Amendment 0002 is hereby organized as follows:

A. Notices B. Questions submitted by interested parties and the Government’s responses.

A. Notices

• A revised Solicitation reflecting the new pricing strategy for the European Region is being provided as part of this amendment. Other revisions from Amendment 0001 are also incorporated into the revised solicitation for clarity.

• A revised Attachment 1, 2, 3, and 4 are being provided as part of this amendment. Offerors are to use the revised Attachments for the Volume II Price Proposal on Page 62 of the Solicitation.

B. The following are questions submitted by interested parties and the Government’s responses.

An offeror’s question may not appear in the exact wording or format submitted due to consolidation of questions.

1. Question: What, if anything, triggers EDI 864, if no changes occur following EDI 850?

Answer: To clarify EDI 850 does not exist. The transaction being referred to in this question is EDI 855 – Purchase Order. As stated on page 42, 3. DLA Troop Support Europe and Africa will approve/ disapprove orders in the KO Portal. The TLS PV is not authorized to perform until the order is approved. The TLS PV will be notified of success or problems via the EDI 864 transaction. The 864 is a multi-purpose transaction used for approval, disapproval, rejection and clarification.

2. Question: Will Transportation cost be part of the initial EDI 850 issued to the contractor, based on a prior transportation estimate from the contractor to DLA? Or will transportation estimate be approved after EDI 850 issuance, as a PO change requested by the contractor via EDI 865 and approved by DLA via EDI 864?

Answer: To clarify EDI 850 does not exist. The transaction being referred to in this question is EDI 855 – Purchase Order. Please refer to page 41 a) 1, “Information Technology (IT)/Order Receipt Processing”, Order-Flow, for guidance.

3. Question: RFP page 81 says that “an offeror shall complete only paragraph B of this provision if the offeror has completed the annual representations and certifications electronically…” Paragraph B, on page 84, however, does not contain a space for signature certifying that we have completed the annual representations and certifications. May we submit a letter from our contracts officer attesting to the fact that our representations and certifications have been filed electronically and are up to date. If this is not acceptable, please advise where to sign, or would you prefer to see a printout of our current registration in SAM.

Answer: As stated in page 80 of the attached revised solicitation, at FAR 52.212-3(b)(2),(pgs. 84- 85 of the initial solicitation) “After reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.” As stated on page 58 of the attached revised solicitation, Addendum to FAR 52.212-2, (8) paragraph (I)(1)(d), the offeror is required to provide completed copies of FAR 52.212-3 in the Volume III, Other proposal.
