Solicitation SPE600-16-R-0514
Tyndall Air Force Base FL
Q1.) In the Addendum to 52.212-1, under the instructions for Volume II - Price Proposal we are instructed to provide a summary of the responsibility of each teaming partner and sub-contractor on the Cover Page. This seems like it could be quite a bit more information that would fit on a singular Cover Page (And is not mentioned anywhere else.)
A1.) Provide a complete and concise summary depending upon your Teaming Partner – if you require more than one page it is acceptable.
Q2.) Also the Addendum to 52.212-1 calls of the Technical Proposal to be Volume I, but since the Price Proposal/OSP is listed first in L-0005 L2.31 I would make Price the first volume.
A2.) Per Amendment 0001 Attachment III: Offeror Submission package was revised with track changes to reflect updated information— Section L and M removed from Attachment III OSP – refer to Solicitation for Instructions to Offerors (Addendum to FAR 52.212-1) and Evaluation of
Offerors (52.212-2)
Q3.) Additionally, the instruction in L-0005 L2.31 speaks of resumes and sales agreements.
Are these required?
A3.) Per Amendment 00001 L-0005 L2.31 removed from Solicitation Contractors refer to
Addendum 52.212-1 Instructions to Offers-Commercial items (OCT 2015).
Q4.) Clause L-0002 L2.01-1 instructs us to submit a Contractor Performance Data Sheet as part of the Past Performance Submission. Is this a government/DLA-Energy form?
A4.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information –Section L-0005 L2. 31 was removed from Solicitation therefore, refer to Addendum 52.212-1 Instructions to Offers-Commercial Items (OCT 2015).
Q5.) Reference “ADDITIONAL INSTRUCTIONS FOR ALL PROSPECTIVE
OFFERORS” #B states “…Simply complete and return one original and one copy of the
Offeror Submission Package (OSP) data, and an original and three copies of the Technical
Proposal submissions…” however, further down the page under #D it states, “…Offeror’s proposals shall be prepared in two separate volumes and provided in the quantities shown below: Technical Proposal Original and 2 hard copies.”
A5.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information:
The Government requires one original copy of the Offeror Submission Package (OSP)
The Government requires an original and two copies of the Technical Proposal for submission
Q6.) Which is correct for the Technical Proposal Submission? Original and three copies or
Original and two copies?
A6.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information:
submission.
Q7.) Reference Appendix AF. II, HOURS OF OPERATION Table: In the referenced table, it shows Bulk Storage is supposed to be working from 0700 – 1600 on Holidays, however, the second note at the bottom of the page states Fuels Operations and FSC will operate on holidays with an option for closure, the note does not reference Bulk Storage.
Question: Please confirm is Bulk Storage required to work on all holidays?
A7.) Note does not apply to this contract. Bulk Storage will only work if mission workload requires i.e. barge offload schedule, flying surge…etc. If support is required, needs will be coordinated prior to holiday to allow posting of schedule IAW current CBA.
Q8.) Reference Appendix AF. II, WORKLOAD PROJECTIONS: the workload chart states the average duration for a receipt is 6 – 8 hours. Question: Is the time shown an all-inclusive time covering all activities from arrival at the barge to departure, or is this the amount of time that it takes, on average, to strictly move fuel?
A8.) Time given is for actual pump time only, based on current offload speed and average amount received.
Q9.) Reference Appendix AF. II, WORKLOAD PROJECTIONS: the workload chart shows that eight (8) trucks can be on-loaded simultaneously. Question: Do all of these fill-stands have Scully systems?
A9.) 6 of 8 currently. With DLA funded MILCON electrical for overfill protection to last two fill-stands was just added to project. Once complete, work order will be called in for Scully installation. Bottom line, Tyndall is in the process of having all fill stands equipped with overfill protection.
Q10.) Reference Appendix AF. II, HOURS OF OPERATION, BASE SPECIFC
REQUIREMENTS: the fourth paragraph states, our bulk storage facility is where these operations take place, this area is normally opened from 0700-1600 hours Mon-Fri, and is secured during swings/mid shifts, which require a contractor to open and operate during the return.” On the Hours of Operation page, it shows that Bulk is open 0700-2300 Mon-
Fri and 0700-1600 Sat and Sun. Question: Please clarify the discrepancy.
