Offeror Questions and Responses

1. Question: The solicitation defined 3 different contract periods. Typically DLA solicits for a single 5 year period followed by 6 one month options at the same price. Would you verify that you do want the 3 periods described as (see Section B):

1st period: 4 years

2nd period: 5 years

3rd period: 6 months

Response: Solicitation times are correct as identified with base period, option period, and extension periods.

2. Question: All past solicitations have included the additive injection requirement for the 3 additives, but this has historically then later been deleted. Would you confirm that you want an injection system priced out? If you do would you confirm if you need to be able to

(as described in the solicitation) inject on both the incoming and outgoing lines

Response 2: The injection of three additives is a requirement for the Port Mahon solicitation. Additives are only needed either at inbound or outbound, not both.

3. Question: Section C lists FSII, CI/LI, SDA and MDA as additives to be injected, with the statement on P.11 saying (5) METAL DEACTIVATOR (MDA). MDA shall not be used unless the supplier has obtained PRIOR written consent from the procuring activity. Please clarify what MDA. Concern has been mentioned that MDA and the addition of a third additive to be injected may change the size and type of equipment used for injecting.

Response 3: Section C – Description/Specifications/Performance Work Statement.

C16.08-1 Turbine Fuel, Aviation (Jet A/Jet A-1) (Bulk) (DLA Energy MAR 2014) identifies MDA however, states that this additive should not be used without consent.

Interested contractors should follow guidance provided in the PWS for identified additives for the requirement.
