Amendment 0006

1. The following provides answers submitted in reference to the Pre-Proposal questions with a due date of December 12, 2016, 3:00 PM, Philadelphia time. The answers to these questions are provided for clarification purposes only and do not change the requirements in the solicitation.

1. Please confirm that Corsica is a Zone 1 location.

DLA Troop Support Response: Land Based customers in Corsica are part of Zone 1 (see chart in section XIII “Customers” of the Solicitation).

2. Please confirm that Iceland is a Zone 1 location.

DLA Troop Support Response: Land Based customers in Iceland are part of in Zone 1 (see chart in section XIII “Customers” of the Solicitation).

3. Should Iceland also be included in Zone 4?

DLA Troop Support Response: Navy Ships customers in Iceland are included in Zone 4. As noted in the solicitation; The countries listed in Zone 4 represent the current Ports of Call for NAVEUR/NAVAF.

During the life of the contract, Ports of Call maybe added to Zone 4 to service any country list in Zones 1, 2 and 3, at no additional cost to the Government.

4. Please confirm that Syria is a Zone 2 location.

DLA Troop Support Response: Land Based customers in Syria are part of Zone 2 (see chart in section XIII “Customers” of the Solicitation.).

5. Will this solicitation include support for the Central Asian countries: Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan?

DLA Troop Support Response: This solicitation does not include support for the above-referenced Central Asian States (see chart in section XIII “Customers” of the Solicitation).

6. Is DLA able to provide an update on the status of the national beef contract? In the event an award is made prior to the due date of this solicitation, will we be required to submit quotes from the awarded beef vendors?

DLA Troop Support Response: No, DLA cannot provide an update on the status of the national beef contract. Offerors on this acquisition will be advised of any revised submission requirements based on the award of a national contract via amendment to this solicitation.

7. In the solicitation, the item availability section and the WMS section seem to conflict concerning the Days of Stock requirement for items that have more than a 180-day shelf life. Does the 90 Days of Stock requirement apply to all Zones or only Zone 4, with items that have more than 180-day shelf life?

DLA Troop Support Response: The 90 Days of Stock requirement applies to Zone 4 only and is required for items with 181 days of shelf life or more (see Section IV, K “Item Availability”, subsection 3 and Section VII, A “Warehouse Management”, subsection 3).

8. Is there any intent from DLA to award Zone 3 and/or 4 to a Prime Vendor that does not win Zone 1 or 2?

DLA Troop Support Response: DLA intends to make one award per zone based on the best value for each zone.

9. In the event multiple zones are awarded to the same Prime Vendor, would the Prime Vendor be required to submit all reports separately to DLA for each zone?

DLA Troop Support Response: The Prime Vendor will be required to submit separate reports per zone.

10. Will the Government be providing DTS services into West Africa?

DLA Troop Support Response: Yes, the Government intends to provide DTS service from CONUS to West Africa.

11. Will offerors be able to submit additional questions, after we receive our initial feedback from DLA?

DLA Troop Support Response: Questions must have been submitted no later than December 12, 2016 (see Amendment 0001).

Amendment 0006

12. Zone 1: The Market basket asks to quote Wonder bread which a specific brand. Since there is a limited source for Wonder bread in Europe, must it be Wonder bread? Can other local bread, similar to Wonder bread be offered?

DLA Troop Support Response: While exact matches to the Market Basket are optimal, please see the submission requirements for alternate items.

13. PAGE 38 SOW: “Please note that even with these exceptions, it is still the Government’s preference to provide domestic items to the maximum extent possible. Please propose accordingly.” Question: Can we purchase/quote CONUS equivalents or better for the current OCONUS purchases?

DLA Troop Support Response: No, for OCONUS items an OCONUS quote is required.

14. The EU has stringent regulations with regards to US products as indicated on page 47 of the SOW. The costs of these regulations can be significant in terms of value and performance. Are there any agreements between the USG and the EU with regards to waiving these requirements e.g. for CVEDs?

DLA Troop Support Response: It is the offeror/contractor’s responsibility to be aware of and comply with all local Government and EU laws and regulations.

15. Page 45 of SOW mentions DOS. How is DOS defined? It is an average of 12 weeks calculated starting when? (90 DOS on hand, 65 DOS on the water, page 48). 30 DOS on order= 185 DOS or 6.2 AMD

DLA Troop Support Response: Days of Stock (DOS) is the number of days of inventory on hand at each warehouse facility per line item. In order to determine if the minimum DOS is in inventory, the Government will use the previous 12 weeks of demand, see Section K (Item Availability), Subsection 4.

However, the contractor is ultimately responsible for managing its warehouses and the appropriate inventory levels to satisfy the requirements of the solicitation.

16. Page 49 of SOW: “The Subsistence Prime Vendor will be responsible for costs incurred for delays due to improper or erroneous documentation,”. What if Government issued customs documents for importation of goods are late or incorrect resulting in delays and demerges and other costs. Can the DLA advise who will be responsible?

DLA Troop Support Response: It is the contractor’s responsibility to ensure that customs documentation is correct. The Government will not be liable for any costs or charges resulting from delays.