A10.) The 0700-2300 hr. timeframe applies. The bulk storage compound is only opened as needed after 1600. B-shift normally mans the operating storage area.
Q11.) Additional Question: Additionally, while there are no NDH identified for Mid shift, what is the historic frequency of the RTB during this shift as there is a cost associated with keeping personnel on Standby. Additional Question: Or is this something that can normally wait until the contractor returns at 0700?
A11.) No contract personnel are kept on standby. RTB requirements on mid-shift occur far less frequently. CY15 operations are as follows 258 RTB ops between 2300-0700 as opposed to
1423 fill stand ops between 1600-2300
Q12.) Reference Appendix AF. II, , BASE SPECIFC REQUIREMENTS: the fifth paragraph opens with “One of the concerns here at Tyndall is that there is a lack of sufficient fuel system maintenance personnel”. The second to last sentence also states “We request that a position for fuel system maintenance be created.” Question: Will the contractor be required to perform some level of maintenance on the fuel equipment?
A12.) No, nothing other than what is required operator maintenance IAW T.O. 37-1-1. DLA will not fund a maintenance position.
Q13.) Reference Appendix AF. II, GOVERNMENT FURNISHED JET FUEL
DISTRIBUTION FACILITIES: the table shows that there are three (3) tanks with a 6xxx facility number and two (2) tanks with a 4xx facility number. Question: What is the distance that separates these two areas?
A13.) Approximately one mile, driving
Q14.) Reference Appendix AF. GOVERNMENT FURNISHED EQUIPMENT (EAID): the second sentence above the table states that “Maintenance of all equipment on this list is the responsibility of the Contractor.” Question: Can the incoming contractor expect that both of the listed boats (18’ Skiff and 17’ Aluminum) and motors (60 HP Honda and 50 HP
Mercury) will be fully functional and up to date as far as all preventative maintenance is concerned at the time of contract start?
A14.) Tyndall is currently working scheduled maintenance contract. Repairs will be at expense of Gov’t as needed. The boats will be fully operational.
Q15.) Additional Question: Please provide the model years for the boats and motors.
A15.) 18’ Carolina Skiff w/ 60 hp Honda was purchased in 2010. The 17’ Aluma-craft Express
(2004) w/ 50 hp Mercury (2011)
Q16.) Reference Appendix AF. GOVERNMENT FURNISHED EQUIPMENT (NON-
EAID): the second sentence above the table states that “Maintenance of all equipment on this list is the responsibility of the Contractor”. Question: Can the incoming contractor expect both of the listed boat trailers will be in full working condition (i.e. winch cable, tires, lighting) and up to date as far as all preventative maintenance is concerned at the time of contract start?
A16.) COR will work with KO to clarify statement. However, Boat trailers are in good working order and are the responsibility of Tyndall for Maintenance.
Q17.) Please confirm whether DLA requires an original and 1 hard copy or only an original.
A17.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information:
The Government requires one original copy of the Offeror Submission Package (OSP)
Q18.) Instructions indicate the relevant experience of key personnel (Terminal Manager) may be considered. May we use the relevant experience of our Program Manager even though he is not a Terminal Manager?
A18.) The individual does not have to be a Terminal Manager however, they must the meet the qualifications of a Terminal manager.
Q19.) Please confirm whether the acceptance period is 30 calendar days or 180 calendar days.
A19.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information: Refer to L-0001 L1.02 PROPOSAL ACCEPTANCE PERIOD
(DLA ENERGY NOV 1991)
Q20.) Will this be the Bulk Fuels only solicitation depicted in the Sources Sought? Or will it include alongside fuel services.
A20.) This is a bulk storage contract only.
Q21.) Reference Appendix AF. II. Hours of Operations, Workload Projections and Base
Specific Requirements: In reviewing these sections, there are only hours of operation for the Bulk Storage operation, however workload projections include estimates for: number of re-fuelings per shift, number of refueling vehicles operated simultaneously, and other items that are clearly Fuels Operations in nature. Additionally, the Base Specific
Requirements section also makes reference to aircraft servicing’s (operations). Question:
Please confirm the offerors proposal need not address activities involving the FSC, Cryogenics, Lab, and Operations but should STRICTLY deal with ONLY the Bulk Fuel
Operations?
A21.) This is a bulk storage contract only.
