shall work with the identified installation stakeholders to resolve any issues or concerns with the scheduling of the events and encourage maximum participation.”

12. Question: If the OCONUS exercises may be regionally/geographically grouped, please indicate how many consecutive exercises can be expected on a single OCONUS trip?

Answer: As stated in the PWS, both Travel (paragraph C-5.1.5) and Exercise Scheduling (paragraph C-5.3) are the responsibility of the Contractor. The number of consecutive exercises that can be expected on a single trip depends on how the Contractor’s scheduling efforts are able to align with and meet the needs of the installations.

13. Question: Please confirm that CONUS exercises may be regionally/geographically grouped to minimize travel costs?

Answer: As stated in the PWS, both Travel (paragraph C-5.1.5) and Exercise Scheduling (paragraph C-5.3) are the responsibility of the Contractor. The number of consecutive exercises

14. Question: There are at least 9 exercises scheduled in Japan each year. Please indicate whether the government expects these exercises to occur in 9 different trips to Japan, or does the government expect several sites to be exercised on a single trip to allow for cost efficiency?

Answer: As stated in the PWS, both Travel (paragraph C-5.1.5) and Exercise Scheduling (paragraph C-5.3) are the responsibility of the Contractor. The number of consecutive exercises

15. Question: Does DLA have a draft schedule of when the 121 installation exercises are going to be conducted or is the schedule development entirely the responsibility of the contractor to coordinate with the installation POC?

Answer: As stated in the PWS (paragraph C-5.3), the schedule development is entirely the responsibility of the contractor to coordinate with the installation stakeholders.

16. Question: PWS, Appendix A, Section 1.4, page 16. This section states that each exercise attendance can be as high as 100 participants. Can the government provide data on the average number of participants in exercises under the previous contract?

Answer: Data for exercise participation under the current contract may not be a reliable indicator of expected future exercise participation and could be misleading. Therefore, DLA will not be providing that data.

17. Question: During the telephonic pre-proposal conference on November 2, 2018, it was stated that the training/exercise materials can be provided in any format, including hardcopy or electronic.

May we confirm that the materials can be provided 100% electronic for all exercises and that all participants will have the means to view the materials electronically during the training/exercise?

Answer: DLA will not confirm that all materials can be provided 100% electronic for all exercises and that all participants will have the means to view the materials electronically during the training/exercise. The PWS states in paragraph C-5.4.2.1 Course Materials “The contractor shall provide each attendee with a copy of the course materials.” In order to meet this requirement, the Contractor is expected to communicate with the installation stakeholders to determine what capabilities exist at that particular installation for delivering electronic course materials to all participants. If capability for electronic delivery does not exist for any participant, the Contractor is expected to provide printed materials to those who cannot receive it electronically.

18. Question: Please clarify the OSRO support requirements.

a. Please clarify what costs should be included in CLINs 0008, 0016, 0024, and 0032, OSRO Fees.

Answer: OSRO CLINs are to include all costs associated with OSRO support. Offerors are responsible to conduct sufficient market research to determine their costs for OSRO support and submit a firm-fixed-price accordingly in the proposal.

b. Please clarify whether the costs for OSRO support are reimbursable expenses, in addition to the CLINs 0008, 0016, 0024, and 0032, OSRO Fees?

Answer: As stated in the solicitation, this is a Firm Fixed-Price Requirements Contract. There is no provision for reimbursable expenses in this contract.

c. Are CLINs 0008, 0016, 0024, and 0032 intended to be the total expenses of OSRO support and the Contractor’s OSRO expenses or only the Contractor’s fee for subcontracting to the OSRO, with direct OSRO expenses being cost-reimbursable with the Task Order being modified accordingly

(PWS, C-5.2.2.2)?

Answer:

a) The Firm-Fixed-Price rates submitted in Attachment III – Price Proposal Workbook, will be incorporated into the resultant contract as firm-fixed prices for CLIN 0001 through CLIN 0032. This includes CLINs 0008, 0016, 0024, and 0032.

b) SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS, B-0001 B34.01 SERVICES TO BE FURNISHED AND PRICES (DLA ENERGY FEB 1991); CLINs 0008, 0016, 0024, and 0032 reflect

OSRO fees to allow for OSRO support in accordance with PWS requirements. Task Orders issued under these CLINs will be issued as needed in accordance with FAR 52.216-18, FAR 52.216-19, and FAR 52.216-21. The price for issued Task Orders is a Firm-Fixed-Price and will not be negotiable during the contract Period of Performance.

c) As stated in the solicitation, this is a Firm Fixed-Price Requirements Contract. There is no provision for reimbursable expenses in this contract. Offerors are responsible to conduct sufficient market research to determine their costs for OSRO support and submit a firm-fixed-price accordingly in the proposal.

19. Question: OSRO costs can vary significantly. Are task orders going to be modified based on the exact dollar amount incurred by the Contractor to secure OSRO support?

