About this file

This document is a Questions and Answers (Q&A) file for a Defense Logistics Agency (DLA) Troop Support Europe & Africa solicitation for Maintenance, Repair, and Operations (MRO) Tailored Logistics Support (TLS) contract. The solicitation (SPE5B1-25-R-0002) covers MRO products and incidental services for EUCOM and AFRICOM regions, subdivided into three geographical zones: Europe North of the Alps, Europe South of the Alps/Mediterranean Countries, and Africa. Key dates include a draft RFP posting on SAM.gov on or after June 15, 2025, with a proposed proposal response date of July 30, 2025, subject to change. The contract will be a full and open competition, with the government intending to award a single TLS Prime Vendor contract for each zone, each having a five-year ordering period without option years.

The solicitation encompasses a broad range of commercial items for facility maintenance, including HVAC supplies, plumbing fixtures, electrical products, tools, construction supplies, prefabricated structures, utility vehicles, perimeter security items, and communication devices. This is a follow-on procurement replacing previous contracts (SPE5B1-21-D-0002, SPE5B1-21-D-0003, and SPE5B1-21-D-0004). Interested vendors are advised to self-register on SAM.gov for notifications and can contact Capt Haley Spletzer, Devin Gorohoff, and Ryan Piecyk with questions. The contract is unrestricted, and potential offerors should note that proposal preparation costs are not reimbursable.