17. Page 53 and 54 is SOW: “DLA Troop Support Prime Vendors will be permitted to transfer product between one another based on SPE300-17-R-0016 Subsistence Prime Vendor Northern Europe, Southern Europe/North Africa & Western Africa their own agreements. However, the receiving Prime Vendor must catalog the item(s) at the actual unit price as defined in this solicitation which is equal to product price plus the receiving Prime Vendor’s distribution price. The receiving Prime Vendor will not be entitled to any amount above contract product price. Is DLA aware that movements of non-conform protein products between warehouses are not allowed per EU regulation?”

DLA Troop Support Response: DLA Troop Support Prime Vendors will not be precluded, by contract, from transferring product between one another. In accordance with Section IX of the Solicitation, however, it is the Prime Vendor’s responsibility to be aware of and abide by all international regulations related to those transfers, including laws that may prohibit such transfers.

18. Page 74 of SOW states “x. Any other condition not specified above that is determined a valid reason by the customer.” Are customer ordering errors also considered a valid reason? E.g. the customer wanted to order 10 (ten) cases of a product but due to a typo ordered 100 (hundred) cases. Does the PV have to take back 90 cases?

DLA Troop Support Response: Such determinations will be made on a case by case basis.

19. Page 77 of SOW states: “Case Marking/Labeling – Customers OTHER THAN THE NAVY Shipping cases shall be marked or labeled on one end or side panel with the following information: Item Nomenclature or Description Global Trade Item Number (GTIN) Date of Pack Product Expiration Date and/or Best If Used By Date” Does this mean that there is not requirement for NSN/LSN on labels?

DLA Troop Support Response: See Amendment 4 for revision.

20. Page 80 SOW: “Trucks/aircraft shall also be properly registered with each activity to ensure smooth admission to the compound, while fully honoring all local security protection measures of the military activities.” Are drivers of all European nationalities allowed to perform deliveries? Are there restrictions?

DLA Troop Support Response: There may be restrictions in place depending on the delivery locations. The contractor is responsible for having knowledge of any such restrictions and also being able to make the deliveries in spite of the restrictions.

21. Page 84 of SOW: “This 120-day period will begin after the Prime Vendor receives initial demand”. Is it imperative that all customers provide demand including NAVY? What should PV do in case they do not receive forecasted demand for a new item?

DLA Troop Support Response: It is anticipated that customers will provide demand. Issues with specific item additions will be addressed as a matter of contract administration.

22. Page 87 of SOW: “C09 C02 Canisters” Why are these reported separately on fill rate report?

DLA Troop Support Response: Currently, CO2 canisters are not typically inventoried by the PV and therefore are not anticipated to count against fill rate.

23. Page 11 of SOW: Zone IV states 86 countries while list on page 79 states 42?

DLA Troop Support Response: There is no list on Page 11, use the list on page 79 and refer to the “Note” below.

24. In the SOW on Page 83, under Point F (ORDER CANCELLATION), it states that cancellations must be received by the PV via email from the ordering activity or a delegate or through a STORES receipt (zero) no less than 72 hours prior to the RDD. Does this mean that for remote destinations where e.g. more than 72 hours are needed the customer can still cancel part/entire order, even if the merchandise is loaded on the truck and on its way to the final destination?

DLA Troop Support Response: Section XIV, Subsection F, “Order Cancellation” requires that order cancellations from ALL customers must be received no less than 24 hours prior to RDD except for Afloat Navy Ships which are given a 72 hour time frame.

25. In the SOW on Page 83, under Point G (HOLIDAYS), it states that a delivery can fall on a holiday or during a holiday period. Will the Prime Vendor be entitled to request demurrage, in the event the truck/s needs to arrive to the final destination 2-3 days prior the requested RDD, in order to be able to proceed with the custom procedures, and meet the requested RDD, even if the national holidays are causing the complete shutdown of operations?

DLA Troop Support Response: DLA will not approve demurrage if a truck needs to arrive early due to a holiday.

26. In the SOW on Page 83, under Point H (EMERGENCY ORDERS), it states that “The Prime Vendor will provide a maximum of five (5) such “emergency” orders (excluding mobilization actions) per month per customer at no additional cost to DLA Troop Support or its customers. Greater than five (5) “emergency” orders will be approved at the Contracting Officers discretion and must be entered into STORES.” Please define what is an emergency order? Is there a minimum associated dollar value in order to warrant a customer emergency delivery? Must all emergency orders be approved by the contracting officer? Does this mean that each single customer is entitled to request 5 emergency orders per month in addition to their weekly deliveries. Considering that there are hundreds of delivery points, this may result in numerous emergency deliveries; historically how many emergency orders per week/month are there?

DLA Troop Support Response: “Emergency orders placed by the customer are those required outside of the normal delivery schedules.” There is no minimum dollar value associated with these orders.

No, more than 5 per month must be approved by the contracting officer. As stated in section XIV, Subsection H, “Emergency Orders”, the emergency orders are on a per customer basis and are in addition to the normally scheduled deliveries. Historically, emergency deliveries do not occur frequently, however five (5) emergency deliveries per month is included to account for emergencies.

27. What is the minimum value of an order to warrant a customer delivery? For example a customer located in Keflavik Air base, Iceland could order one case of hamburgers.

