Wright-Patterson Offeror’s Questions Wright-Patterson AFB, OH Natural Gas, Water, and Wastewater

Set 6 - Questions from Offerors

1. Question: What are sizes of water mains in distribution system? This information cannot be located in Table 1 of Attachment JA3, or in the technical library. If not available in technical library is the information available on old record drawings?

Government Response: The sizes of the water mains in the distribution system are provided in Section JA3.2.1.2, Table 1 of Attachment JA3, dated 08 August 2013, and uploaded in FedBizOpps.

2. Question: May we obtain the CAD files for the water distribution system piping and sewer system piping shown in the Technical Library drawings? Piping sizes may be embedded in a separate layer of these files.

Government Response: All pertinent CAD levels were active for the production of the information included in the Technical Library. Additionally, the sizes of the water mains in the distribution system are provided in Section JA3.2.1.2, Table 1 of Attachment JA3, and the sizes of the sewer mains in the distribution system are provided in Section JA4.2.1.2, Table 1 of Attachment JA4; both dated 08 August 2013. Reference Government response to Question 1 of this document.

3. Question: What is cause of the significant increase in water consumption in Area A that occurred from 2009‐2011 as shown in Questions & Answers Set 2, Question 36?

Government Response: Available information indicates that the difference in demand can be contributed to Air Force Mission changes, but it is assumed that most of the difference is due to indeterminable leaks in the water distribution system.

4. Question: What is the annual public water system (PWS) fee paid to Ohio EPA?

Government Response: For year 2013, the annual fee for Area A, PWS #2903412, is $919.68.

The annual fee for Area B, PWS #2903312, is $1,046.40. There is an additional PWS fee for the Warfighter Training Area which is currently estimated at approximately $500.00 annually.

5. Question: Table 1 of Attachment JA3 indicates that the three chlorination buildings are 587 sf and the three fluoride buildings are 933 sf, yet both building styles are prefabricated, approximately 8’ by 12’, which would be about 100 sf each. Please clarify apparent discrepancy.

Government Response: The corrected areas are as follows:

• Area A - System 1:

o chlorination building: 70 sf o fluoride building: 112 sf

• Area A - System 2:

o chlorination building: 80 sf o fluoride building: 112 sf

• Area B - System 1:

o chlorination building 80 sf o fluoride building: 112 sf

An updated Section JA3 will be posted on FedBizOpps as an amendment to this solicitation.

6. Question: Attachment JA3 in paragraph one of the Water Distribution section, it is stated that the average depth of distribution lines is considered to be eight feet. Is this accurate? What is the minimum depth requirement for future water mains?

Government Response: The average depth of eight (8) feet is considered to be a best approximation based on recorded information. The minimum cover can be found in the Base Facility Standards (BFS) located in the Technical Library.

7. Question: What has been the frequency of removal of the materials from the oil/water separators, the grease traps, and the sediment traps?

Government Response: Generally, the frequency of removal of the materials from the oil/water separators and the sediment traps is once a year. The grease traps are serviced on a rotating schedule; ranging from once a month to every three months.

Please note that four of the oil/water separators listed in the wastewater inventory in Section JA4 will not be included in the privatization solicitation. Please refer to Government response to Question 3 of Set 4, posted on FedBizOpps. An updated Section JA4 will be posted on FedBizOpps as an amendment to this solicitation.

8. Question: In the RFP in Section L.3.5 “Pages and Typing”, 2nd paragraph, 4th sentence (RFP page 77 of 99) reads: “Use 1‐inch margins on the top, bottom, and sides.” QUESTION: Can header and footer information (i.e. page numbers, section titles/numbers, etc.) fall outside of the 1‐inch margin requirement as long as response text to the RFP falls within the 1‐margin requirement?

Government Response: The 1-inch margin requirement applies to the text / body of the proposal. The header and footer may be within the 1-inch margin.

9. Question: The Price Data Sheet 6 shown in the RFP indicates data is to be in terms of constant 2014 dollars. However, we anticipate that the contract would likely go into effect in FY 2015. Is it acceptable if we submit Price Data Sheet 6 in terms of constant 2015 dollars?

Government Response: Please submit the proposal in accordance with the requirements outlined in the RFP.

10. Question: Does the Government have established guidelines or specifications for building construction or architectural style that would be required for a new Operations and Maintenance Building on the Base? For example, would a pre‐engineered metal building with sloped roof be acceptable?

Government Response: Guidelines and specifications for building construction and architectural style can be found in the Base Facility Standards (BFS) located in the Technical Library.
