NOTE: Unless otherwise indicated, each question is intended to request information for both locations.
1. Which is correct for the Technical Proposal Submission? Original and two copies or one hard copy and one PDF electronic copy?
ANSWER: One hard copy and one PDF reference: SPE600-17-R-0504 SF 1449 page 3 paragraph D
2. Section L.1.b states type font shall be 12 point Times New Roman in the Technical Proposal. Will the Government consider 8 point to 10 point font size for charts and tables?
ANSWER: Charts and tables may be 8 or 10 font as long as they are fully legible.
3. Based upon our attendance at the site visits for F.E. Warren AFM and Malmstrom AFB and our familiarity with the missions at both installations it would seem that PWS paragraph C-5.2.7 Cryogenics Maintenance would not apply. However, the footnotes in Appendix AF indicate cryogenics is a contractor responsibility. But, the installation specific information is either N/A (F.E. Warren) or missing (Malmstrom). Is cryogenics maintenance and operation a requirement of the contract at either location?
ANSWER: Cryogenics servicing and maintenance is not required at FE Warren AFB or Malmstrom AFB.
4. Ref. Instructions to Offerors, Volume 1, Technical Proposal: Does the government want offerors to address each of the sub-factors from an overall perspective in regards to providing the required services at both sites? Or does the government want offerors to also submit an appendix addressing specifics of each site separately? Please clarify.
ANSWER: It is the offerors responsibility to determine the substance and format of the technical proposal. It is encouraged for the offerors to follow the format of the PWS to address each major subsection/subfactor from a generic perspective applicable to fuels management operations with appendices identifying base specific details or deviations from the generic information.
5. Is the TM allowed to have additional duties?
ANSWER: IAW PWS Appendix D, the TM “cannot be a collateral duty job, but this does not prevent the TS/TM from infrequent performance of routine PWS tasks to maintain proficiency, build teamwork, and augment during peak or elevated workload so long as TS/TM duties, segregation of duties, and overall performance management is not affected.”
6. Can duties of the Accountant, FDSO, Dispatcher and Lab guy be collateral duties?
ANSWER: IAW PWS Appendix D, the accountant “cannot be a collateral duty job, but this does not prevent the Accountant from infrequent performance of routine PWS tasks (such as a FDSO or Dispatcher) to maintain proficiency, build teamwork, and augment during peak or elevated workload so long as specific accounting duties and segregation of duties are not affected.” IAW PWS Appendix D, the laboratory technician “cannot be a collateral duty job, but this does not prevent the Laboratory technician from infrequent performance of routine PWS tasks (such as a FDSO or Refueling Unit Operator) to maintain proficiency, build teamwork, and augment during peak or elevated workload so long as specific quality surveillance and control sampling and testing duties are not affected.”
7. Will a waiver or exemption be given for DLA P-10?
ANSWER: No waiver or exemption is anticipated.
8. Does the Government perform PM actions at both locations, leaving the Contractor responsible for Operator Maintenance of monthly and below?
ANSWER: IAW PWS para C-5.3.2 and Appendix AF, I, Preventive Maintenance at both locations is the responsibility of the government. The offeror is responsible for compliance with maintenance tasks as indicated in PWS para C-5.3 and para C-5.3.6, as para C-5.3 7 Cryogenics Maintenance is not required.
9. At both locations, the current contractor is working on average 4 nights a week after the published duty hours to continue to catch helicopters, many times for 2-3 hour after the shift. What are the additional overtime hours the incumbent incurred for the last year to catch aircraft that have arrived after hours?
ANSWER: N/A due to increase in duty hours per Question 10.
10. The existing PWS hours at both locations are inconsistent with the current and future workload. Would the Government consider adjusting the hours for the contractor to and addition 2-3 hours after the current published times, so that that PWS more accurately reflects the work load that is actually being experienced at the site?
ANSWER: Normal Operations/Distribution Hours at FE Warren AFB and Malmstrom AFB in Appendix AF will be increased to reflect 0200 end of day.
11. C-5.2.1 states the FSC will be staffed on all shifts, however, APPENDIX AF has that the FSC will only be manned from 0700 to 1600 which requirement will be required?