DLA Troop Support Response: The minimum order value will be $350 per customer delivery location for the same Required Delivery Date (RDD). (Revised Amendment 0004)

28. In the SOW on Page 56, under Point H (GOVERNMENT FURNISHED MATERIAL – OPERATIONAL RATIONS), it states that the Prime Vendors costs for GFM storage, distribution, re-work, and re-labeling shall be included in the Distribution Price for GFM. Is the Prime Vendor responsible for custom clearance costs for GFM products?

DLA Troop Support Response: After initial receipt of the GFM, the Prime Vendor will be responsible for all custom clearance costs. This includes delivery of the GFM to any customer location or the transfer of the GFM to another one of its warehouse locations.

29. In the SOW pg. 46 it states when requested, the Prime Vendor is required to furnish beverage dispensing machines and beverage products, as specified herein. The cost and upkeep of the machines consisting of, but not limited to, labor, transportation, and supplies required to repair and maintain the equipment, shall be the sole responsibility of the Prime Vendor. Why is this a Prime Vendor responsibility to buy, maintain those machines? Are the machines not already covered by Food Service/ Life Support contractors managing DFACs on bases and ships or contractors who are maintaining FSVC equipment?

DLA Troop Support Response: This acquisition is for food and food service operating supplies (non-food), therefore these items cannot be included on the catalog. In accordance with section IV, subsection N, “Dispensing Supplies and Services”, the solicitation does not necessarily require the prime vendor to purchase the machines, but instead furnish and maintain them. DLA understands that it is industry practice for manufacturers to include beverage dispensers and servicing of the dispensers as part of the price of the product. While dispensing supplies and services are covered under the contract, not all customers may require dispensers along with beverage items.

30. With reference to SOW pg. 46 beverage dispensing machines, DLA has listed 263 locations potentially covering more than over 90 countries. The potential investment would be a minimum of 1.3 million dollars.

Is there a requirement to cost in the maintenance and service or these machines? And if so how is possible for Navy afloat customers?

DLA Troop Support Response: DLA understands that it is industry practice for manufacturers to include the dispenser and servicing of the dispensers as part of the product price. In any event, under the contract, the cost and upkeep of the machines consisting of, but not limited to, labor, transportation, and supplies required to repair and maintain the equipment, will be the responsibility of the Prime Vendor.

31. Syria is listed under zone 2 & zone 4 in the SOW – Syria is also DLA contract SPE300-15-R-0042 for Kuwait, Iraq and Jordan. Can you clarify if Syria will be supported by the successful bidder of zone 2 & 4 of this solicitation or for the successful bidder of SPE300-15-R-0042 for Kuwait, Iraq and Jordan?

DLA Troop Support Response: Syria will be within the scope of this contract.

32. Syria is a country designated by the US government to be under sanctions and specifically by the US treasury under the OFAC rules (Office Foreign Asset control). To operate in Syria requires a license from the OFAC office otherwise banks will not process payments and may indeed shut the bank account. Is there a license or waiver that the DLA has for its contractors to operate in Syria (as an example the United Nations has a license to operate in Sudan which is another sanctioned country)?

DLA Troop Support Response: DLA is not providing a waiver or license.

33. Page 45 of the SOW states: “If, for example, an item has a pre-surge demand of 100 cases per week, the contractor is expected to be able to support 300 cases per week for 30 days during the surge period.”

Page 87 of the SOW (FILL RATE EXCEPTION CODES) then states “V01 Monthly item demand exceeds average demand by >300%”. How should the V01 reason be requested and calculated? Does this mean that, if the PV can document that the current demand exceeds historical demand >300% (e.g. historical

Amendment 0006 demand=100 cases per week, current demand >300 cs per week), the PV will be granted a fill rate exception for this product?

DLA Troop Support Response: All exceptions should be requested along with the weekly fill rate report using the template spreadsheet included on page 88 of the solicitation. The contracting officer or his/her delegation will make the final determination regarding all requested exceptions. For the V01 Exception, Demand is defined as the sum of stock ordered via 850 EDI transactions into the Vendor’s system excluding documented ordering error exceptions approved by the Contracting Officer/COR (V04 & V05). Therefore, if the demand for a specific item over the last 30 days exceeds 300% of the Prime Vendors AMD for that item from all customers, this exception may apply. (Revised Amendment 0006).

34. Serbia – Is listed under zone 4 NAVEUR / NAVAF. Why is Serbia listed under zone 4?

DLA Troop Support Response: See the Note on page 79. “**Note: The countries listed in Zone 4 represent the current Ports of Call for NAVEUR/NAVAF. During the life of the contract, Ports of Call maybe added to Zone 4 to service any country list in Zones 1, 2 and 3, at no additional cost to the Government.”

35. In the SOW it states for purposes of this solicitation, currently there are no U.S. activities deemed as “contingency operation” as defined in Federal Acquisition Regulation (“FAR”) 2.101.” Shouldn’t Syria, and many of the African countries listed in zone 3 be considered “contingency operation”.

DLA Troop Support Response: Syria is currently considered a contingency operation. However, none of the African countries listed in Zone 3 are currently considered contingency operations. Offerors, and the eventual awardee, are responsible for remaining apprised of the contingency operation status of the areas of performance.

