TECHNICAL CAPABILITY PERFORMANCE DATA SHEET

SOLICITATION SPE600-17R-0208

ATTACHMENT 5

(READ INSTRUCTIONS CAREFULLY)

Each offeror must complete the Technical Capability Performance Data Sheet and return the responses with its offer. The responses will be evaluated strictly on technical merit and should describe and justify the offeror’s technical approach to the requirements of the work to be performed and/or delivery of product under the contract. Responses should be specific and provide concise, straightforward descriptions of the offeror’s capability to perform the contract. Responses shall be limited to three (3) single-spaced 8 ½ x 11 pages per question. No smaller than 10 point font may be used. Proposals that are unrealistic in terms of the description of the offeror’s technical capability may be considered indicative of a lack of understanding of the solicitation’s requirements. Responses pertaining to technical capability shall address the following (any areas you do not address shall be identified as “Not

Applicable (N/A)”):

1. Address your ability to supply Diesel Fuel (SPEC BS EN 590; NSN: 9140-00-286-5294) and

Unleaded, Automotive Gasoline (SPEC BS EN 228; NSN: 9130-00-148-7103) in the estimated quantities stated in the schedule (CLAUSE INT-B1.05). Provide firm, written fuel supply agreements to support supply and delivery of these quantities. Each Offeror must address its ability to provide alternative supply in the event of geo-political shifts, political uprisings, poor weather and road conditions, refinery constraints or any other contingency that would prevent delivery from the primary source of supply.

2. Address your ability to arrange and execute transportation to support orders placed under any awarded contract. Demonstrate ownership of trucking assets or the existence of firm transportation subcontracts. The Government will also evaluate the condition and capabilities of owned/subcontracted trucking assets to ensure capability to provide sufficient transportation of product.

3. Address your ability to provide sufficient intermediate storage, throughout the life of the contract, within Afghanistan to support daily deliveries. Provide specific information pertaining to proposed capacity and proximity to each solicited location.
