BASE SPECIFIC REQUIREMENTS

During normal helipad operating hours, a refueling unit must arrive at the first aircraft in the row within 30 minutes. Outside normal operating hours, and on weekends and holidays, a refueling unit must arrive at the aircraft within 60 minutes.

The contractor shall provide off-base fuel support for road maintenance vehicles and equipment as requested within a 150 mile radius of the base. The Contractor shall provide local off-base fuel support requirements during times of emergencies, contingencies, exercises, or deemed necessary to support the mission, aircraft crash/incident and runway closures either requested by Maintenance Job Control or a higher authority within a 150 mile radius from home station and further distances upon approval by Contracting Officer.

The contractor shall provide support to aircraft that maintenance diverts to an off-station site within 150 miles of the station, assuming that FE Warren AFB is the closest installation which has maintenance capability to support. Operators dispatched must be qualified and meet Federal and State requirements for hauling hazardous materials over the roadway.

There is no bulk aviation fuel storage at F.E. Warren. On an as-needed basis, the Contractor will drive a R-11/C-301 to the Wyoming Air National Guard Fuels Complex (WYANG) to obtain JP8. The WYANG is located 2.5 miles from the F.E. Warren Fuels Management Facility (Bldg. 1247). Refueling services are performed by the WYANG fillstand attendant. Prior to each R-11/C-301 refill, the Contractor must coordinate with WYANG for scheduling.

The contractor shall provide delivery of additized jet fuel (Jet A with additives/JAA) to off base aviation support issue tanks for selected Missile Alert Facilities (MAF) between approximately 140 to 195 miles of the main base. The contractor shall provide Laboratory testing of Facility Manager provided samples IAW applicable regulations as for any aviation issue tank to ensure fuel quality is maintained. The contractor shall provide Accounting inventory and transaction processing via FMD of documentation provided by Facility Managers. Receipts into these tanks constitute an issue to the owning unit. Subsequent issues to aviation units from the tank by the Facility Manager may result in credit provided appropriate documentation is provided. The contractor shall conduct monthly supervisory inspections to ensue tanks are properly maintained and in good working order and document the inspection in appropriate records. Maintenance of the tanks is the responsibility of the Facility Manager. Removal of off-specification or dormant stock is the responsibility of the Facility Manager.

The Contractor shall normally provide MAF aviation fuel delivery service as coordinated between 0800-1600 Monday through Friday. The Contractor shall respond to emergency requests outside these hours within 1 hour and will inform the Contracting Officer Representative (COR) of the request.

The Fuels Service Center (FSC) shall be the point of contact (POC) for MAF Operations Group (OG)/Director of Operations Facility Management (DOFM) POCs for requesting fuel service. The OG/DOFM will provide a weekly delivery schedule to the FSC for Contractor planning and attempt to ensure efficiency through coordinating/consolidating delivery dates and times to maximize number of tanks serviced and fuel quantities using a single refueling unit dispatch when feasible. Changes to the schedule may be made but should provide at least a 48 hour notice of the revision. Requests for fuel delivery requirements with less than 48 hour notice shall be logged as an emergency request and require justification. The FSC will prepare a trip report if required in coordination with the MAF POCs. The Contractor shall provide any post trip information as required (such as dispatch time, arrival/departure times, start/stop times, issue quantity, etc.)

Entry to MAF Restricted Areas: The Contractor shall submit all required information on Contractor employees who will be performing MAF fuel deliveries to the Air Force Security Forces for completion of a National Agency Check (NAC) investigation. The Contractor shall ensure all personnel for this requirement have and maintain favorable NAC adjudication prior to and for the duration of this requirement. The Contractor shall immediately replace at no additional cost to the Government any employee who fails to maintain all requirements for favorable NAC investigation. The Contractor shall submit and update as needed all required information on AF Global Strike Form 245 for personnel to be placed on an Entry Authorization List (EAL) for escorted access to MAF sites.
