About this file

The attached document contains Statements of Objectives (SOOs) for Aviator's Breathing Oxygen (ABO) delivery to three military locations in the Middle East region: Camp Lemonnier in Djibouti, Ali Al Salem Air Base in Kuwait, and Al Udeid Air Base in Qatar. The SOOs, dated 15 APR 25, outline detailed requirements for the Defense Logistics Agency Energy (DLA Energy) to procure ABO, and in the Qatar location, Liquid Nitrogen (LN2) as well. Each location has specific delivery parameters, including delivery windows (7-30 days depending on location), periodic inspection requirements (every 60 calendar days), and specific tank specifications for product storage.

Key technical requirements include that the ABO must meet Type II specifications of MIL-PRF-27210J and be delivered into government-owned or contractor-provided tanks with capacities ranging from 3,000 to 6,000 gallons. Contractors must provide Certificates of Analysis for each delivery, install and maintain storage tanks within 30 days of contract start, and follow strict security protocols unique to each location. The delivery locations require specific badging, escort procedures, and have defined delivery hours. The method of measurement will be by truck-mounted calibrated flow meter, with quality inspection performed at origin and quantity acceptance determined at the destination.