36. Is it mandatory to use US flag Air carriers from CONUS into OCONUS or we are able /allowed to use any other international airlines / charter companies operating out of USA?

DLA Troop Support Response: Based on the current solicitation it is not mandatory to use US Flag Air Carriers. The PV will be responsible for ensuring compliance and continued compliance with all laws and regulations applicable to performance under the contract, including transportation related laws and regulations.

37. Is there any other particular approvals needed by DLA /TRANSCOM for non US air carriers?

DLA Troop Support Response: Section V. Transportation of the Statement of Work generally discusses Transportation requirements.

38. Are they any countries in this AOR that we should NOT be flying or driving over on our way to final delivery location, can we have a list of those countries?

DLA Troop Support Response: The Prime Vendor will be responsible for the knowledge of these types of restrictions and ascertaining its own strategy for satisfying contract requirements.

39. For zone 2 why are Armenia, Azerbaijan, Cyprus, Georgia, Lebanon, NOT included as remote locations?

DLA Troop Support Response: These countries will be added to the list. (Revised Amendment 0004)

40. Is there a current customer in Iceland? What are the current volumes? What is the delivery schedule?

DLA Troop Support Response: There is not a current customer in Iceland.

41. In the SOW pg. 80 it states any demurrage costs incurred as a result of ship schedule changes/, are the responsibility of the PV and will not be reimbursed by DLA Troop Support.

DLA Troop Support Response: Correct.

42. If the PV sends 18 trucks for a scheduled RDD in Cyprus and the location and RDD is changed on or near the original RDD by 10 days to Augusta Bay the additional transportation and demerge costs are substantial. Can the DLA advise if there are any restrictions concerning unilateral changes by the customer.

DLA Troop Support Response: To the extent the change is made in accordance with the terms of the solicitation, there are no restrictions. Customers may change location based on mission requirements.

43. Can the DLA please confirm the inventory split between zone 2 and 4?

DLA Troop Support Response: The market basket for Zone 2 and Zone 4 give estimated demand per zone and are not combined.

44. Zone 1: Page 81 states Finland as remote location, yet is not listed in countries serviced from Zone 1 (page 78 and 79). Can DLA explain?

DLA Troop Support Response: Per amendment 0002 “The following is added to XIII – Customers:

Zone 1 Northern Europe Finland”

45. Page 81: Under Zone3 why are the following countries not listed as remote: Sao Tome and Principe, Sierra Leone and Togo?

DLA Troop Support Response: These countries were added to the list in Amendment 0004.

46. On the listed in countries for Zone 3 (page 78 and 79) the following is listed specifically: “Democratic Rep of the Congo”. However, can DLA please confirm that locations in Eastern DRC (e.g. Goma) are to be serviced from this Zone (3) as one would expect these location to be serviced from Eastern Africa?

DLA Troop Support Response: The entire Democratic Republic of Congo (DRC), including the Eastern DRC and Goma is included in Zone 3.

47. Why are the following countries NOT considered Remote? Should orders be delivered here within 2 calendar days:

Zone 1 Northern Europe Belarus Corsica Estonia Iceland Latvia Lithuania Ukraine

DLA Troop Support Response: These countries were added to the list in Amendment 0004.

48. Why are the following countries NOT considered Remote? Should orders be delivered here within 2 calendar days:

Zone 2 Southern Europe Armenia Azerbaijan Cyprus Georgia Israel Lebanon Madeira Malta Moldova Portugal Syria

DLA Troop Support Response: These countries were added to the list in Amendment 0004.

49. Why are the following countries NOT considered Remote? Should orders be delivered here within 7-14 calendar days:

Zone 3 Western Africa Sao Tome and Principe Sierra Leone

Amendment 0006

DLA Troop Support Response: These countries were added to the list in Amendment 0004.

50. Must the PV use dedicated trucks for customer deliveries? If not are commercial goods allowed on base?

DLA Troop Support Response: Yes, a PV must use a dedicated truck for customer deliveries.

51. On page 81, the remote locations for Zone 3 are being specified. Is the fact that a location is considered a remote location also factor for the KO to consider to apply the airlift fees (categories 23 through 31)?

DLA Troop Support Response: These countries may require airlift support, however the fact that a country is listed as a remote location does not dictate that an airlift will be required.

52. In the excel file for Zone 3, “CURRENT CATALOGED ITEMS”-tab, it shows over 12,000 cases of Rations (UGR+MRE) being ordered per year; these are not listed under the 13 mentioned customers. Can DLA advise which customer orders these? If customer cannot be specified, can DLA advise to which country these 12,000+ cases go?

DLA Troop Support Response: DLA cannot advise which customers will request rations. The provided information is an estimate. Offerors are reminded that this is a solicitation for an Indefinite Delivery Indefinite Quantity contract, and all of the information provided concerning demand is estimated information with no guarantees as to accuracy or future purchases.

53. Currently there are no contingency areas listed, but in case the security situation changes and warrants it, will the USG/DLA provide Convoy Security (Private Convoy Security or Military Convoy Security)? In addition, Syria, in this solicitation under Zone 2 and 4, has also been listed as an add-on on the Kuwait- Iraq-Jordan contract (where there is a requirement to price Private Convoy Security separately). Based on the current solicitation language, it seems that the PV should currently not to include costs for Private Convoy Security in the distribution prices.

