About this file

This document is a Questions and Answers (Q&A) file for a Defense Logistics Agency (DLA) Troop Support Maintenance, Repair, and Operations (MRO) Tailored Logistics Support (TLS) contract opportunity. The solicitation (SPE5B1-25-R-0002) will competitively award multiple firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contracts across three geographic zones: Zone 1 (Europe North of the Alps), Zone 2 (Europe South of the Alps/Mediterranean Countries), and Zone 3 (Africa). Key details include a planned RFP release on SAM.gov on or after June 15, 2025, with a proposal response date of July 30, 2025, and a pre-proposal conference tentatively scheduled for July 9, 2025 (likely virtual).

The contract will support MRO requirements for EUCOM and AFRICOM Areas of Responsibility, covering commercial items such as HVAC supplies, plumbing fixtures, electrical products, tools, construction supplies, prefabricated structures, utility vehicles, perimeter security items, and communication devices. Notably, DLA intends to award a single TLS Prime Vendor contract for each zone with a five-year ordering period, and the awardee of Zone 1 will be excluded from competing in Zones 2 and 3. Proposals must be submitted in five volumes, including technical, past performance, local sourcing, price, and administrative documentation, with specific formatting requirements and submission guidelines for each zone.

1) Q: Could you please confirm that, as stated in the announcement, the formal Request for Proposal (RFP) will be posted on the Government Point of Entry (SAM.gov) on or after June 15, 2025?

DLA Response: Correct

2) Q: Regarding the Proposal Response Date indicated in the source draft RFP as July 17, 2025, could you confirm whether this is a tentative date and subject to change upon the formal release of the RFP?

DLA Response: The Proposal Response Date will be 45 days from the date the Request for Proposals (RFP) document is issued on SAM.gov. The indicated Proposal Response Date has been amended in the draft solicitation attachment to July 30, 2025. This date is subject to change upon publication of the finalized RFP.

3. Could you confirm that the deadline to submit clarification questions during the Pre-Solicitation phase is June 15, 2025?

DLA Response: Correct.

4. The existing presolicitation does not include any material lists. Will you be posting the list as a solictation or an ammendment?

DLA Response: A draft Price Evaluation List (PEL) was added as an attachment to the Synopsis announcement on May 22, 2025. This draft is subject to change. The full list of attachments will be posted with the finalized RFP on or after June 15, 2025.

5. Reference: Page 9, Draft RFP – Section 17 “Proposals MUST BE prepared and submitted in five (5) volumes in accordance with the Addendum to FAR 52.212-1, section entitled: SPECIAL INSTRUCTIONS FOR THE SUBMISSION OF PROPOSAL INFORMATION. Volume I shall consist of the Technical Proposal, which must be devoid of any reference to cost or price. Volume II shall consist of the Past Performance Proposal, Volume III shall consist of the Local Sourcing Proposal, Volume IV shall consist of the Price Proposal in the format provided on the PEL list, and Volume V shall consist of the offeror’s signed copies of the SF 1449, Solicitation, and any Amendments issued, along with the offeror’s completed fill-ins and certifications as required by the Solicitation. The Addendums to the above-cited FAR 52.212-1 and 52.212-2 provisions provide instructions on the preparation and evaluation of proposals.”

Clarification Request:

If an offeror intends to submit a proposal for multiple zones, is it acceptable to submit a single Volume I (Technical Proposal) and a single Volume II (Past Performance Proposal) to cover all zones, or is a separate set of these volumes required for each zone?

DLA Response: The Government’s intent is to require a separate set of these proposal volumes for each zone, even if an offeror is bidding on multiple zones. Although the zones are being solicited under the same RFP, each of the three zones represent a separate and individual contract that will be awarded. Proposal submissions must include all volumes of proposal requirements for each zone being offered on. This will be further clarified in the finalized RFP document.

6. Are there any updates or additional details regarding the upcoming pre-proposal conference scheduled for July 9, 2025, MRO TLS opportunity that may not yet be reflected on SAM.gov. Specifically, could you please confirm whether the conference will be held virtually or in person?

DLA Response: The pre-proposal conference is tentatively scheduled for July 9, 2025. Shortly after the RFP is published, an announcement will be posted on SAM.gov with the definitive pre-proposal conference date and RSVP information. DLA’s intent is to hold the conference virtually.

7. As the Draft RFP states, "the offeror shall provide performance records for no more than three contracts/accounts", will the government accept a contract with multiple task orders awarded under the contract as a single performance record?

DLA Response: The performance records will be based off of vendor performance at the contract level not at the task order level.

8. Bulgaria and Georgia mentioned as part of the North of the Alps. Bulgaria and Georgia are located south of the Alps and are normally considered as part of the southern European continent. Will the Government make change to move Bulgaria and Georgia from Zone 1 to Zone 2?

DLA Response: North of the Alps is used as a general term to describe the zones. Based on current demand, the work in Bulgaria and Georgia ties in closely with other countries included and Zone 1. Bulgaria and Georgia will remain in Zone 1.

9. May the government confirm if Proposals for Volumes II-IV are also limited to double-spaced font and must be in a minimum size 12 font that is easily readable (i.e. Times New Roman, Arial, etc)?

DLA Response: The intent is for the volumes to follow these guidelines. The Past Performance Volume will include a draft template for offerors to use. The solicitation will provide specific requirements for the format of the volumes.

10. The Draft RFP references Attachment 1 Statement of Work. May the government please provide this attachment?

DLA Response: The Statement of Work will be provided when the solicitation is posted.

11. The Draft Solicitation states: "The solicitation will be issued as a negotiated acquisition under full and open competition for all zones; offerors may submit proposals for all zones. The Government intends to solicit and award a single IDIQ contract for each zone, however, in order to maintain capabilities in the regions, and consequently reduce the risk of mission failure in response to a single vendor’s potential business failure, the awardee for Zone 1 Europe – North of the Alps is excluded from all other zones; however, the same vendor may compete and be awarded for Zone 2 Europe – South of the Alps/Mediterranean Countries and Zone 3 – Africa. In accordance with (IAW) the SSP, the Government will make selection for award of Zone 1 first, Zone 3 second, and Zone 2 last, ensuring that each award is independently competed among all viable vendors, and the best value for the Government is chosen for each zone. Any resultant contracts shall have a five-year ordering period and no options". Therefore, if DLA awards Zone 1 first, is Zone 1 awardee automatically excluded from competing on Zone 2 & 3?

DLA Response: Yes, the Government will award Zone 1 first, and the awardee of Zone 1 will be excluded from competing on Zone 2 or 3.

12. The Draft RFP states, "... A rush delivery is considered to be delivered as air freight within 3 days of order and a standard delivery is considered to be a ground and/or sea delivery within 60 days of order...". However, an earlier page of the Draft RFP states, "The Contractor will be required to arrange for distribution of such items within thirty days’ notice of the respective requirements". Therefore, may the government clarify if deliveries are 30 days or 60 days?

DLA Response: The intent is for the arrangement for distributions to refer to the general process of the Contractor receiving requirements from the Customer and submitting a delivery order for approval; this is different than delivery time of an order. The statement regarding a standard delivery of 60 days is a timeline used only for the evaluation process to provide context for the transportation and delivery portion of the proposal.