Q22.) Reference Performance Work Statement (PWS) Section C-5.0 PERFORMANCE
REQUIREMENTS: In its entirety, this section references a number of performance requirements that are not necessarily required under this contract, however, there is no site-specific PWS for Tyndall AFB. Question: Will the government provide an updated
PWS specific to Tyndall AFB Bulk Storage?
A22.) See appendix AF for Tyndall requirements.
Q23.) Reference RFP Additional Instructions for all Prospective Offerors, Paragraph B and Additional Instructions for all Prospective Offerors, Paragraph D: The initial reference states that the OSP is to be provided as an original and one copy; however, the second reference states only an original copy is to be submitted. Please clarify the submission requirements for the OSP volume.
A23.) Per Amendment 0001 Solicitation SPE600-16-R-0514 was revised with track changes to reflect updated information:
The Government requires one original copy of the Offeror Submission Package (OSP)
Q24.) Reference RFP Section B and PWS Appendix AF. H. Tyndall AFB: The RFP states that the Contractor is to “provide bulk storage services to include receive, store, transfer, issue, and account for products with appropriate controls to ensure fuel quality, maintain inventory accuracy, and ensure no environmental impact at Air Combat Command (ACC), Tyndall AFB, FL, in accordance with Attachment I, Performance Work Statement (PWS)”
The appendix implies that the Contractor’s duties under this solicitation are limited to operation of bulk storage. Please confirm that the Contractor is not responsible for lab testing or accounting under the resulting contract.
A24.) This is a bulk storage contract only.
Q25.) Reference RFP Paragraph L-0005, Paragraph B and PWS Appendix AF. H. Tyndall
AFB: The RFP paragraph states that “the offeror will provide a concept as to how the workload for the location in question will be accomplished.” The appendix implies that the
Contractor’s duties under this solicitation are limited to operation of bulk storage. Please confirm that the Operations section need only address the areas of performance at Tyndall rather than the entirety of the standardized Air Force PWS.
A25.) This is a Bulk Storage contract only.
Q26.) Reference RFP Addendum to 52.212-1, Proposal Organization, Volume I, Paragraph b., and Addendum to 52.212-2, Subfactors: The first referenced paragraph states that resumes will NOT be considered in the page limit. The latter reference does not provide information on the placement or evaluation of resumes for this procurement. Please confirm that the Government does not require resumes to be included in the proposal as we do not see the requirement in the Instructions to Offerors.
A26.) In Solicitation SPE600-16-R-0514 - Under Addendum to 52.212-2 –Volume II – Price
Proposal/OSP --Section II-Past Performance it states
“The relevant experience of key personnel (Terminal Manager) may also be considered for this factor. In order to be evaluated as Past Performance information, offerors should submit resumes in the Past Performance section. Resumes are limited to two (2) pages and should include the following information: Name and title, positions held, name of firm, years of relevant and recent experience; education degrees; training; and other experience and qualifications relevant to the same/similar work required under this contract”.
Q27.) Reference PWS Paragraph C-5.1: The paragraph states “If necessary to perform
PWS tasks beyond or after normal hours as listed in Appendix AF”; however, the workload does not provide an estimate on the number of hours we can expect beyond normal duty hours. Please provide an estimate of overtime hours necessary for the solicited services.
A27.) There is no overtime under new PWS. Unless there is a requirement to support contingency operations as outlined.
Q28.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix has a note states
“Fuels Operations and FSC shall operate during these observed holidays unless authorized to close by the Wing Commander or designee. If closed, standby personnel shall be identified to MOCC and Security Forces and be available to respond within 1 hr.” Please clarify how this applies to the resulting contract if duties are limited to bulk storage support.
A28.) Does not apply
Q29.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix workload projection schedule indicates that 30 are 30 receipts per period. What is the period being measured
(monthly, quarterly, etc.)?
A29.) Annual. Barge is received about 7-10 days.
Q30.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix workload projection schedule indicates that receipts take approximately 6-8 hours to complete. Are receipts scheduled to complete during the normal duty hours of the Contractor?
A30.) As much as possible based on barge schedule and inventory levels. Receipts that bleed over into B-shift are few. However in between receipts b-shift will be transferring from bulk to operating storage to make room.
Q31.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix workload projection schedule indicates that receipts take approximately 6-8 hours to complete. Please provide an estimate on the number of hours that the Service Provider can expect for operations that extend beyond the service window defined for the duty day.
