2) QUESTION AND ANSWER REGARDING PAST PERFORMANCE QUESTIONNAIRES:

a. If a contractor/offeror has recently submitted past performance questionnaires on a previous DLA-Energy solicitation, can the contractor submit the name of the contract specialist and solicitation information for the questionnaires just completed and received by the local CORs since it has been less than one year?

All Past Performance Questionnaires must be submitted in accordance with the instructions provided in the solicitation.

b. If we are using the same Past Performance References/Questionnaires for multiple solicitations, do we have to send out multiple questionnaires, get them filled in multiple times by the same POC, and then sent to the respective Contracting Specialists, or can we have them done once and reference all three solicitations?

Each Solicitation is a separate requirement and must be treated as such. Please respond to the solicitation according to Addendum 52-212-01 Instructions to Offerors – Commercial Items.

c. Is it required to fill in and submit with the proposal Section K or our entire SAM.gov record in addition to the OSP? If so, is it sufficient to complete and submit 52.212-03 paragraph (b) (2)?

Please follow the instructions to Offerors as listed in Addendum 52.212-01 Instruction to Offerors – Commercial Items.

d. Will the Government consider extending the due date for questions by at least a day, and extend the due date for proposals sufficiently so Q&As can be thoroughly analyzed after they are posted and the proposals edited accordingly, if Q&As make it necessary?

There are no plans to extend the closing date at this time.

e. Can the OSP and Technical/Management proposal originals be submitted in one binder as long as they are clearly delineated and tabbed?

Yes, only the original OSP and the original Technical/Management proposal may be submitted in one binder as long as they are clearly delineated and tabbed.

f. Section L-0002 L.2.11-4 is included in all the RFP, but doesn’t state that the emailed proposal has to be followed with a hardcopy submission. Are email proposals without hardcopy submissions accepted?

No, all e-mailed proposals must be followed up with a hardcopy no later than five business days after solicitation closing, as referenced in the OSP Additional Instructions for All Prospective Offerors paragraph C.

g. Is the past performance information part of the technical proposal and counted against the 50-page limit?

No, the past performance information is not part of the technical proposal nor counted against the 50-page limit.

h. Past Performance states that the Past Performance Experience Questionnaire shall be made part of the offeror’s Past Performance submission. As an attachment, there is a Contractor Performance Assessment Input Form. This is to be filled out by the appropriate Government Personnel and then sent on directly to the respective Contracting Specialist. There is no Past Performance Experience Questionnaire as part of the RFP, and if the Contractor Performance Assessment Input Form is meant, then how should we include it in the proposal when it is to be sent directly to the Contracting Specialist?

The Past Performance Experience Questionnaire, entitled Contractor Performance Assessment Input Form, should be submitted in accordance with Addendum to FAR 52.212-01 Instructions to Offerors – Commercial Items. It should be noted that Past Performance Experience Questionnaires are not exclusive to Government personnel and Government contracts only, therefore, an offeror may use another POC under any contract providing this type of service.

i. Appendix I Final Governing Standards was not attached as a separate document to _www.fbo.gov. Will the Government please supply these documents as a separate attachment?

Appendix I, Final Governing Standards, was included as an attachment within the PWS document on Fedbizopps.