ANSWER: See Question 10 for revised hours. PWS para C-5.2.1 requires the FSC to be “staffed sufficiently on all shifts…” However, as the requirements for after FSC normal hours are small, the FSC tasks for those hours generally can be met by on-shift Operations/Distribution personnel through maintaining communication with the customer.
12. C-5.2.5.1 requires the contractor to provide and maintain manual gauging equipment/supplies (Tape & Bobs', fuel & water finding paste) How many tapes and bobs', and fuel and water finding paste are consumed & or replaced annually?
ANSWER: Quantities and durations are estimates only: Tape and bobs are not consumable and are used until damaged and no longer able to be re-certified. One container of water and fuel finding paste has been used per year.
13. C-5.2.6 states the contractor will provide at their expense all necessary laboratory supplies and replacement equipment. Does this require replacement items such as CU meters, Inline Samplers, etc or equipment like Glassware and consumable supplies like either, cans, alcohol, and filters?
ANSWER: The contractor is required to provide any and all items necessary to perform applicable sampling and testing responsibilities unless indicated as GFE in Appendix AF.
14. C-5.3 the contractor shall provide parts, supplies, and materials needed to perform maintenance. What is meant or implied as required items to meet this requirement?
ANSWER: The contractor is required to provide any and all items necessary to perform applicable maintenance responsibilities unless indicated as GFE in Appendix AF.
However, keep in mind at these locations, IAW Appendix AF and C-5.3.2, Preventive Maintenance is the responsibility of the government.
15. Assistant Terminal Superintendent/Manager (ATS/ATM) (3) this may be a collateral duty job except for the Accountant position. Will a waiver or exemption be authorized?
ANSWER: No. Due to segregation of duty concerns, the TM/ATM cannot perform the accountant role.
16. As the contractor will be required to purchase the fuel for all Contractor supplied vehicles as well as the refueling units. Is DLA going to assign the Contractor a T
DODAAC?
ANSWER: Upon award, the contractor will need to apply for the proper DoDAAC to enable purchase of DWCF fuel.
17. At Malmstrom it was stated that the contractor would be responsible to provide office furniture as part of the contract cost.
a. Of the existing office furniture in the building, what will be left for contract turnover as Government Provided?
ANSWER: No office furniture will remain unless listed in Appendix AF.
b. Will the contractor be required to provide the furniture at F.E. Warren as well?
ANSWER: No office furniture will remain unless listed in Appendix AF.
18. At this time the current contractor is using Government provided lab consumables (i.e. ether) to perform testing of DLA fuel at the missile sites. In this PWS, the contractor is required to provide all lab consumables. Will DLA reimburse the contractor if our consumable supplies that we use in testing fuel samples from the missile sites?
ANSWER: No. Testing fuel samples is a PWS requirement, so consumable supplies used for this task are the contractor’s responsibility.
19. Reference RFP, Section L - Instructions To Offers 3.iv Past Performance Questionnaire: As there are several Fuels Management Services contracts currently being procured by DLA-E, will it be acceptable to the Government to use questionnaires that DLA-E has already received for other recent proposals? This will cut down the amount of paperwork that customers will be required to complete.
ANSWER: Yes, to the extent the questionnaires comply with the requirements of the solicitation regarding past performance
20. Reference RFP, Section L – Instructions To Offers, Proposal Organization, 1.ii, and Appendix D: The paragraph in Section L states that resumes for Key personnel are required to be submitted with the proposal, however Appendix D states that they are to be submitted after contract award. Please clarify.

ANSWER: A separate on-site Terminal Manager (TM) is required at FE Warren AFB and at Malmstrom AFB.
22. Reference PWS Appendix AF, FE Warren AFB: The appendix lists the FSC hours of operation from 0700-1800 M-F. Please confirm that Offerors are required to have someone present during all hours of operation in the FSC to be considered compliant with PWS requirements.
ANSWER: The FSC hours of operation are 0700-0200; yes, someone must be present during all hours of operation
23. Reference PWS Appendix AF, FE Warren AFB: The appendix lists the service hours for all functions as 0700-1800 M-F. Is this service hours window the same as what is currently in place at FE Warren?