A31.) Receipts do not and will not extend past duty day.
Q32.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix workload projection schedule indicates that they are receiving 20M gallons with a projected 20 percent increase.
Please confirm that Offerors are to consider only the 20M gallons or confirm that we are actually looking at 24M gallons (20 percent increase).
A32.) Receipt projection based on flying mission projections and receipts received last year compared to where we are currently. Trend shows increase.
Q33.) Reference PWS Appendix AF. H. Tyndall AFB: The appendix workload projection schedule indicates that they are receiving 20M gallons with a projected 20 percent increase.
Please provide an updated estimate on the number of receipts we should expect to receive to cover this 20 percent increase if that is to be part of the price proposed.
A33.) Approximately an additional 5 barges.
Q34.) Reference PWS Appendix AF. H. Tyndall AFB, Base Specific Requirements: The appendix states that “We request that a position for fuel systems maintenance be created”.
Please confirm that an organizational structure without a maintenance program or a proposed third party maintenance subcontractor results in an unacceptable proposal so as to preclude some firms from not bidding to this stated requirement.
A34.) Due to the DLA RM initiative. There will be no maintenance position funded for this contract at Tyndall.
Q35.) Reference PWS Appendix AF. H. Tyndall AFB, Base Specific Requirements and
PWS Paragraph C-5.3: The appendix states that “We request that a position for fuel systems maintenance be created”. Does the statement make the maintenance requirements for bulk storage facilities and equipment applicable to this solicitation?
A35.) Due to the DLA RM initiative. There will be no maintenance position funded for this contract at Tyndall.
Q36.) Reference PWS Appendix AF. H. Tyndall AFB, Base Specific Requirements and systems maintenance be created”. Please clarify the Contractor’s responsibilities for corrosion control requirements if this is considered applicable to the resulting contract as a
Contractor responsibility.
A36.) Contractor will be responsible for identifying and documenting corrosion discrepancies on applicable forms AFTO Form 39, and reporting to CE for correction.
Q37.) Reference PWS Appendix AF. H. Tyndall AFB, Base Specific Requirements and systems maintenance be created”. Please clarify the Contractor’s responsibilities for maintenance control and tracking of maintenance on serviced equipment and facilities.
Are the requirements similar to those of a fully operated GOCO facility?
A37.)All maintenance will be documented and tracked on AFTO Form 39 as required per T.O.
37-1-1
Q38.) Reference PWS Appendix AF. H. Tyndall AFB, Base Specific Requirements: The appendix states that “Our storage contractors also offloaded 42 tank trucks with 301,723 gallons of ground products”. Please provide the period over which this workload is measured.
A38.) Annual
Q39.) In regards to SPE0600-16-R-0514, since the current deadline for proposals is 20 June
2016, would the Government consider issuing an extension since the site visit does not even take place until six days prior to the closing? It is somewhat unrealistic to assume that
Industry will have appropriate time to draft and submit questions, the Government research and answer those questions, and Industry make adjustments to our proposal in such a short period of time.
A39.) Solicitation SPE600-16-R-0514 was extended to August 02, 2016 1:00pm EST.
Q40.) Considering that the offerors are to submit the entire Offeror Submission Package
(OSP) and that the amended OSP contains track changes and deleted text, would you consider releasing another version of the new OSP without track changes/comments? It would make the OSP more legible.
A40.) Yes, Final Solicitation and Attachments will be posted to FBO before Solicitation due date
Q41.) Do you anticipate any amendment or extension to the proposal due date?
A41.) Solicitation SPE600-16-R-0514 will be extended to August 02, 2016 1:00pm EST.
Q42.) Page 7 of the PWS states if necessary for Contractor personnel to return to conduct operations outside normal hours, the Contractor shall respond and provide required support within one hour of notification. Due to the distance of off-base housing in the area and the potential for employees to live beyond the immediate limits of Panama City, would
DLA consider moving this response time to two hours? Additionally, two hours has been the normal response time historically.
A42.) Statement in PWS stands as written and refer to CBA Attachment II for further guidance.
Q43.) On the site visit it was discussed that the Contractor is responsible for Operator level maintenance, however, it was also stated that the Contractor might be required to replace filters and hoses on the ground fuel dispensers. This would be considered outside the scope of Operator level maintenance, as OM is considered tightening bolts, corrosion control, etc. Can DLA identify and explain to what extent Contractor provided maintenance is required and what maintenance is turned over to the COR for BCE work order or BOA contract?
