SPE60224R0707 Amendment 0001

1. How will the DLA manage the multiple year extensions? Is each year based upon mutual agreement of both parties and at DLA sole discretion? How will the price be negotiated for each year?

Answer: Offeror should include proposed prices for the entire period of performance, including option periods, within their offer. See FAR 52.217-9 in the RFP. Prices are set at award and will not be negotiated at each option year.

2. What is the process to change supply terminals based on SAF availability?

Answer: SAF must come from one of an awarded shipping point(s) to ensure compliance with specifications. Shipping points will need to undergo a quality pre-award survey for technical compliance prior to award. New shipping points added after award would also need to be surveyed. If the DLA Energy Contracting Officer approved the use of a new supply terminal, then a contract modification would need to be completed prior to use.

3. What are the options to adjust pricing for supplier or carrier increases or changes over the initial term and subsequent terms?

Answer: See B19.33 in the RFP.

4. What is the call out times for deliveries, would we receive 7-day notice or 30-day notice?

Answer: See Section F1.01-5(b)(2) in the RFP, concerning truck, not tank car/box car.

5. Will the supplier receive a DD1155 for a 30-day period to provide the product or will it be weekly?

Answer: It is anticipated that product will be ordered on an average of twice per week.

6. Based on the total volume provided will this be divided by 12 months or is there any seasonality that requires additional product volume? If so, will the increase\decrease be disclosed 30, 60 or 90 days in advance?

Answer: Seasonal effects on the requirement are unknown as this is a new requirement.

7. Will the location provide a monthly rolling forecast 30 days in advance for the following month?

Answer: No.

8. The solicitation states “Access procedures and clearance processing times may vary greatly depending on the delivery location. Any questions regarding delivery location access procedures and processing times should be directed to the specific delivery location. “

How do we contact the location? Can we get the name and contact information?

Answer: Point of contact for delivery location clearances would not be provided until after contract award is made.

10. Is a pump required for the delivery?

11. Are any special offloading fittings required for delivery to site?

Answer: The site has a standard tank truck offloading head.

12. Please Clarify the following:

“19. Offeror shall review the following USCG website. The offeror must include the total gallon price in the submitted offer in order for the USCG to finalize payment structure in accordance with the website instructions: https://www.dcms.uscg.mil/Our-

Organization/Assistant-Commandant-for-Engineering-Logistics-CG-4-/Program-Offices/Energy-

Management. Office of Energy Management (CG-46) (uscg.mil)on 3rd paragraph on Sustainable

Aviation Fuel on USCG.mil

The total payment to a supplier will therefore be the sum of two payments:

1. A payment to the supplier for the current commodity contract price.

2. A payment to the supplier, only upon receipt of the quantity of delivered blend, identification of the U.S. produced feedstock from which the sustainable component was produced, and the blend rate, in the amount equal to the successful bidder’s total gallon price, minus payment 1 above.”

Is the DLA asking for 2 separate prices for blended SAF?

Answer: Yes, two separate prices are required.

DLA Energy requires the price of JAA per the RFP requirements. The payments reflect the pricing structure, whereas the JAA price will be paid by the DLA Energy contract (i.e., payment number 1 above).

The U.S. Coast Guard requires the total price per gallon of the SAF/final Jet A blend (which includes the DLA price of JAA) and is requested in question 6 of the Offer Submission Package.

The total gallon price of the SAF/final Jet A blend is necessary to determine payment number 2 provided by the U.S. Coast Guard (i.e., total gallon price minus payment 1 = payment 2).

13. Is there an incumbent for this project and if so, can you provide any details on the previous contract.

14. Who is the current contractor?

Answer: N/A.

15. Can this Solicitation be Set-Aside for SDVSB’S ?

Answer: No, a small business set-aside will not be utilized for this procurement, but small businesses are encouraged to participate.

16. If there are any locations that require SAF in the future will those be amended into the 2.99L

SAF Purchase Program?

Answer: No additional delivery locations will be added to this solicitation.

17. Will you be taking lead on all the SAF solicitations that come from the DLA?

Answer: No. Each procurement will identify POCs within specific requirements.
