This document contains a Questions and Answers (Q&A) file for a Defense Logistics Agency (DLA) Troop Support Subsistence Prime Vendor (SPV) solicitation for food distribution services in Korea. The solicitation is a 100% Small Business Set-Aside contract with a maximum dollar value of $435,000,000, covering a full line of food, beverage, non-food, and Government Furnished Material (GFM) items for military dining facilities.
Key details include requirements for the Prime Vendor to: source local market ready items, maintain Battle Pack inventory, handle operational rations, distribute products across multiple locations, and manufacture at least 50% of contract value items from small businesses. The contract involves complex logistics such as inventory management, transportation, and potential airlifts for hard-to-source items. Notable provisions cover delivery specifications, warehouse management, packaging requirements, and flexible terms to accommodate fluctuating military personnel strengths. QUESTION 1
"We have identified a significant change in the terms for inventory transfer compared to the previous Solicitation SPE30019R0076. The specific change is the shift in responsibility for transporting the incumbent's inventory. SPE30019R0076 indicates new prime vendor shall pick-up products (costs borne by New Prime Vendor), while SPE30025R0061 states incumbent prime vendor shall deliver those products (costs shifted to Incumbent Prime Vendor).
Request that DLA issue an Amendment to Solicitation SPE30025R0061 to either:
a) Revert the inventory transportation terms to those of the previous Solicitation (New Prime Vendor Pick-up), OR
b) Clarify how the Incumbent Prime Vendor(s) will be compensated for the substantial and now-required delivery costs, ensuring that this burden does not compromise the fairness of the competition."
ANSWER 1
The Statement of Work (page 43) is updated, via Amendment 0001, to the solicitation. The incumbent Prime Vendor will receive 100% of its distribution price for delivery of this product to the new Prime Vendor’s warehouse(s). The incumbent Prime Vendor will receive 100% of its distribution price for GFM for delivery of this GFM to the new Prime Vendor’s warehouse(s).
QUESTION 2
Request that the Solicitation be amended to reflect any anticipated financial outlook revisions and disclose any anticipated revenue reduction associated with the recently implemented USFK Tour Normalization Policy (3-2-1 Tour System), which took effect on October 1, 2025, and is expected to be fully implemented around June 2027?
ANSWER 2
Currently no impact on DFAC operations/demand is being reported. Future impact on DFAC operations/demand is unknown. USFK Tour Normalization Policy (Korea 3-2-1) is the updated tour model for U.S. military personnel assigned to the Republic of Korea. Beginning with new assignments in Fiscal Year 2026, this policy increases standard tour lengths to 24 months (previously 12 months) for unaccompanied tours and 36 months (previously 24 months) for accompanied tours with dependents. The USFK Tour Normalization Policy does not increase the number of Service Members in theater.
The maximum dollar value will be $435,000,000.00 inclusive of all tiered pricing periods and surge requirements. The guaranteed minimum for the entire contract will be ten percent (10%) of the estimated dollar value, which equates to $21,750,000.00. The Government’s legal obligation under this contract shall only be for that guaranteed minimum and will be satisfied once purchases for that amount have been made.
Solicitation estimates are subject to be increased or decreased based on the actual conditions on the ground.
The Prime Vendor should be aware that projected feeding strengths at each military location are subject to fluctuations based on a variety of factors, i.e., seasonal increases/decreases in personnel, surges in personnel during training exercises or crisis situations, or troop transfers, etc. As previously described, any projections are estimates provided as guidance to the Prime Vendor to assist in its supply chain management. The Government will use its best efforts to ensure the accuracy of any information provided, but in no way warrants or represents as to the accuracy of that information as to be liable for such information.
QUESTION 3
Based on our review of the Battle Pack clause, is the following understanding of the Battle Pack clause correct:
1. The Government will issue a defined catalog of approximately 150 Battle Pack items, consisting of both existing and newly added catalog items.
2. When DLA or USFK orders a specific combination of Battle Packs, the Prime Vendor will assemble the packs using items drawn from the approved DLA Battle Pack catalog.
3. The Prime Vendor will use its own packing and assembly materials (e.g., outer cartons, inner boxes, dividers, wrapping, labels, and other packaging components) necessary to complete and prepare the Battle Packs for delivery or deployment.
4. The distribution price applicable to each Battle Pack will follow the same category-based distribution rates (Dry, Chill, Frozen, etc.) as outlined in the solicitation, applied proportionally to the number of cases in each category.
ANSWER 3
In reference to #1: DLA will provide the list of existing cataloged items which are to make up the Battle Pack.
