The Contractor shall provide all product, supplies, management, tools, equipment and labor necessary for delivery of gaseous helium f.o.b. origin into Government-provided compressed gas tube-bank trailers and International Organization for Standardization (ISO) tube module containers.

2. PRODUCT SPECIFICATION AND SAMPLING REQUIREMENTS:

2.1. Gaseous helium shall conform to the requirements of Type I, Grade A of specification MIL-PRF-27407D, dated 01 August 2014, Propellant Pressurizing Agent Helium or Type I, Grade N of specification CGA G-9.1-2014, Commodity Specification for Helium as specified on the Delivery Order. Gaseous Helium product testing for Hydrogen and Neon as called out in the MIL-PRF-27407D are hereby waived except for the fill points supporting customers located in the Chatsworth, CA, Jupiter, FL, and Sacramento, CA areas. Hydrogen and Neon tests are required by some customers at these locations.

2.2. For the MIL-PRF-27407D helium, gas containers interconnected by a single manifold that equalizes the pressure across all the containers is considered a lot and shall be sampled and analyzed. For the CGA G-9.1-2014 helium, all of the helium supplied in one shipping container is defined as a lot and shall be sampled and analyzed accordingly. The samples shall be taken from the manifold sampling point on the tube bank trailers and/or ISO tube module containers.

Sampling shall be accomplished by one of the methods indicated in the MIL-PRF-27407D. The sampling port on the manifold shall be clean and free of contaminants.

2.3. One copy of a Certificate of Analysis (COA) for each sample required by the specification shall be attached to the container inside the rear cabinet and shall also be submitted as an attachment to the applicable Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) document (formerly Wide Area Workflow-WAWF).

3. PRODUCT ORDERING: The DLA Energy Contracting Officer (CO) shall issue a Delivery Order (DO), DD Form 1155, for each required delivery. The Contractor will also be provided specific routing instructions containing shipment details to include the trailer #, load date, delivery date and other pertinent information.

4. QUANTITY DETERMINATION:

4.1. Quantity determination shall be performed at origin in accordance with the F1.36 clause, DETERMINATION OF QUANTITY.

4.2. One copy of the Quantity Load Sheet (see attached), or equivalent shall be attached to the container inside the rear cabinet and shall be submitted as an attachment to the applicable iRAPT document.

5. PRODUCT DELIVERY:

5.1. Compressed helium gas tube-bank trailer(s)/ISO tube module container(s) shall normally be filled to capacity. However, on occasion, the Contractor may be requested to fill only a portion of the container capacity.

5.2. For routine delivery, the Contractor shall have compressed helium gas tube-bank trailer(s) and/or ISO tube module(s) filled and ready for shipment within 3 days of the DO issued by the CO, unless a longer period is specified on the order.

5.3. If an expedited delivery is required, the Contractor shall utilize “commercially reasonable efforts” to have compressed helium gas tube-bank trailer(s) and/or ISO tube module container(s) filled and ready for shipment within 48 hours of receipt of the DO issued by the CO. If the Contractor cannot have compressed helium gas tube-bank trailer(s) and/or ISO tube module container(s) filled and ready for shipment via “commercially reasonable efforts,” they shall notify the CO within 4 hours of receipt of the DO, and DLA Energy may obtain helium from another supplier to meet the delivery requirement.

5.4. Delivery Hours: Routine deliveries will be scheduled for carrier pick-up during the Contractor’s normal business hours.

6. PRE- AND POST-LOAD REQUIREMENTS:

6.1. Upon trailer arrival, the Contractor representative at the fill plant(s) in conjunction with the carrier shall perform arrival inspection of transportation conveyances and certify the conveyance condition in accordance with the DD Form 626 (attached), Section II - Mechanical Inspection, part (2) Destination. The Contractor representative shall also complete the “Bulk Helium Conus Checklist” (attached). Any discrepancies shall be noted in the appropriate remarks sections.

6.2. A Contractor representative at the fill plant(s) shall sign and date the second page of the Government provided Commercial Bill of Lading (CBL) certifying the hazardous material shipment and shall provide the CBL and all shipping documentation to the carrier.

6.3. After filling and prior to sealing of the rear cabinet doors, Contractor shall verify all valves are in the closed position and leak-free, all fittings and brackets properly installed, outlets have dust covers properly installed, and rear cabinet is free of debris and clean.

6.4. A Contractor representative at the fill plant(s) in conjunction with the carrier shall perform a post-load inspection of transportation conveyances and certify that the conveyance passes all criteria in accordance with the DD Form 626 (attached), Section III. The Contractor representative shall also complete the “Bulk Helium Conus Checklist” (attached).

7. PRODUCT HEEL:

7.1. Upon trailer arrival, Contractor shall have capability to analyze for quality and determine the volume of remaining product “heel” in compressed gas tube-bank trailers or ISO tube module containers. The remaining product heel shall be analyzed for compliance in accordance with paragraph titled “PRODUCT SPECIFICATION AND SAMPLING REQUIREMENTS”.

Product heel, which conforms to the product specification requirements, shall be retained within the compressed gas tube-bank trailer or ISO tube module for refilling and reported as a credit in the attachment titled “Defense Logistics Agency (DLA) Weekly Trailer Inventory Report”.

After refilling, the heel shall be identified on the applicable DD Form 250 or commercial shipping document. Should the product heel fail the analysis, Contractor shall contact the DLA Energy CO immediately for further guidance.

7.2. When a DLA owned or leased compressed gas tube-bank trailer or ISO tube module container must be emptied (blown down) for reasons such as re-certification, turn-in, or repair, Contractor shall be required to analyze the heel for quality in accordance with paragraph titled “PRODUCT SPECIFICATION AND SAMPLING REQUIREMENTS”. If the product meets specification, the Contractor shall withdraw as much helium from the compressed gas tube-bank trailer or ISO tube module container as possible and provide credit to DLA Energy on a credit memo for the amount of product removed. A copy of the credit memo shall be emailed to the DLA Energy Customer Account Specialist (CAS). Should the product heel fail the analysis, the Contractor shall contact the DLA Energy CO immediately for further guidance.