DLA Troop Support Response: The USG may provide Convoy Security depending on the circumstances, however, this responsibility may also fall on the Prime Vendor if the USG cannot provide it.

Therefore, an additional Distribution Category will be added in a future Amendment to account for this possibility.

54. Non-Tactical Vehicles (NTVs) as mentioned in the SOW pg. 62 please specify what are the Non-Tactical Vehicles in the context of an SPV contract?

DLA Troop Support Response: Paragraph VII. B. 12. V on page 62 will be deleted. (Revised Amendment 0006).

55. How is possible that on the market basket we have different descriptions for the same LSN? A few examples; 892001E603473 Zone 1 - Northern Europe = CEREAL, VARIETY, HEALTHY, 60/1.25 -2.7 OZ CO, 1/8.25 LB CS Zone 3 - Western Africa = CEREAL, VARIETY, WELLNESS, 1.25 - 1.27 OZ, 60 CUPS/CS, E76 892001E598920 Zone 1 - Northern Europe & Zone 2 - Southern Europe = CEREAL, VARIETY, KELLOGG'S, 1.3-2.8 OZ CUPS, 60 CT, 1/7.5 LB CS

Zone 3 - Western Africa = CEREAL, VARIETY PACK, SWT, 60 / 1.3 - 2.1 OZ CUPS PER CASE, E80

DLA Troop Support Response: Since the Market Basket represents demand from multiple Prime Vendors, multiple descriptions can be utilized.

56. Are the airlift related category fees to be considered for inter-zone only (e.g. from PV warehouse location to a delivery location within the specific zone only)?

DLA Troop Support Response: Yes, it is for inter-zone only.

57. The excel sheets with the market baskets, on “DISTRO CAT” tab mention the following distribution categories:

24. Wet Ice (Potable) LB

25. Dry Ice LB Are categories 24 & 25 only to be used in conjunction with category 23?

Amendment 0006

DLA Troop Support Response: No, each category is separate, however, based on historical data, category 23 will be utilized the most.

58. If a NSN on the market basket is linked to a MPA item do we have to quote the MPA item or can we quote the lowest priced/exact match item?

DLA Troop Support Response: An offeror does not have to quote the MPA as long as the quote is the lowest priced/exact match item.

59. If a NSN on the market basket is linked to a NAPA item (Stock number links to a specific brand), do we have to quote the NAPA item or can we quote the lowest priced/exact match item?

DLA Troop Support Response: You can quote the lowest priced/exact match item.

60. For all of the chicken items listed on the market basket, are we required to request quotes from Tyson Foods only, the national contract holder?

DLA Troop Support Response: You are required to request quotes from Tyson Foods for items on the National Chicken contract. Not all chicken items are part of the National Chicken contract.

61. Can Food Service Operating Supplies (FSOS) items come from OCONUS sources?

DLA Troop Support Response: Yes, FSOS items can come from OCONUS sources. It is important to note that as stated in section 4, subsection M, “Food Service Operating Supplies”, these items may still be subject to domestic source restrictions, including the Berry Amendment Restrictions (DFARS 225.7002-1 and 10 U.S.C. Section 2533a).

62. Please can you confirm that the LMR items will be included in the contract?

DLA Troop Support Response: DLA cannot confirm that LMR items will be included in the contract.

That is why DLA is requesting Distribution Prices for with and without LMR items. In the 4th paragraph of the introduction the Solicitation states “(t)he Government also reserves the right to make the award(s) with or without Local Market Ready (LMR) items.”

63. Page 2 – “Initial technical/business proposals or revisions to technical/business proposals may be submitted by e-mail, however, copies of quotes/invoices will not be accepted via facsimile or e-mail in response to this solicitation. As directed by…”. This seems to be in contradiction with other paragraphs.

Please clarify.

DLA Troop Support Response: Amendment 0004 changes the addendum of FAR 52.212-1 and states that neither Facsimile or email offers will be allowed for initial proposals or revisions to initial proposals.

64. Refers to Page 3 of Solicitation – “…. SEE ATTACHMENT 2”. What about Attachments 1,3 & 4?

DLA Troop Support Response: Revised in Amendment 0004.

65. Refers to Page 5 “Clearly identified MPA items. “Please clarify sentence and how should we do it.

DLA Troop Support Response: The Quote sheet has been revised. See Amendment 0003.

66. Refers to Page 32: “It is estimated that the incumbent Prime Vendors minimum two (2) months of stock of the total pipeline, will be distributed to the awardees as follows:

Zone 1 – Northern Europe 81% of TWI’s inventory Zone 2 – Southern Europe/North Africa 72% of EFS’ inventory Zone 4 - NAVEUR/NAVAF Ships 19% of TWI and 28 % of EFS’ inventory Please clarify what is meant by the above.

DLA Troop Support Response: The zone configuration on the current Europe Prime Vendor region is different from the zone configuration in this solicitation. As a result, the current Prime Vendor inventories are broken out based on the percentages.

