About this file
This document is an amendment to solicitation SPE60222R0702 for the annual bulk fuel procurement for the Rocky Mountain/West Coast/Offshore region. The solicitation requires aviation fuels including JP5, JAA, and JA1 as well as naval distillate F76, with estimated total quantities of over 800 million gallons. Delivery will be by tanker, barge, truck, and pipeline on an FOB origin and destination basis depending on location. The response deadline is February 1, 2022, with a one year period of performance from date of award through September 2023. Approximately 19% of fuel quantities are set aside for small businesses. 2. The following solicitation questions were submitted to DLA Energy from vendors. The questions have been answered as follows:
Question 1: If we wanted to bid this basis a tier price based on volume, is this possible and how would I do that in OET system?
DLA Energy Response: For a vendor to enter tiered pricing, they would have to simply submit multiple bid lines for the same shipping point/product/mode with different prices and min/max quantities.
Question 2: In support of (4 of the 9) AK opportunities the delivery mode requested is truck or truck/pipe. Can you please share the number of tanks and their sizes at those locations? Any other details like duration and frequency of delivery would be helpful as well. The pipe and barge locations are self-explanatory based on the notes in the solicitations.