A43.) Those actions were never stated. Statement in PWS stands as written.
Q44.) It was unclear what additional capabilities will be present after the construction is finished. Currently, operations require five people to be present in various areas during barge receipts into both areas. Additionally, on separately noted fill stand operations, the
COR stated either the Skull systems does not work or is unreliable. Will DLA explain what number of people will be required during receipt, transfer, or normal operations after the construction is completed?
A44.) Cannot accurately answer due to construction not being complete and system untested.
Q45.) Will the skully system be operational for all fill-stand once the construction is complete?
A45.) With DLA funded MILCON electrical for overfill protection to last two fill-stands was just added to project. Once complete, work order will be called in for Scully installation. Bottom line, Tyndall is in the process of having all fill stands equipped with overfill protection
Q46.) As the current location of the service station is within the Contractor controlled area and open to base populace 24/7, does DLA/USAF accept the risk and responsibility that the
Contractor area is virtually unsecured after hours or is DLA going to require that the contractor controlled area be complete secure after hours? If it is required to be completely secured, then DLA is in effect requiring the Contract to chain and padlock ever valve or fuel access point in the entire 400 area bulk storage.
A46.) That scenario is not feasible. Security in the 400 operating storage area is a shared responsibility by both military and contractor since facility is occupied by both. The service station is an automated system that requires no manning to operate if serviceable.
Q47.) The operation of boats and deployment of booms is the responsibility of the
Contractor. As the role and funding source for maintenance of the boats is going to be the responsibility of the LRS squadron and it was alluded to that funds for boat maintenance will be slow to non-existent from the squadron, who will be inevitably responsible for boat maintenance when the funds do not come from the squadron in a timely manner?
A47.) LRS leadership has been made aware of the coming contract changes and the importance of the boats. Efforts have been made to add boat maintenance to the budget, as well as a scheduled maintenance contract.
Q48.) Is the required OP90 and Coast Guard Spill response training funded by DLA?
A48.) Yes, currently funded by DLA….
Q49.) – As the PWS provided is issued as a generic PWS to cover all Bulk Storage and
Alongside contracts, and it was stated at the site visit that “if the area in the PWS does not apply to this contract, ignore it”, it is hard to determine what areas outside of the normal operations applies. Can DLA please clarify by highlighting or a issuing a new PWS to show which areas are applicable to this solicitation? If we are to write our proposals to the PWS, we as a small business need to know exactly what areas are applicable.
A49.) No new PWS will be issued. The Appendix AF states which bases are alongside contracts and which ones are bulk storage contracts.
Q50.) Simple example – the PWS states C-5.7.2 Air Force Training. For bulk storage contract locations, the Contractor shall provide up to 10 hours of training monthly to Air
Force personnel on operations and maintenance of fixed fuel systems. The training shall focus on component familiarization, core tasks, and upgrade training requirements.
A50.) Airman/NCO’s in training are required to learn how to gauge tanks, receive/transfer fuel and accomplish all required documentation…etc. Training provided is not for qualification but familiarization. Flight leadership will determine tasks required to be trained. Flight training section will coordinate with COR to ensure monthly training hours will not be exceeded.
Q51.) Air National Guard (ANG)/Air Force Reserve (AFRES) Training. The Contractor shall provide training for ANG/AFRES personnel on fuels operations to include allowing
ANG/AFRES personnel to perform fuels operations using government-owned vehicles and equipment where certified.
A51.) N/A for this contract.
Q52.) Organizational Tank Custodian Training. The Contractor will provide tank custodian training and implement an organizational tank inspection program IAW applicable Air Force Instructions.
A52.) N/A for this contract.
Q53.) Does the contractor provide this training? This is only an example of unclear information throughout the PWS.
A53.) N/A for this contract.
Q54.) How does DLA intend to provide equality in the bidding process (specifically pricing) when the incumbent does not have to price in providing tool, vehicles, and equipment that all other contractors will have to provide as part of pricing?
A54.) Price will always be evaluated for reasonableness. The Government reserves the right to perform a price realism to determine whether the offeror understands the requirements and to determine the firm’s responsibility IAW FAR 9.104-1(b). If price realism is performed and an unfavorable determination is made, the Government reserves the right to award to other than the lowest price offeror.