67. Refers to page 108 – DLA Manufacturer Quote template.

The quote mentions “Market Basket QTY and Unit of Measure” Please clarify what QTY (quantity) is referring to? What should we submit? Is “Market QTY” referring to field “TOTAL ANNUAL QTY BASED ON HISTORICAL UOM” of Attachments 1, 2, 3 & 4? Please provide example to clarify.

Amendment 0006

DLA Troop Support Response: Yes, it is referring to “TOTAL ANNUAL QTY BASED ON HISTORICAL UOM” of Attachments 1, 2, 3 & 4.

68. Refers to page 108 – DLA Manufacturer Quote template. The quote mentions “Market Basket QTY …” “Market Basket QTY” might be different for the same items dependent on which Zone we are referring to (1,2,3 or 4). Should offerors provide 4 different quotes (to represent the 4 different zones) of the same item? Can offerors submit one quote per item that is valid for the 4 zones ? in this case, what “Market Basket QTY” should we write down ?

DLA Troop Support Response: Each zone is being reviewed individually so offerors need to provide 1 quote per zone. If an item is in all 4 zones, then 4 quotes need to be submitted each with the information in that particular zone.

69. Refers to page 108 – DLA Manufacturer Quote template. Should the quotes be SIGNED by the manufacturers? If so, where should they sign them? At the bottom of the quote?

DLA Troop Support Response: The quote sheet has been amended and there is a line for manufacturer signature at the bottom (see Element 4, “Manufacturer Quotes or Invoices”, subsection 2).

70. Refers to page 108 – DLA Manufacturer Quote template. Should the “Line item” number be indicated on the quote? if so, where? Top right hand corner of the quote?

DLA Troop Support Response: The quote sheet has been amended to include “Item Number from Market Basket.”

71. Refers to page 108 – DLA Manufacturer Quote template. Where can we indicate whether the item has MPA pricing?

DLA Troop Support Response: The quote sheet has been amended to include “Manufacturers Pricing Agreement.”

72. On page 108, on the DLA Manufacturer Quote template, section A mentions “FOB Origin Product Price, without exception, as appears on quote:”. What does DLA mean by “..… as appears on quote “? To which quote is it referring to? We believe this could be deleted.

DLA Troop Support Response: The quote sheet has been amended and “…without exception, as appears on quote:” has been removed.

73. On page 108, on the DLA Manufacturer Quote template, section B “DLAD 52.216-9065 Product Price with Exception (Circle one A, B, C, D or E) as appears on quote:”. What does DLA mean by “… as appears on quote “? To which quote is it referring to? We believe this could be deleted.

DLA Troop Support Response: The quote sheet has been amended and “DLAD 52.216-9065 Product Price with Exception (Circle one A, B, C, D or E) as appears on quote:” has been removed.

74. On page 108, on the DLA Manufacturer Quote template, section F “Time period Price Quote is effective:

“ Is there a minimum validity for the quote to be considered by DLA? It is unlikely that manufacturers will provide competitive quotes which are valid 240 days. As result, can Offerors confirm that THEY (i.e. the offeror) are prepared to keep the quoted price valid for 240 days. If this is possible, where should the Offeror indicate this? On the quote? on a separate document?

DLA Troop Support Response: There is no minimum validity that a manufacturer/supplier must provide. Therefore, the offeror should be prepared to keep the quoted price valid for 240 days. By signing the solicitation, an offeror is agreeing the period of acceptance of 240 days. See “Addendum to FAR 52.212- 1 – Instructions to Offerors – Commercial Items” paragraph 2 on page 96.

75. Refers to Page 108 - OFFICIAL DLA TROOP SUPPORT OCONUS SUBSISTENCE QUOTE SHEET There are numerous items in the 4 market baskets that are items which will need to be sourced locally. Based on information given on page 112, DLA customers could be located in 86 different countries. We understand that Public Health Command (USAPHC) Circular 40-1, Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement, is a small sample of the possible manufacturers across the world, and that it mostly list facilities which are already being used by current OCONUS Prime Vendors.

Can we submit quotes from manufacturers which are not presently on the list of approved sources for the purpose of this solicitation? If awarded, we would have the facility audited by the competent authority.

Amendment 0006

Background: The authority that adds facilities on the list do not want (do not have the time or manpower) to add facilities upon the request of SPV offerors. They are only willing to do so, if the request comes from the incumbent Prime Vendor, or to the new contract holder when the contract has been awarded. Please advise what offerors should do if current OCONUS manufacturers, listed on the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement, are unwilling to provide quotes by fear of losing their contract with the incumbent PV. The later putting pressure on the manufacturers not to provide quotes to other companies.

DLA Troop Support Response: As stated in Section IV, subsection D, “Local Market Ready Items”, it is a requirement of the solicitation and resultant contract(s) to purchase some LMR items from local approved sources. Therefore, for items that are required to be sourced from approved sources, the quotes must be from manufacturers/suppliers that are approved sources.

76. Page 30 – “ (inclusive of up to 105-day ramp-up period).” In every single OCONUS Prime Vendor solicitation issued by DLA, the ramp-up period has been 6 months. Please confirm ramp-up period for this solicitation is 105 days (i.e. 3.5 months).

DLA Troop Support Response: The implementation phase of this solicitation will be revised to 180 days.

