1. Solicitation SPE600-14-R-0514 is hereby reopened for the period of January 30, 2015 through February 06, 2015 NOT LATER THAN 9:00 AM, LOCAL TIME, FT. BELVOIR, VA.

2. This amendment is hereby issued under the above mentioned solicitation to revise Contract Provision B-0001-B34.01 -- SERVICES TO BE FURNISHED AND PRICES (DLA ENERGY FEB 1991) paragraph (a) Line Item 0001:

OCONUS GOCO storage service to read as follows:

LINE ITEM 0001: OCONUS GOCO Storage Services, V20000038: (FIRM-FIXED PRICE) The Contractor shall operate and maintain the Government-owned bulk fuel facilities in accordance with the Performance Work Statement, Section C, and all other terms and conditions set forth herein, for the period * November 01, 2015 through October 31, 2019. The offered price under CLIN 0001 should include all costs associated with operating and maintaining the Government-Owned Bulk Fuel Facility to include operating the facility outside of the standard hours as identified in Appendix E, and performing maintenance as required by Sections C-5.4 and C-5.4.1 through C-5.4.4 of the Performance Work Statement.

* The resulting contract will have a four (4) year period of performance. All references to the period of performance are hereby revised to reflect the following dates: November 01, 2015 through October 31, 2019.

3. FAR 52.212-2 -- EVALUATION -- COMMERCIAL ITEMS (JAN 1999): FACTOR 3: PRICE has been revised to read as follows:

FACTOR 3: PRICE: The Government will evaluate the Offeror’s price proposal by multiplying the monthly service charge offered in Line Item 0001 of the schedule by forty eight (48) months. In accordance with FAR 52.217-8, Option to Extend Services, the Government has the unilateral right to extend any resulting contract upon the same terms and conditions for a total of no more than six months. To account for the option period(s) possible under 52.217-8 (maximum of six months), Option to Extend Services, the Government will evaluate the option to extend by adding six months of the Offeror’s performance period price to the Offeror’s total price. This resulting amount will be the total evaluated price for Line Item 0001. The Government may choose to exercise the Option to Extend Services at the end of the performance period. The price will be evaluated for completeness and reasonableness using the techniques in FAR 15.404- 1(b)(2). No adjectival ratings will be used to evaluate Price. The six one month extensions will be evaluated during contract negotiations.

4. To provide responses to offerors questions in regard to the removal of the cost reimbursable CLINs as follows:

Q1. PWS Section C-5.3 states that “testing will be performed at either a commercial or military laboratory approved by the Quality Assurance Representative”. Further, “Additional sampling/testing may be required as determined by the COR”. How will this cost be funded now that the reimbursable CLINs are removed?

A1. All costs for sampling and testing, to include shipping, will be the responsibility of the contractor under CLIN 0001 services.

Q2. PWS C-5.8 states that “Training for FMD 8.0 will be funded by DLA Energy. This includes transportation and lodging only”. Will this be handled via a contract modification since there are no more reimbursable CLINs?

A2. If needed, the cost will be funded via contract modification.

Q3. PWS C-5.1.4 states “In case of automated fuel service station failure, manual fuel issues may be required on an emergency basis”. How will this be funded now that the reimbursable CLINs are removed?

A3. Maintenance on the system to prevent failure is the responsibility of the contractor. Manual operation of the system in the event of a failure will also be the responsibility of the contractor.

Q4. In light of the removal of all reimbursable CLINs, how is after hour support handled going forward.