In reference to #2: Yes.
In reference to #3: Besides the requirements listed in the Statement of Work (beginning on page
79) Section VII. Inventory, Warehouse Management and Office Space, Subsection B. Battle Packs, paragraphs 3 through 15, Battle Pack orders are the same as other orders.
See Statement of Work (beginning on page 110) Section X. Packaging, Packing and Labeling, Statement of Work (beginning on page 113) Section XI. Markings, Statement of Work (beginning on page 115) Section XII. Palletization, and Statement of Work (beginning on page
117) Section XIV. Delivery, Title, Order, and Order Fill Rates, Subsection A. Customer Deliveries.
4. In reference to #4: There is no distinct distribution category for storing, maintaining, and preparing Battle Packs. The distribution categories listed on page 50 of this document are the only method for the Prime Vendor to be compensated for all aspects of storing, maintaining and preparing this subset of items. The catalog items within a Battle Pack shall be priced, per item, in accordance with the Economic Price Adjustment (EPA) language. The Prime Vendor will not be compensated for these items until an order is placed, and the items are delivered.
QUESTION 4
Are any other specific requirements or documentation—such as labeling standards, packaging configurations, or quality assurance procedures—that should be considered for the Battle Pack assembly process?
ANSWER 4
No. Besides the requirements listed in the Statement of Work (beginning on page 79) Section VII.
QUESTION 5
Is an SPV the only company that should do only this business?
ANSWER 5
The Defense Logistics Agency-Troop Support (DLA-Troop Support) intends to enter into a Fixed Price Indefinite Delivery Indefinite Quantity Contract (IDIQ), with Economic Price Adjustment (EPA), with a full line food distributor who will act as a Prime Vendor responsible for the supply and delivery of semi-perishable and perishable food items as well as non-food Food Service Operating Supply (FSOS) items.
QUESTION 6
Based on the instructions, the new SPV should buy things possessed by the current SPV. If it is a must, it is necessary to meet the company and figure out what should be bought from them. So I would like to know if you can provide contacts of the current SPV?
ANSWER 6
Refer to https://www.dla.mil/Troop-Support/Subsistence/Food-Services/Contract-Search/ for public information related to all Subsistence Prime Vendor (SPV) contracts and solicitations.
The active Contract Number is SPE300-22-D-4098.
QUESTION 7
Global Positioning System (Page 71) states "The Prime Vendor’s GPS shall interface with the US Military’s RF-ITV system as XML data, transmitted over a secure internet connection (HTTPS).
This information will be in the form of an asynchronous transmission from the Prime Vendor to RF-ITV and corresponding acknowledgement of received data from RF-ITV to Prime Vendor."
Will the Government provide the specific XML data schema, message format, and transmission endpoint (URL/IP) required for integration with the RF-ITV system?
ANSWER 7
The Statement of Work (beginning on page 71) is updated, via Amendment 0001, to the solicitation. Section V. Transportation, Subsection G. Global Positioning System has been removed.

QUESTION 10
Battle Packs (Page 78-80) states "The solicitation clause 10 (REPLENISHMENT) states that, subsequent to the delivery of a Battle Pack, the Prime Vendor shall replenish stock within thirty
(30) calendar days and be ready to make another Battle Pack delivery at that time."
Given the OCONUS location of the Prime Vendor warehouse, replenishment of product within 30 days cannot realistically be achieved through normal seaborne shipments due to transit and customs clearance timelines.
Could the Government please clarify whether:
1. The 30-day replenishment requirement assumes replenishment by air shipment, and
2. If so, whether the incremental airfreight cost required to meet this schedule will be reimbursed separately by the Government, or if the offeror is expected to include potential airlift expenses in the distribution price?
ANSWER 10
The Statement of Work (page 80) is updated, via Amendment 0001, to the solicitation.
REPLENISHMENT: Subsequent to the delivery of a Battle Pack, the Prime Vendor shall replenish stock within sixty (60) calendar days and, therefore, be ready to make another Battle Pack delivery at that time.
QUESTION 11
If there are no Battle Pack orders for an extended period of time (e.g., over six months) and certain Battle Pack inventory items approach their shelf-life expiration, will DLA issue Battle Pack orders to help deplete aging inventory before expiration?
ANSWER 11
The Statement of Work (page 79) is updated, via Amendment 0001, to the solicitation. A Battle Pack is a defined list of existing cataloged items.
See Statement of Work (beginning on page 77) Section VII. Inventory, Warehouse Management and Office Space Subsection A. Warehouse Management.