77. Refers to Page 105 “1. In Column G, Rows 5 through 40, offerors will insert their distribution price for the first Tiered Pricing Period (a 24-month performance period, to include a 6-month ramp up) per the unit of measure (UOM) in column D.” In this sentence ramp-up period is defined as 6 months. Please confirmed ramp-up period for this contract.

DLA Troop Support Response: Is now correct based on the Amendment to 180 day implementation phase.

78. page 33 “…. sufficient anticipated demand …” What is DLA’s definition of “sufficient anticipated demand”?

DLA Troop Support Response: Sufficient anticipated demand refers to anticipated future customer demand in each Zone for the items.DLA Troop Support requires the incumbent Prime Vendor to transfer GFM to a new Prime vendor, DLA Troop Support will pay for this transportation in accordance with the contractual terms and conditions of that specific contract.

82. Page 33 “For Zone 3, an implementation phase will not utilize ramp-down with an incumbent.” Why will there be no ramp-down for zone 3? From which PV are the goods defined in Attachment 3 being sourced?

DLA Troop Support Response: As stated in Section III, “Contract Implementation Phase”, there is little or no dedicated inventory for the customers in Zone 3, therefore there is no inventory or performance to ramp down. The demand for the items in Attachment 3 are based on the customers’ usage.

83. Page 33 “The new Prime Vendor will only be entitled to 50% of its distribution price for product purchased from the incumbent Prime Vendor ….” Please provide the rationale for this important discount.

Apart from inland freight (which is a tiny portion of the overall logistics costs the Prime Vendor needs to cover), there are no other costs that the new PV will save by purchasing goods from the incumbent.

Moreover, it is more than likely that the incumbent will be charging its own fee for the goods, which the new PV is not allowed to recharge to its customers, so the new PV will potentially make a loss on every single case it purchases from the incumbent. Please note that OCONUS transportation & warehousing costs which are the PV’s biggest expenditures will still be a reality despite purchasing the goods from the incumbent… Can this discount be revised to a lower percentage?

DLA Troop Support Response: The new Prime Vendor will only perform a portion of work that is covered by the Distribution Price, therefore, new Prime Vendor will only be paid 50% of its Distribution Price for product purchased from the incumbent Prime Vendor. The Government does not intend to revise this amount.

84. Page 35 B. DISTRIBUTION CATEGORIES See attachment 2, tab “Distribution Category Worksheet” and ….” There is no tab called "Distribution Category Worksheet". There are tabs named in a similar manner.

Please clarify.

Amendment 0006

DLA Troop Support Response: The name of the tab in Attachment 2 is abbreviated - DISTRO CAT

WRKSHT.

85. Page 35 B. DISTRIBUTION CATEGORIES “The Distribution Category Worksheet for Zones 1 and 2 includes separate tabs labeled “With LMR” and “Without LMR”.” There is no tabs called " With LMR " or “Without LMR”. There are tabs named in a similar fashion. Please clarify.

DLA Troop Support Response: The name of the tab in Attachment 1 and 2 is abbreviated - DISTRO CAT WRKSHT (LMR) and (Without LMR) respectively.

86. Page 35 B. DISTRIBUTION CATEGORIES “The Distribution Category Worksheet for Zones 4 includes separate tabs labeled “With Line Item Fill Rate With LMR”; “With Line Item Fill Rate Without LMR” and “Without Line Item Fill Rate With LMR”; “Without Line Item Fill Rate With LMR”.” Please clarify the name of the above mentioned tabs, as they do not exist.

DLA Troop Support Response: The name of the tab in Attachment 4 is abbreviated - DISTRO CAT WRKSHT (LMR) and (WO LMR) and DISTRO CAT WRKSHT LIFR (LMR) and (WO LMR) respectively.

87. Page 35 B. DISTRIBUTION CATEGORIES. The following 2 Distribution categories seem to be missing;

CONUS CHILLED LB

CONUS CHILLED LB (For Product Price Exceptions B, C, D, or E)

Please confirm.

DLA Troop Support Response: Items currently being purchased for the customers under this solicitation are covered by CONUS Chilled CS and CONUS Chilled CS (For Product Price Exceptions B, C, D or E).

88. Page 35 B. DISTRIBUTION CATEGORIES DISTRIBUTION CATEGORY 9 (&N9) : OCONUS CHILLED OR FZN LB. Why combine CHILLED and FROZEN for the “PER LB” fee when “per CS” fees are identified in 2 different categories. This does not make sense. Offerrors could probably give a lower fee for the chilled products versus frozen. We suggest splitting category into two.

DLA Troop Support Response: The majority of the OCONUS items are chilled so there should be few occasions where there is a Frozen OCONUS item, therefore they were combined.

89. Page 35 - Distribution Category Description Category 11 (&N11) “OCONUS Water CS (Potable - Bottled)”. Please define what DLA considers a standard Bottle size? 1LTR? 1.5 LTR?

DLA Troop Support Response: There is no standard bottle size; this category applies to all cases of water regardless of bottle size.

90. Page 35 - Distribution Category Description Category 12 (&N12) “Disposal” In most countries destruction is per weight (i.e. LB). Here we are requested to give a fee per CASE. Would you reconsider changing the UoM to LB? What costs should be considered in our fee? Should the Product cost being destroyed be included in the fee?