ANSWER: The FSC hours of operation are 0700-0200; yes someone must be present during all hours of operation.
24. Reference PWS Appendix AF, FE Warren AFB and OSP: The third paragraph of the base specific requirements states that requests for overtime are to be coordinated with the COR or Contracting Officer. Please confirm requests outside normal duty hours are considered as reimbursable as there are no provisions in the OSP for OT reimbursement.
ANSWER: Overtime is a contractor responsibility and not reimbursable. Offerors should factor in any requirements for staffing support outside normal duty hours in their firm fixed price offer
25. Reference PWS Appendix AF, FE Warren AFB: The fifth paragraph references a NAC as the requirement for access to MAF restricted areas. This is in conflict with the last sentence of the Appendix which references a requirement of a current security clearance. Please clarify.
ANSWER: Secret security clearance is needed along with NAC for access to MAF restricted areas.
26. Reference PWS Appendix AF, FE Warren AFB: The appendix states that tank truck receipts require Contractor escort. What is the distance from the entry gate to the tank farm?
ANSWER: Approximately 2 miles.
27. Reference PWS Appendix AF, Malmstrom AFB: The appendix lists the FSC hours of operation from 0700-1600 M-F. Please confirm that Offerors are required to have someone present during all hours of operation in the FSC to be considered compliant with PWS requirements during this period.
ANSWER: The FSC hours of operation are 0700-0200; yes, someone must be present during all hours of operation.
28. Reference PWS Appendix AF, Malmstrom AFB: The appendix, for all functions, has weekends, holidays, and after hours left blank. Please clarify if there are any response requirements beyond the normal duty windows defined.
ANSWER: See Question 10 and 11. For both locations, IAW PWS para C-5.1, “If requirements necessitate Contractor personnel return to conduct operations outside normal hours, the Contractor shall respond and provide required support within 1 hour of notification. The Contractor shall maintain a recall roster of personnel and will provide standby personnel contact information to applicable base points of contact for potential after hours or emergency support.” IAW Appendix AF, “Fuels Operations and FSC shall operate during these observed holidays unless authorized to close by the Wing Commander or designee. 61. Appendix A to the CBA lists and employee classification for the Fuels Manager.
Normally, management personnel are classified as “exempt” employees under the terms of the Fair Labor Standards Act (FLSA) and it would appear to be a conflict of interest between the Company and the Union for the manager to be a member of the Union.
Please clarify if the incumbent Fuels Manager is in fact a member of the Union and is classified as a “non-exempt” employee as defined by the FLSA.
ANSWER:
Based on available information, the current Fuels Manager is understood to be a member of the union.
The Government has no response on exempt and non-exempt employees under the
FLSA.
62. The CBA contains a Supplemental Agreement which sets forth wage and fringe benefits which take effect October 1, 2017. Please confirm if these are the rates we should use for pricing our proposal.
ANSWER: The rates currently effective under the predecessor contract are the rates effective October 1, 2016. ANSWER: None. However, WYANG fuels lab is equipped with the above mention, except crash kit. Contractor is responsible for providing that kit.
67. Addendum A to the CBA provides wage and fringe benefit rates effective October 1, 2016.
Normally wage rates change annually, which for this location would be the same day the period of performance begins on October 1, 2017. Since the rates for 2017 are not posted to the CBA, please confirm the 2016 rates should be used to price our proposal and that a request for equitable adjustment may be submitted if the rates change after contract award.
ANSWER: The rates currently effective under the predecessor contract are the rates effective October 1, 2016. Price adjustments will be handled in accordance with solicitation provision 52.222-43.
68. The narrative description of Base Specific Requirements in PWS Appendix AF II F.E.
Warren does not state the required response time during normal hours of operation. Could the Government please provide?
ANSWER: 30 minutes
69. Reference PWS Paragraph C-5.3.4 and Appendix AF, FE Warren AFB: The PWS paragraph states that the building and maintenance requirements will be defined in the Appendix;