Ultimately, the Prime Vendor is responsible for ensuring that its supply chain management is sufficiently executed and managed to meet the specific requirements contained in this solicitation. This includes product movement procedures, inventory rotation methods, quality assurance positions, open date of pack labeling procedures, and shelf-life procedures. The Prime Vendor will be responsible for stocking, at a minimum, any item that has a ten (10) case average monthly requirement. However, there may be instances when the Prime Vendor will be required to source items that do not meet this monthly case level.
QUESTION 12
Government Furnished Material - Operational Rations (Page 80-82) states "Pallet spaces for operational rations are American sized pallet spaces (48 x 40 inches). Estimated GFM distribution quantities are identified on the schedule of items. The Prime Vendor’s costs for GFM storage, distribution, re-work, and re-labeling shall be included in the Distribution Price for GFM, distribution categories 16, 17, 18, and 19. These costs shall not be separately billed by the Prime Vendor. When the product is ordered by the customer and delivered by the Prime Vendor, invoicing and payment will occur."
Is there a defined time limit for how long Government-Furnished Material (Operational Rations, OPRATS) may be stored at the Prime Vendor’s warehouse before they are ordered and distributed to customers?
ANSWER 12
No. There is not a defined time limit for how long Government-Furnished Material (Operational Rations, OPRATS) may be stored as the Prime Vendor's warehouse location before they are ordered and distributed to customers.
See Statement of Work (beginning on page 77) Section VII. Inventory, Warehouse Management and Office Space, Subsection A. Warehouse Management and Subsection C. Government Furnished Material – Operational Rations.
The Prime Vendor will be required to perform supply chain and warehouse management functions and to position a full line of food, beverage, non-food, and Government Furnished Material (GFM) items into its warehouse(s). The Prime Vendor has responsibility for all supply chain management. In regard to GFM, the military theater food adviser shall recommend the time to reorder and the respective replenishing amounts.
QUESTION 13
How will the Government compensate the Prime Vendor for the storage of OPRATS?
If there is no separate payment for warehousing or storage, is the Prime Vendor expected to include indefinite storage costs within the Distribution Price without knowing how long the OPRATS will remain in inventory?
In that case, will the Government consider establishing a separate Distribution Fee Category in the solicitation to specifically cover OPRATS storage costs?
ANSWER 13
All costs associated with OPRATS are to be included in the following Distribution Categories:
13 Disposal (Incl. Trans; Approved at the Contracting Officer’s Discretion) 16 GFM Inspection, Storage, Rework, Relabel, Distribution, Dry (Single Case/Box) CS
17 GFM Inspection, Storage, Rework, Relabel, Distribution, Dry (2 Cases per Module) EA = 2 cases
18 GFM Inspection, Storage, Rework, Relabel, Distribution, Dry (3 Cases per Module) EA = 3 cases
19 GFM Inspection, Storage, Rework, Relabel, Distribution, FZN CS
QUESTION 14
Security Measures / Force Protection (Page 85) states "When split/consolidated deliveries are authorized, the delivery vehicles are required to be sealed after each delivery point. The Prime Vendor shall be responsible for providing the seals and seal number to the installation 72 hours prior to the scheduled delivery. The military liaison or designated representative at the drop-off point shall be responsible for re-sealing the delivery vehicle with the new seal and annotating the number on the delivery ticket. Under no circumstances will drivers reseal delivery vehicle or complete the associated paperwork. Split/consolidated deliveries made in conditions other than those cited above are subject to be rejected by the customer." Current practice is to supply additional seals directly to DFAC managers when delivery is made, so that they can reseal the vehicle after opening it to receive their portion of the delivery. This process has proven to be efficient, secure, and operationally practical, especially when deliveries are made to multiple facilities on one route.
Request the Government consider revising the clause to allow the Prime Vendor to provide additional seals in advance or at the time of delivery to DFAC or site managers for resealing purposes, while still maintaining proper seal number control and accountability?
ANSWER 14
The Statement of Work (page 85) is updated, via Amendment 0001, to the solicitation. When split/consolidated deliveries are authorized, the delivery vehicles are required to be sealed after each delivery point. The Prime Vendor shall be responsible for providing the seals and seal number to the installation in advance or at time of the scheduled delivery. The military liaison or designated representative at the drop-off point shall be responsible for re-sealing the delivery vehicle with the new seal and annotating the number on the delivery ticket. Under no circumstances will drivers reseal delivery vehicle or complete the associated paperwork.
Split/consolidated deliveries made in conditions other than those cited above are subject to be rejected by the customer.
