Additional Questions and Answers

Note: * No additional questions are accepted as of July 26, 2016. *

Q1.) Reference FAR 52.222-43 and Site Visit: During the site visit, there was some discussion on how the Government intends for Offerors to price the options of the contract using all of the rates in the CBA agreement rather than just the initial year that is applicable to the period of performance. The discussion, as we heard it, did not appear to correlate to the tenets of the FAR clause. Please clarify how the base and option years are to be priced based on the Collective

Bargaining Agreement.

A1.) Options are not applicable to this requirement. Furthermore, any future CBA adjustments will be incorporated into the awarded price.

Also, see Section B - B-0001 B30 and Section M - FACTOR 3: PRICE – as to how to provide your pricing and how your price will be evaluated.

Q2.) Reference Collective Bargaining Agreement and Site Visit: During the site visit, we believe the Government stated that all aspects of this work is covered by the CBA. Please confirm our understanding is correct.

A2.) All aspect of this work is defined by the PWS in AF attachment

Q3.) In amendment 0005 Q&A the government's response to question 7 concerning hours of operations for holidays states “Bulk Storage will only work if mission workload requirements I.e.

barge offload schedule, flying surge …. etc. If support is required, needs will be coordinated prior to holiday to allow posting of schedule IAW current CBA.”

Please clarify if bidders should include cost for holiday support in CLIN 0001 and if so, is historical data available to indicate how often this happens; or would this be funded per a task order contract modification?

A3.) Yes, you should include holiday support in CLIN 0001; this would be funded per Contract

Modification.

Refer to page 15 of the CBA under ARTICLE THIRTEEN HOLIDAYS for more information.

Q4.) The Collective Bargaining Agreement includes a Position Description for a Fuels Storage

FDSO Operator. Based on this description it appears this should be the position that all bidders would use when determining the proposed staffing. However, when reviewing the wages given in

Appendix “A” there is no wage given for a Fuels Storage FDSO Operator. Could the

Government verify which Job Classification listed in Appendix “A" should be used by bidders?

A4.) Within the PWS under Appendix D: Fuel Distribution System Operator (FDSO) Tyndall is a Bulk

Storage Requirement therefore this Personnel is applicable – refer to the CBA for rates.

Fuel Distribution System Operator (FDSO)

(1) Shall have a commercial or military experience in operating fuel bulk storage and distribution systems and equipment performing tasks equivalent to an AF Fuels Management five-skill level

(2F051) personnel or similar commercial/military standard.

(2) Lead Operators shall have experience equivalent to an AF Fuels Management seven- skill level

(2F071) personnel or similar commercial/military standard.

Q5.) CAS posed the below question, because it can be an important factor in pricing the contract. The answer is a little unclear, since it uses the titles Project Manager and Assistant

Project Manager. According to the PWS definitions, Bulk Storage duty titles are listed as

Terminal Superintendent (TS) and Alternate Terminal Superintendent(ATS), since they do not have signature authority for the fuels account. Are the two duty titles mentioned below in the answer the same as the TS and ATS?

A5.) Tyndall location is Bulk Storage only therefore based on Appendix A it states -Terminal

Superintendent (TS): Contractor supervisory personnel for bulk storage contracted locations or other locations without signatory authority for the DWCF fuel account.

An Assistant Terminal Superintendent/Manager is not required (see Appendix D for more clarification on roles and responsibilities)

Q6.) Request clarification of which positions, if any, are currently non-union positions?

A6.) The Project Manager and Assistant Project Manager are each non-union positions

Q7.) Referencing the technical Proposal, would it be possible to address Tyndall site specifics in an appendix while still honoring the allowed 60 pages for this volume?

A7.) Yes, this is acceptable

Q8.) Please provide manpower duty title description and requirements for each position as the CBA and PWS differ.

A8.) This is a services contract. It is up to the contractor to provide the needed manpower to successfully operate under this contract.

Q9.) Will there be a phase in period and is there a CLIN for it?

A9.) No phase in period no CLIN

Q10. Reference PWS Paragraph C-5.2.2 and Site Visit: During the site visit, we were briefed that ground product fill-stands do not have Scully systems installed. We believe that we also heard that there was an issue with overfill protection on the ground product tanks. Please confirm that overfill protection on ground product tanks is or is not functional.

A10. Scully is installed and operational on the ground product fill-stands. All ground product tanks are equipped with ATG/high level alarms

Q11. Reference PWS and Site Visit: The Government stated that the preventative maintenance costs are considered part of the Firm Fixed Price Requirement. This does not seem to match the requirement of this solicitation as there are no FDSM requirements. Please clarify what PM costs the Government sees as applicable to this acquisition.

A11. SP is only required to perform operator level maintenance as outlined in AF technical orders.

Q12. Reference PWS Appendix AF and Site Visit: During the site visit, a visit participant pointed out a disparity between stated hours of operation being 0700-1600 M-F in one section of the appendix and 0700-2300 M-F in a second part of the appendix. Please confirm the hours to be covered are 0700-2300 M-F.

A12. Hours of operation are M-F 0700-2300, weekends 0700-1600 – reference AF ATTACHMENT

II. pg. 37 in the PWS

Q13. Reference Site Visit: We were briefed on the major infrastructure changes that are ongoing in the 400 area. Please confirm each of the four fill-stands, after retrofit is complete, will be capable of tank truck receipt, issue, and RTB.

A13. Cannot confirm RTB and Receipt capes until construction/ops check complete.

Q14. Reference Site Visit: We were briefed on the two Government furnished boats provided for boom deployment associated with receipt. We believe the Government acknowledged their responsibility for the operations and maintenance costs for the two boats on the resulting contract. Please confirm our understanding is correct.

A14. All cost associated with Boat Maintenance and Repair is at the expense of local unit.

Maintenance and repair requests will be coordinated through COR.

Q15. states “NO contract personnel are kept on standby”. RTB requirements on mid-shift occur far less frequently. CY 15 operations are as follows 258 RTB ops between 2300-0700 as opposed to 1423 fill stand ops between 1600-2300. *Please provide clarification if the contractor is required to perform RTB’s on mid-shift or if it’s a Military responsibility/requirement*

A15. It is the Contractor responsibility to perform RTB’s mid-shift hours. See APPENDIX AF. II under

Base Requirements pg. 40 under paragraph 4 for more clarity.