Competitive Range:
The Government reserves the right to limit the number of offers included in the competitive range for the purposes of efficiency in accordance with FAR 15.306(c)(2).
Q55.) With the acknowledgment that there is SRM and maintenance contracts in place, would the Government consider establishing a requirement for a FDSM as a required key position on all future Fuel Storage contracts. Industry sees this as a way to ensure timely maintenance is completed and a method to take complete ownership of the maintenance portion? The SRM and Maintenance can still be utilized however the FDSM will be the single point of contract to track and manage all maintenance action, regardless if it is to be self-performed or Government provided.
A55.) DLA is pressing forward with the SRM and reoccurring maintenance contracts until further notice.
Q56.) Are there any oil/water separators in the systems and what is the contractor’s role in maintaining/inspection them?
A56.) There is one OWS in the 400 area, operated by contractors and maintained by CE
Q57.) Can DLA provide and explanation to why in 1/21/15 the current contract had $1.7M de-obligated through administrative action?
A57.) Due to contract de-scope for mission change to an active duty operation.
Q58. Please confirm how long has this fuels activity has been under contract: ten years, twenty years?
A58.) 19 years.
Q59.) Reference PWS, Appendix E and Fuel Services Delivery Summary Table: The last paragraph states that “Contractors meeting AQLs for all requirements will receive 100% of the fuel services monthly payment. Contractors failing to meet one or more AQLs may receive less than 100% of the monthly payment as determined by the Contracting Officer.”
Question: In reviewing the Delivery Summary, we see that there are no stated Acceptable
Quality Levels (AQL) included. As the paragraph states that contractors “may” receive less than 100% of the monthly payment for failing to meet one or more of the AQLs, please clarify below what AQL will the “may” become “will,” and what are the AQLs for each of the pertinent delivery items listed?
A59.) As stated in Appendix E, "AQLs are based primarily on the severity and frequency of the nonconformance rather than simply on a number of discrepancies without any differentiation as to their impact." So there is no "95% goal" or "no more than 2 discrepancies" or similar type ratings. Instead, Appendix E Performance Requirements/Fuels Services Delivery Summary
Table identifies Performance Measures of for each major area of the Performance Work
Statement (PWS) with associated tasks which the Contractor is expected to accomplish without adverse safety, environmental, or other mission impact. The assessment of this achievement is described in the Quality Assurance Surveillance Plan (QASP) which was provided as part of the solicitation.
Q60.) Section F, Clause 52.211-9072 - in the subparagraphs relating to barges and tankers, the solicitation states in part “hoses and loading arms for unloading a barge or tanker will be furnished, connected, and disconnected by the Contractor.” This implies that the
Contractor will be responsible for supplying, replacing and repairing the offloading arms.
Please clarify whether or not the offloading arms at the pier are Government provided.
A60.) DLA provides Marine Loading Arm and Recurring Maintenance. CE maintains as needed.
Q61.) The workload projections in Appendix AF II indicate the average annual jet fuel throughput is anticipated to increase by 20%, but does not provide a time line or any other details. For the purposes of the proposal, are we to develop our technical approach and staffing based on the current workload or the increased demand? What is the timeline for the increase?
A61.) Throughput was based on CY14 figures compared to CY15 at the time data was gathered.
Q62.) What is the frequency of bulk drops at Facility 562?
A62.) Approximately 2 GUR and DIESEL drops per week.
Q63.) During the site visit, we noted the tanks at Facility 562 are not equipped with ATG.
Are there any plans to correct this deficiency?
A63.) No since the facility is scheduled for demolition FY2020
Q64.) Paragraph 5.3.2 states that preventive maintenance (PM) is provided either by the contractor or the Government, depending on the locations as identified in Appendix AF.
The footnotes to the Appendix state PM for locations marked with an “ * “ is provided by the Government. The listing for Tyndall AFB does not contain this marking, thus indicating the Contractor is responsible for PM. Further, the narrative remarks provided in the Base Specific Requirements contains the following comment: “We request that a position for fuel systems maintenance be created.” Contrary to this information presented in the PWS, during the site visit we were told the Government would be responsible for PM and that the contractor’s responsibility would be limited to Operator Level maintenance as described in PWS 5.3.1. Please clarify the level of maintenance the service provider is expected to perform.