Answer:

a) The Firm-Fixed-Price rates submitted in Attachment III – Price Proposal Workbook, will be incorporated into the resultant contract as firm-fixed prices for CLIN 0001 through CLIN 0032. This includes CLINs 0008, 0016, 0024, and 0032.

b) SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS, B-0001 B34.01 SERVICES TO BE FURNISHED AND PRICES (DLA ENERGY FEB 1991); CLINs 0008, 0016, 0024, and 0032 reflect OSRO fees to allow for OSRO support in accordance with PWS requirements. Task Orders issued under these CLINs will be issued as needed in accordance with FAR 52.216-18, FAR 52.216-19, and FAR 52.216-21. 20. Question: For a small-business that is a Minority Business Enterprise, such as a Hispanic-American Owned Small Business, what is required for the socio-economic proposal?

Answer: Please see Section L, Provision L-0003 L7 SOCIOECONOMIC PROPOSAL (DLA ENERGY MAR 2007) of the solicitation provides detailed information.

21. Question: What is the maximum number of past performance references that may be submitted?

Answer: ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (AUG 2018), a. Section I – PAST PERFORMANCE, provides the minimum required references and what is required for each reference. A maximum number of references is not provided. In order to be acceptable, all references must be submitted in accordance with ADDENDUM TO 52.212-1 –

INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (AUG 2018).

22. Question: Will the government evaluate more than 3 past performance references?

Answer: In accordance with FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014), FACTOR 2 PAST PERFORMANCE, Past Performance will be rated as Acceptable or Unacceptable.

The Government will evaluate the offeror’s submitted past performance to include questionnaires from three (3) current or previous contracts for recency and relevancy based on how well the contractor performed on projects of similar dollar value, scope, and complexity.

23. Question: RFP, F-0001 F1.11, page 15: Is DIBBS registration required by all Offerors to submit their proposals for this opportunity?

Answer: No.

24. Question: RFP, C., D., and E., page 3. May we confirm that Offeror’s proposals shall be submitted in accordance with RFP C., D., and E. on page 3 only?

Answer: No, please read the entire RFP including all attachments and their appendices for proposal requirements.

25. Question: RFP, Section L, Volume I, b. ii., page 172: May we confirm that the only Key Personnel are the Program Manager and the deputy Program Manager?

Answer:

a) Section L, ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS

(AUG2018), Volume I – TECHNICAL/MANAGEMENT PROPOSAL, b. paragraph ii.: The Proposal shall demonstrate the offeror’s approach and ability to perform the tasks referenced in the Performance Work Statement. Therefore, the offeror determines the key personnel for their approach.

b) Please also see Section M, Technical/Management Evaluation Sub-Factor 5: Staffing; The proposal must provide a staffing approach that includes supervisory, instructor, and administrative personnel qualified to accomplish the requirements specified by this PWS.

The proposal must provide a staffing matrix identifying manning by positions to perform all required tasks. These personnel must possess the skills, abilities, and exercise experience to satisfactorily perform the required services.

26. Question: RFP, Section L, Volume I, Sub-Factor 3 Exercise Scheduling, page 172: The RFP states “Schedule approach should consider back-to-back scheduling of installations in close geographical proximity, especially OCONUS installations.”. We intend to build pricing using this approach.

Because our offer will be a Firm Fixed Price, is there opportunity to modify resultant Task Orders if the activities cannot be delivered using this approach, which will likely result in increased expenses?

Answer:

a) SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS, B-0001 B34.01 SERVICES TO BE

FURNISHED AND PRICES (DLA ENERGY FEB 1991); The Firm-Fixed-Price rates submitted in Attachment III – Price Proposal Workbook, will be incorporated into the resultant contract as firm-fixed prices for CLIN 0001 through CLIN 0032.

b) SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS, B-0001 B34.01 SERVICES TO BE FURNISHED AND PRICES (DLA ENERGY FEB 1991), pages 10 and 11; Task Orders issued under these CLINs will be issued as needed in accordance with FAR 52.216-18, FAR 52.216- 19, and FAR 52.216-21. The price for issued Task Orders is a Firm-Fixed-Price and will not be negotiable during the contract Period of Performance.

27. Question: RFP, Section L, Volume III, a. iv., page 174: May we confirm that the Offeror will submit the Past Performance Questionnaire to their clients for completion and that the client should submit the completed Past Performance Questionnaire directly to the Government by the closing date of this solicitation?

Answer: Yes. Section L, Volume III, a. Section I – PAST PERFORMANCE paragraph iv., further states: Attachment IV – Past Performance Questionnaires must be provided directly from the Client to the Government and sent to ursula.waibel@dla.mil. Any deviation from the solicitation document Attachment IV – Past Performance Questionnaire will be considered inadmissible.

Further, the deviation will be considered as a failure to submit documentation in accordance to the solicitation and the offeror will not be considered for award.

28. Question: Pursuant to PWS Section 6.0 Contract Deliverables, C-6.2, Representative Samples of Instruction, a representative sample of the instruction is required to be submitted within ten (10) working days of the award of the contract.

a) Will, there be an Intent to Award issued prior to the contract awarding, so this can be prepared?

Answer: The awardee will be notified the day of contract award.

b) And will a representative sample of the FRP, SPRP, and SPCC plans be provided for the preparation?

Answer: Representative samples of plans will not be provided by DLA. Upon contract award, the Contractor may contact installations to request copies of response plans to be used for this purpose. Please see PWS sections C-5.1.1 and C-5.4.2.1.
