Item Para Comment APC-Installation/DLA-E Reply 1 During the site visit, a General Maintenance Worker was mentioned.

Which of the job descriptions listed in the PWS does this General Maintenance Worker equate to?

C-3.1: Operator Maintenance General.

2 During the site visit discussion about all grounds within the facilities requiring grounds maintenance, it was mentioned that Building 88006 was “not our problem”. Does this mean the contractor is only responsible for grounds maintenance around the building and the Army maintains the office areas? Please clarify.

Yes building 88006 is operated by the Army only ground maintenance required.

3 PWS C-2.18.1: Contractor Vehicles: We were told at the site visit that any defueling would be accomplished by the military. Please confirm there is no requirement for defueling capability?

Contractor required to perform requirements in accordance with PWS C- 2.18.1

4 At the site visit David Poindexter said he would provide us the location of the Dispatch Office and who would provide the telephone service.

5 How are fuel requests handled at Robert Gray Army Airfield?

During the site visit there wasn’t a manned dispatch center identified?

Appendix E

6 The position of dispatcher is requiring per the PWS, however during the site visit there was no dispatcher office shown. Where does the position of dispatcher work out of?

Office space RGAAF.

Amendment 0004

7 It was stated at the site visit that the contractor would be responsible for filter separator replacement as part of the operator maintenance requirement. Normally filter separator replacement is considering to be part of requiring maintenance. Please clarify if the DLA Fuel contractor is responsible for replacing filter separators in the system?

DLA-Energy fuel filter replacement program.

8 On the site visit there was two locations shown that are hot aircraft refueling areas and it was stated that the US Military operators these areas and the contractor sets up the “back side”. Is the contractor set up the area (opening valve) for the operation when hot pits are required?

Contractor will train the soldiers how to operate the valves.

9 C-2.10.2 Addresses additional samples and the contractors need to provide a certified lab. At the site visit it was stated that all samples would be shipped to the Army Fuels Lab in New Cumberland PA.

What additional samples are pull other than those listed in Table-1 of the PWS and why would the contractor need to provide a certified lab to test fuel samples if the Army Fuels lab is going to be testing all fuel samples?

New Cumberland PA.

10 PWS Page 10 – C-2.10: Ensure Fuel Quality. This reference requires insurances of fuel quality IAW MIL-STD 3004 and will perform the additional tests in Table - 1. Appendix D (Applicable Directives) also lists ATA 103-Standards for Jet Fuel Quality Control at Airports. Which directive applies? Where is the API Gravity Testing (every receipt) being performed?

See question 7. Flight rotation max for RGAAF is 2 fixed wing aircraft.

16 Samples are sent to the APC Lab @ New Cumberland, PA at contractors’ expense. This involves using FedEx or UPS and takes several days to arrive, plus some additional time while awaiting the results.