DLA Troop Support Response: The UOM will remain “CS”. All costs associated with Disposal are to be included.

91. Page 35 - Distribution Category Description Please clarify Category 13 (&N13) “Restocking Price for Orders…” …. When would this be charged to DLA?

DLA Troop Support Response: As stated in Section XIV, subsection F, “Order Cancellation”, restocking charges will be paid at the discretion of the Contracting Officer and only apply to cancellations up to 24/72 hours for delivery on orders over $10,000.00.

92. Page 35 - Distribution Category 22 Category 22 (&N22) “DRY Pallet…”Can this be sourced in OCONUS?

Or does it need to be sourced in CONUS? Please provide exact specifications/dimensions? Is 48” x 40” x 36” sufficient?

DLA Troop Support Response: Yes, they can be sourced in OCONUS. Tri-walls are built to product palletization, it will vary, therefore there is no standard Tri-Wall size.

Amendment 0006

93. refers to Page 36 - Distribution Category Description “Perishable” vs “Semi-perishable” In reference to categories 27 and 30 (and N27 & N30) Please provide DLA’s definition of “Perishable”. In reference to categories 28 & 31 (and N28 & N31). Please provide DLA’s definition of “Semi-perishable”.

DLA Troop Support Response: For the purposes of that distribution category description, perishable is generally considered any item that is likely to spoil, decay or become unsafe to consume if not kept refrigerated or frozen at an appropriate temperature as specified by the product label. . For the purposes of that distribution category description, Semi-Perishable is anything that does not have to be chilled or frozen but still has a limited shelf life.

94. Page 36/37 - Distribution Category 27 andN27 Please clarify what costs should be included in this category? Do we need to include cost of air freight?

DLA Troop Support Response: Yes, as stated in the Distribution Category Descriptions.

If so, what air freight should be included? from CONUS to Europe? Within Europe? CONUS to AFRICA?

Within Western AFRICA?

DLA Troop Support Response: Each Zone has its own airlift Distribution Price Categories. That pricing is for airlifts performed within the Zone, excluding DTS Airlifts.

Should this category consider CHILLED and FROZEN goods? or just FROZEN? or just chilled?

DLA Troop Support Response: Yes this category applies to both Frozen and Chilled items.

Should Ground Transportation cost (truck) from CONUS / OCONUS SPV Warehouse to airport included?

DLA Troop Support Response: Yes

Note: the amount of Wet/Dry ice is dependent on the amount of time the products will travel. If the goods need to travel from CONUS to OCONUS, will need more dry ice than OCONUS to OCONUS (dependent on journey time). How much wet/dry ice does DLA expect to be required?

DLA Troop Support Response: As stated in Section V, “Transportation”, it is the Prime Vendor’s responsibility to ensure there is a sufficient amount of wet ice or dry ice based on the expected journey timeframes.

95. Refers to Page 36/37 - Distribution Category 28 and N28 Please clarify what costs should be included in this category ? Do we need to include cost of air freight?

DLA Troop Support Response: Neither. Semi-Perishable is anything that does not have to be chilled or frozen but still has a limited shelf life.

DLA Troop Support Response: Wet or Dry Ice should not be required for semi-perishable items.

96. Refers to Page 36 - Distribution Category 29 and N29 Please clarify what costs should be included in this category? Just handling costs (i.e. within PV's warehouse) or needs to include airfreight costs?

DLA Troop Support Response: Includes everything involved in cross leveling.

97. Refers Page 36/37 - Distribution Category 30 & 31 and N30 & N31 Please clarify what costs should be included in the above mentioned 4 categories (30, 31, N30, N31) ?

DLA Troop Support Response: All costs associated with an airlift.

Amendment 0006

98. “….duration of the five (5) year period, should there be a change in pack size for an item, the contractor must notify the Contracting Officer.” Where are the standard case size defined? Are the case sizes set in the tab "CURRENT CATALOGED ITEMS" of Attachments 1 thru 4, considered the benchmark for the entire contract length?

DLA Troop Support Response: There is no definition of standard case size. The Current cataloged items and the items in the Market Basket are the current item sizes. At any point during the duration of the contract, should the pack size change, the contractor must notify the Contracting Officer.

99. Refers to Page 38 “4. In some instances, the Contracting Officer may direct the Prime Vendor to source a domestic equivalent item locally at no additional cost to the Government. In this case, the associated OCONUS Distribution Price Category 6, 7, 8, 9, 10, or 11 shall be utilized.” What about categories N6, N7, N8, N9, N10, or N11 ?

DLA Troop Support Response: This also applies to N6, N7, N8, N9, N10 and N11 (Revised Amendment 0004).

100. Refers to Page 39 – “2. Offerors are required to submit pricing on the specific Brand Name items listed in the Market Basket, where applicable.” There are no brand identified in the “Market Basket” tabs. Brands are however identified in the tabs. “CURRENT CATALOGED ITEMS”. Should we use those? In which case can we offeror other brands?

DLA Troop Support Response: The Market Basket items are a subset of the Current Cataloged items, so yes, the Brand Names are…