A64.) Contractor will be responsible for operator level maintenance as outlined in T.O. 37-1-1.
Q65.) During the site visit, we noticed a commercial-style self-service car wash system installed at the main service station. Who is responsible for inspection and maintenance of the car wash?
A65.) That is a government piece of equipment for government use.
Q66.) The PWS does not reflect data related to transferring jet fuel from bulk storage to operational storage. Can we get the transfer rate (GPM) and how often transfers occur between bulk and operational storage?
A66.) ~484 gpm prior to start of pipeline replacement project. With that new piping configuration, we lost simultaneous receipt capability to operating storage area. Transfer frequency expected to increase. Between barge receipts.
Q67.) What is the average number of C-300 fills a month by product?
A67.) CY 15 saw 79 DS2 truck fills, 124 GUR truck fills.
Q68.) Does the 6-8-hour average duration of barge receipts reflected in Appendix AF include the time spent deploying and recovering the containment boom before and after the operation?
A68.) No, fuel movement time only. Too many variables to account for total offload time i.e.
weather.
Q69.) The narrative description of Base Specific Requirements in PWS Appendix AF II states that 3 personnel are required for barge receipts into bulk storage and 5 personnel are required for receipts into the operational storage area. Are these numbers inclusive of the personnel needed to perform other bulk storage operations concurrent with the receipt?
A69.) COR cannot dictate manning required for operations outside of the mandated 2-man policy operations.
Q70.) How often does the operational storage area receive directly from the barge?
A70.) With that new piping configuration, we lost simultaneous receipt capability to operating storage area. Transfer frequency expected to increase. Between barge receipts.
Q71.) In the list of Government furnished facilities in Appendix AF II, Building 404 is listed as being shared with the military fuels flight. Who is the facility custodian for this facility?
A71.) The Military ultimately serves as facility managers for all fuels facilities. Should a contract operated facility need a work order, the contractor will coordinate with fuels flight for submittal.
Q72.) The narrative description of Base Specific Requirements in PWS Appendix AF II indicates the bulk storage facility is opened from 0700-1600 Mon-Fri. This seems to conflict with the table provided under Hours of Operation which lists operating hours as
0700-2300. Please clarify the operating hours the facility is required to be staffed.
A72.) Contractor operates 0700-2300. 0700-1600 only applies to weekends/holidays.
Q73.) Please confirm whether or not the containment boom is furnished by the
Government. In Appendix AF, the table for Government Furnished Facilities shows a containment boom storage facility but the containment boom itself is not listed in any of the equipment tables in the PWS.
A73.) The boom reel/boom is government furnished and maintained by CE Environmental section.

The Collective Bargaining Agreement lists wage and benefit rates that take change on

Q101.) The pricing clause B-0001 B30 breaks each 12 month performance period into separate CLINs 0001 thru 0004, plus an additional CLIN 0005 for the potential 6-month extension period. On the other hand, the Evaluation criteria for price described under the
Addendum to Clause 52.212.-2 (quoted below for reference) says the price for CLIN 0001 will be multiple by 48 and then again by 6 for the extension period to be designated as
CLIN 0002.
A101.) Due to EBS constraints although pricing is based on a 48 month (base period) we have to input in the system 12-month performance period- this does not impact how you should provide your price. Therefore, your proposal should reflect the following:
ITEM NO. SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE TOTAL (Unit Price X
48 mos.)
0001 * 48 Months $_ $
(February 1, 2017 – January 31, 2021)

(Unit Price X 6 mos.)
0002 * 6 Months $______________
(February 1, 2021 – July 31, 2021)
6, one-month extension provision
CS made changes in the Solicitation to reflect changes above.
Q102.) FACTOR 3. PRICE: The Contract Team of the SSET will perform the evaluation of the offered price. A Firm-Fixed-Price (FFP) contract will result from this solicitation.
Price will always be evaluated for reasonableness. The Government will evaluate offers for award purposes in accordance with FAR 52.212-2 – Evaluation – Commercial Items and
Addendum to FAR 52.212-2 as follows:
The monthly unit price offered for ACC Tyndall for Contract Line Item Number (CLIN)
0001 (BASE PERIOD) will be multiplied by 48.
