About this file

This file contains three Statements of Objectives (SOOs) for the delivery of Aviator's Breathing Oxygen (ABO) and Liquid Nitrogen (LN2) to military installations in Djibouti, Kuwait, and Qatar. The SOOs outline requirements for DLA Energy's procurement of these products at Camp Lemonnier Djibouti (5,000-6,000 gallon contractor-provided tank), Ali Al Salem AB Kuwait (one 5,000 gallon and one 3,000 gallon contractor-provided tanks), and Al Udeid AB Qatar (three 6,000 gallon government-owned ABO tanks and two 2,000 gallon government-owned LN2 tanks).

The requirements include product specifications (MIL-PRF-27210J for ABO and A-A-59503D for LN2), delivery timeframes (ranging from 3-30 days depending on location and emergency status), and specific tank installation/maintenance responsibilities. Contractors must provide Certificates of Analysis with each delivery, coordinate tank installations within 30 days of contract start, and handle emergency repairs within 24 hours when needed. The SOOs also detail measurement methods, inspection requirements, and location-specific security protocols for delivery personnel. Service requirements include hot fills, evacuation and purge services, and over-pressure protection compliance.
