A. This amendment is issued for the following reasons:

1. To issue a consolidated response to the Question and Answer session that closed on April 8, 2016.

B. Answers to the Question and answer session are as follows:

1. Question: Are Awards going to be based off a single offer submission? Or will the awards phase have several rounds?

Answer: Vendor will submit their initial offer upon the solicitation closing on 4/18/2016.

Following the closing of the solicitation, there will be a period of negotiation between DLA Energy and the vendor. After the negotiation period is complete, a deadline will be set by DLA Energy for Best and Final Offers to be submitted. Award will be based on 1.

Past Performance: 2. Price: 3. Technical Acceptance.

2. Question: Will DLA Energy be conducting a reverse auction?

Answer: No.

3. Question: Is submitting in PDF attachment in e-mail setting acceptable?

Answer: Yes.

4. Question: is Light Oil an acceptable substitute for Gasoline, Regular Unleaded (MUR) and Gasoline, Mid, UNL (MUM)?

Answer: The product offered must meet the specifications listed in the solicitations. If exceptions to the specifications are proposed please ensure to submit this with the offer.

5. Question: concerning provision (F1.11 DLA Internet Bid Board System (DIBBS) (d.)

(4) The paragraph requires Contractor to perform in accordance with an oral order even in the absence of any written or electronic confirmation. Therefore, this clause obviates the need for USG Ordering Officers to use email or Internet ordering systems, and it does NOT require them to first go via the DLA Liaison when Oral Orders cannot be avoided.

We ask for review of the phrasing of this clause.

Answer: Only a Warranted Contracting Officer can issue oral orders under extenuating circumstances. Under this scenario, electronic ordering systems can be bypassed.

However, within 24-48 hours the Contracting Officer, or an official authorized by the Contracting Officer will issue the official delivery order via DD1155 or other contract vehicle.

6. Question: Ordering Officials regularly seek deliveries in less than 48 hours. How can we seek a minimum time window between order and delivery?

Answer: F1.01-1 DELIVERY CONDITIONS FOR TRANSPORT TRUCKS, TRUCKS AND TRAILERS, AND TANK WAGONS (DLA ENERGY JAN 2012) Unless otherwise specified in the Schedule, all deliveries shall be made on the day specified in the delivery order unless otherwise authorized by the receiving activity during normal working hours of such activity, provided that the Contractor shall have received the order at least 48 hours prior to the day so specified.

7. Question: What should offerors provide to the Contracting Officer in determining Past Performance?

Answer: Past Performance Survey Process will be conducted by DLA Energy using past assessments from PPIPRS/FAPPIS.

8. Question: Japan has only two grades of gasoline: Regular and Premium. In lieu of ASTM D4814 we would like to offer for the MUM, the same Japan Regular/Grade 2 (Unleaded) DLA has received for the past decade. The Solicitation indicates the required Waiver must be granted post-Award. Please confirm.

Answer: Confirmed, product being solicited is Gasoline, Regular Unleaded (MUR) and Gasoline, Mid, UNL (MUM)

9. Question: Can a NON U.S. Bank be used for payment?

Answer: Yes, by completing and submitting the G.907-5 form contained in the offer submission package.