In accordance with FAR 52.217-8 (Option to Extend Services), the Government has the unilateral right to extend any resulting contract under the same terms and conditions for a total of not more than six months. The method for evaluating the extension is to multiply an additional six months of requirements by the offered monthly price of CLIN 0001
(BASE PERIOD). Thus, results of this six months’ extension calculation will be designated as CLIN 0002. The sum of CLINS 0001 and 0002 will be the offeror’s total evaluated price.
The Government reserves the right to perform a price realism to determine whether the offeror understands the requirements and to determine the firm’s responsibility IAW FAR
9.104-1(b). If price realism is performed and an unfavorable determination is made, the
Government reserves the right to award to other than the lowest price offeror.
Please clarify both the pricing structure we should follow and the criteria under which pricing will be evaluated.
A102.) The above language has been changed to:
The Contract Team of the SSET will perform the evaluation of the offered price. Firm-Fixed-

If price realism is performed and an unfavorable determination is made, the Government reserves the right to award to other than the lowest price offeror.
B-0001 B30 has been updated to reflect the correct price structure below. Also, please refer to
A101 for clarity.

Q103. The Government communicated during the pre-proposal conference that the
Contractor shall only be responsible for providing Bulk Fuel Storage Services, no laboratory services. Reference Solicitation Clause E-0003 E28 "Contractor Inspection
Responsibilities" paragraph (b) which requires that the Contractor shall furnish personnel, facilities, and equipment on site to accomplish routine tests and procedures specified in paragraph (b). Note 1 indicates that all costs for providing the above tests and procedures shall be included in the monthly service charge. Due to the fact that the Contractor is not responsible for providing Laboratory services we believe this Clause should be deleted or revised to state exactly what the Contractor's responsibilities shall be.
A103.) Solicitation Clause E-0003 E28 is not applicable – CS removed from Solicitation.
Q104.) The Government indicated that DLA Energy has a separate Fuel Maintenance
Contract and uses base LFM for all maintenance requirements. Can the Government clarify what if any maintenance will need to be provided by the contractor? Does the
Government intend to revise SECTION L and remove the requirement to address providing Maintenance as specified in Section II Technical Management (ii) on page 86 along with removing this as being an Evaluated Factor for Award in Section M of the
Solicitation?
A104.) Contractor will be responsible for operator level maintenance as outlined in T.O. 37-1-1.
Q105. Can the contractor assume that barge receipt is normally conducted only during the
Day - Shift A, and that there is no overlap into the B-shift? This information is necessary in order to propose meeting the 5-person requirement to perform barge receiving
A105.) COR cannot dictate manning. However, Barge offload is at the direction of DLA barge schedule, Mission requirements, and Inventory levels
Q106.) Can the Government tailor the Performance Work Statement to reflect exactly what services the Contractor is supposed to provide or reference in SECTION L the PWS paragraphs that apply, so there is no confusion concerning what should or should not be addressed in the Technical Proposal?
A106.) Review Appendix AF in the PWS for Base Specific Requirements.
Q107.) SECTION L Proposal preparation instructions specify that Volume II does not have a page limit, would it be allowable to provide a Compliance Matrix in this Volume or should this be located in the Technical Volume and be included in the page count?
A107.) Per Amendment 0001 L-0002 L2.01-1 - Removed from Solicitation refer to Addendum
52.212-1 Instructions to Offers-Commercial items (OCT 2015) on exactly what is allowable.
Q108.) Due to the Contractor not being responsible for providing Maintenance Services we believe that the Performance Work Statement Paragraph C-6.1.3 Maintenance Plan should be deleted from the list of Contractor Detailed Plans to be delivered.
A108.) For Tyndall AFB no maintenance plan is required-however, the language will remain in the PWS because other sites have maintenance task. Daily operated maintenance will be conducted at Tyndall AFB.
Q109.) Request clarification of which positions, if any, are currently non-union positions?
A109.) The Project Manager and Assistant Project Manager
Q110.) Request clarification on what level of support the contractor will provide for incidents that occur in the contractor’s area of responsibility, as it pertains to the Fuels
Incident Reporter? Is it the contractor’s responsibility to investigate, support and provide information to Fuels Management for report submission or will the contractor be responsible for submitting its own report?
A110.) Contractor will be responsible for notification of Flight Leadership should an incident occur and assist/support gathering of information. Government will submit all reports.