QUESTION 15
Uniforms (Page 91) states "The Prime Vendor shall provide Interceptor Body Armor (“IBA”) and gear/uniforms (Nomex suit and gloves or equivalent) for Protective Security Detachment (“PSD”) and Convoy Escort Team (“CET”) members only. PSDs are required to wear professional attire, however logo t-shirts are prohibited unless part of a company’s issued uniform."
Please clarify who is responsible for providing the PSD and CET personnel - are these teams to be furnished by the Prime Vendor (through contractor or subcontracted resources), or will they be provided by the Government or military organizations such as DLA or USFK?
ANSWER 15
The Statement of Work (on page 91) is updated, via Amendment 0001, to the solicitation. The following has been removed:
“The Prime Vendor shall provide Interceptor Body Armor (“IBA”) and gear/uniforms (Nomex suit and gloves or equivalent) for Protective Security Detachment (“PSD”) and Convoy Escort Team (“CET”) members only. PSDs are required to wear professional attire, however logo t-shirts are prohibited unless part of a company’s issued uniform.”

QUESTION 30
Pricing Worksheet – GFM – In the Distribution Worksheet tab, Categories 17, 18, and 19 all have qty of 100 each per category while these items show zero quantities in the Current Catalog tab.
Can DLA provide appropriate quantities for the UGR-A items listed in the Current Catalog tab and also adjust the quantities in the distribution worksheet to match the quantities in the Current Catalog tab?
ANSWER 30
Current Catalog tab, Distribution Categories 17, 18, and 19 show zero quantities because the current catalog does not have items in these Distribution Categories.
The quantity of 100 each per Distribution Category 17, 18, and 19 on the Distribution Worksheet tab is an estimate.
See Statement of Work (beginning on page 81) Section VII. Inventory, Warehouse Management and Office Space, Subsection C. Government Furnished material – Operational Rations.
At times, it may be necessary for GFM to be located in the Prime Vendor’s commercial warehouse. GFM may only be stored at the commercial warehouse if directed by the Contracting Officer. The Prime Vendor will bear the risk of loss or damages for the supplies warehoused in the Prime Vendor’s commercial warehouse due to negligence of the Prime Vendor.
The Prime Vendor must have the capability to receive, store, distribute, perform open case inspections, perform open case re-work, label, re-label, dispose, and account for GFM type items such as Operational Ration Type items as described below. The U.S. Government reserves the right to modify the type of GFM and/or add other types of GFM to be stored and accounted for by the Prime Vendor to include traditional line item-A type items.
See also Statement of Work (beginning on page 117) Section XIV. Delivery, Title, Orders, and Order Fill Rates, Subsection A. Customer Deliveries.
The Prime Vendor should be aware that projected feeding strengths at each military location are subject to fluctuations based on a variety of factors; i.e., seasonal increases/decreases in personnel, surges in personnel during training exercises or crisis situations, or troop transfers, etc. As previously described, any projections are estimates provided as guidance to the Prime
Vendor to assist in its supply chain management. The Government will use its best efforts to ensure the accuracy of any information provided, but in no way warrants or represents as to the accuracy of that information as to be liable for such information.

QUESTION 35
Section C-2, Page 51. This section provides for exceptions to the Berry Amendment for sourcing LMR FF&V. For items that cannot be sourced locally please confirm that the vendor can import US#1 product into Korea using DTS for both ocean and air shipments. Please provide a list of NSNs that are approved for ocean and air shipments.
ANSWER 35
See Statement of Work (on page 63) Section IV. Product Sourcing and Pricing, Subsection V.
Transportation. The Prime Vendor will be required to ship the products from the United States using the United States Defense Transportation System (DTS). This includes Stock Numbers in Distribution Categories 15, 20, and 21.
Currently all FF&V items are available in the local market. See Statement of Work (on page 73) Section V. Transportation, Subsection I. Airlifts.
Airlifts to support customer requirements in Korea are not anticipated. The Prime Vendor is required to stock sufficient quantities of product to meet all Korea customer demands. If an item with an established demand is not properly managed by the Prime Vendor, a not-in-stock situation occurs, and the item is projected to be out of stock for more than 21 days, the Prime Vendor will be required to airlift product at its own expense. Furthermore, the Prime Vendor shall provide status of any planned airlift to the Contracting Officer within 48 hours of the NIS situation occurring.
The Contracting Office may authorize DTS and/or commercial airlifts to fulfill customer requirements for short shelf-life, highly perishable items that cannot be sourced in the local market. Airlifts will only be authorized when a local source is not available. Airlift requests must be submitted for approval to the Contracting Officer.
