About this file

This document is a Pre-Proposal Question and Answer (Q&A) for Solicitation SPE300-25-R-0061, a Subsistence Prime Vendor contract for the Republic of Korea, issued by the Defense Logistics Agency (DLA). The Q&A addresses specific details about inventory storage requirements, specifically focusing on the 60-Day Days of Supply (DOS) inventory mandate. The government clarified that Government Furnished Material (GFM) – Operational Rations (OPRATS) storage at the Prime Vendor's commercial warehouse will be on an as-needed basis, dependent on customer requirements, with no current requirement for permanent storage. DLA customers may occasionally request Prime Vendor assistance with short-term storage and distribution of OPRATS throughout the contract period, but the agency maintains alternative storage options in Korea.

SPE300-25-R-0061 Subsistence Prime Vendor Republic of Korea

Pre-Proposal Question and Answer

QUESTION

The solicitation stipulates that the Prime Vendor must maintain a 60-Day Days of Supply (DOS) inventory. Therefore, is it reasonable to interpretate that the "Storage" component within the Distribution Price (Categories 16-19) is intended to cover a similar 60-day pipeline period?

Is there any expectation for the Prime Vendor to store inventory significantly beyond this 60-day window (i.e., long-term strategic stockpiles)?

Can the Government confirm that the "Storage" costs to be included in the Distribution Price are limited to "Pipeline Inventory" consistent with the solicitation’s 60-Day DOS requirement?

ANSWER

Government Furnished Material (GFM) – Operational Rations (OPRATS) storage at the Prime Vendor’s commercial warehouse is anticipated to be on an as-needed basis dependent upon customer requirements. Currently there is no current requirement to permanently store DLA owned GFM OPRATS at the Prime Vendor commercial warehouse(s) as DLA has other storage options in Korea. DLA customers may request Prime Vendor assistance with storage and distribution of OPRATS periodically throughout the contract, however, those instances will be short-term solutions.
