13. INDUSTRY QUESTION: SOW – Page 81 Paragraph V.A.(c) (ii). Catalog product prices must be reflective of the prime vendor’s last receipt price (the price of the stock most recently received into the OCONUS inventory). For all distribution categories, when multiple sources are being utilized and more than one manufacturer’s product is receipted prior to a catalog update, the Contractor shall establish the product price based on the mix of invoices received after the previous changes period. The product price would be derived as follows:
| Supplier A – 30% X $7.60 = $2.28 | |
| Supplier B – 30% X $5.90 = $1.77 |
Supplier C – 30% X $6.30 = $1.89 Product price = $5.94 The calculations only total 90%. Would not 33.3% (instead of 30%) be the appropriate calculating factor to arrive at the right average? Can DLA please confirm how to correctly derive the product price?

Door to door transportation is not available for airlift shipments. The Prime Vendor is responsible for all costs associated with delivery of product to the over-pack facility for every air shipment.”
15. INDUSTRY QUESTION: SOW – Page 135. Regarding special circumstances when FOB Origin terms would apply, can DLA confirm how will this be managed through cataloging/invoicing, without impacting regular sales and distribution prices?

66. INDUSTRY QUESTION: Tab Market Basket item 26, 890501E602407 CORNISH HEN, WHL, FZN, US GRA, 24/23-27 OZ EA, 1/35-41 LB CS. According to the description this is a frozen catch weight item (lbs.) and therefore the DP category should be 4. This is set as DP category 3.Total Annual Quantity Base on Historical UOM is 26.870 units. When cross referencing this in the current catalog this is 26.870 lbs. and the given category there is 4. Believe that the MB category for this line should be changed to 4 or the Total Annual Quantity Base on Historical UOM in the market basket spreadsheet should be adjusted to an amount that does reflect the quantity in cases. Please clarify and provide your valuable input on this.
DLA TROOP SUPPORT RESPONSE: Please refer to Amendment 008, Attachment 2 revised Market Basket.
67. INDUSTRY QUESTION: DP cat#12 CONUS FF&V LB. In relation to the category the following is stated in the contract: If requested by the customer and approved by the Contracting Officer, FF&V items that are unavailable in the Okinawa Local Market or hearty enough to meet shelf-life requirements when delivered to the customer; e.g., red apples, golden/yellow apples, pears, russet potatoes and various specialty FF&V items that are required for holidays, must be purchased by the Prime Vendor from sources within the Continental United States (CONUS) and shipped surface carrier via the Defense Transportation System (DIS). So, this DP is to be used when:
• FF& V items that are unavailable in the Okinawa Local Market
• FF&V in the Okinawa Local Market being hearty enough to meet shelf-life requirements when delivered to the customer
• The examples given are "hard" FF&V items and various specialty FF&V that are required for holidays.
The PV is obliged to ship via DTS (surface) in case items that are not available on the local market, local market FF&V items that are not hearty enough to meet the shelf-life requirements when delivered to the customer and various FF&V items that are required for the holidays. This can therefore be in general any FF&V item and the PV cannot guarantee that all FF&V items purchased in CONUS still have sufficient shelf life or the needed quality standard at the moment of delivery.
(i) Should there therefore be a flying option as well in particular for the FF&V not being classified as "hard" FF&V? If not, who determines whether or not an FF&V product can be shipped ex. CONUS to Okinawa and delivered to final destination in Okinawa?
DLA TROOP SUPPORT RESPONSE: Please refer to page 84, Section V(C), page 98, Section VI(A) paragraph 11, and page 101, Section VI(G) second paragraph, of the Statement of Work.

71. INDUSTRY QUESTION: The current catalogue tab lists the items that were cataloged for customer support as of September 4th 2019. We are aware that it includes the Market Basket items but identifies other items that are most likely to be catalogued by the contractor post award and that is provided for informational purposes only. Even though provided for informational purposes the selected MB items and their volumes out of this tab are the key indicators and driving factors in both product pricing and distribution pricing for final TEP. The TEP of each offerer can be used for informational purposes within DLA TS to benchmark the individual submitted pricing. The data provided is informal but how can this informal data representing circa 50 % in product value, cases and weight but only 83/627 = 13 % of the expected catalogued line items lead to a representative price evaluation and in case needed a best value evaluation when different offeror becoming technical more equal?
To avoid any further deviation from a representative business proposal due to incorrect, limited, or outdated can DLA TS a minimum adhere below requests:
Contrary to other SPV RFQ's issued by DLA TS this one has only provided a listing of the customers in Okinawa and stated that dependent upon the specific customer, deliveries shall average 1 to 3 times per week to each other customer, unless the customer and Prime Vendor agree upon more or less frequent stops.
Can DLA TS provide, as it has in other solicitations, the following that directly impact the business proposal:
| • | Order and delivery frequency per each location; and |
| • | Can total demand in current catalogue be provided on a customer level /location level |
DLA TROOP SUPPORT RESPONSE: Please refer to page 140, Section XV(A), and page 170, General Notes Regarding Submission of Price (Business) Proposal/Pricing (v) of the Statement of Work.
72. INDUSTRY QUESTION:

| • | Can DLA TS confirm that Category QTY are annual quantities for the preceding 12 months? | |
| • | If not, what does this data represent (order or shipped quantities), and over what time period? | |
| • | Can DLA TS confirm that catalog data more than a year old is representative and that historical demands are also representative? |

73. INDUSTRY QUESTION: Confirmation of quantities for NSN# 897001E010068 as well as a clarification on the description that reads: PACIFIC REGION MRE DISTRIBUTION FEE.
