About this file
This is Amendment 0003 to a Federal Acquisition Regulation (FAR) solicitation for a Subsistence Prime Vendor contract serving Southwest Asia and Eastern Africa (SWAEA). The document consists of pre-proposal questions and answers addressing clarifications on solicitation requirements, with 12 technical revisions to the original solicitation terms.
The contract SPE300-26-R-0001 is issued by DLA Troop Support (Defense Logistics Agency) for subsistence supply services across two geographic zones. Current incumbents are Ocean Fair International Ship Chandeling (OFI) under contract SPE300-24-D-4004 valued at $189 million for 19 months, and Valiant Integrated Services LLC under contract SPE300-24-D-4002 valued at $285 million for three years. The new contract involves a 60-month term with three pricing tiers: an initial 24-month period (inclusive of up to 180-day ramp-up), followed by two 18-month performance periods. The guaranteed minimum value is $98,500,000 for both zones combined. Key service requirements include maintaining 180 days of supply (DOS) for Navy Master Load List (MLL) items at OCONUS warehouses, managing inventory and distribution across multiple countries in Africa and the Middle East, providing emergency airlift capabilities within 24 hours of not-in-stock situations, and maintaining 93% order fill rates for Navy customers. Pricing is fixed and must be submitted in U.S. dollars with all costs included in distribution price categories covering warehousing, transportation, customs clearance, and related logistics. Proposals are limited to 75 pages of technical content plus 50 pages of supporting documentation, with evaluation based on past performance, technical capability, and pricing. The Berry Amendment requires that food items be grown, manufactured, or produced in the United States with limited exceptions for local market items and fresh produce.

Amendment 0003
1. The following provides answers submitted in reference to the Pre-Proposal questions with a due date of December 22, 2025, 3:00 PM, Philadelphia time. Note: DLA Troop Support received the following questions in response to this solicitation, SPE300-26-R-0001. The responses to these questions are provided for clarification purposes only and do not change portions of the solicitation requirements. In the event of any discrepancy between the answers provided in this amendment and the solicitation documents, the solicitation documents will take precedence.
1. Who is the current incumbent Prime Vendor for the SWAEA region?
DLA Troop Support Response: The current incumbent Prime Vendors are Ocean Fair International
Ship Chandeling (OFI) and Valiant Integrated Services LLC (Valiant)
2. What is the incumbent contract number?
DLA Troop Support Response: SPE300-24-D-4004 and SPE300-24-D-4002 respectively.
3. What is the approximate total contract value (or annualized value) of the incumbent contract?
DLA Troop Support Response: The estimated dollar value of 24-D4004 is $189,000,000.00 for 19 months and for 24-D-4002 it is $285,000,000.00 for three years.
4. Are there any anticipated material changes in scope, customer locations, or volume expectations compared to the incumbent contract?
DLA Troop Support Response: All requirements are listed in the Statement of Work.
5. Are there any known additions or removals of supported ports, bases, or customers anticipated during the initial performance period?
DLA Troop Support Response: All requirements are listed in the Statement of Work.
6. Are there any estimates on daily or weekly order placements to be expected per region or location?
DLA Troop Support Response: Attachment 1, SWAEA Pricing Spreadsheet, Tab #4 “Current
Catalog,” shows the Average Annual Demand for each item. Quantities will not be broken out any further.
7. Are there any additional Government preferences or constraints regarding CONUS versus OCONUS sourcing that offerors should be aware of beyond what is stated in the solicitation?
DLA Troop Support Response: All sourcing requirements are stated in the solicitation. As stated in the solicitation, the Berry Amendment applies, which requires that food items procured and delivered under the contract be grown, manufactured, reprocessed, or produced in the United States. Several exceptions to that requirement may apply to performance under this contract. Please see Section IV. of the Solicitation, Product Sourcing and Pricing.
8. Are there any common proposal deficiencies observed in prior SPV procurements that offerors should seek to avoid?
DLA Troop Support Response: DLA Troop Support cannot provide source selection information.
9. Referring to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, 6. Proposal Factors and Components, “For purposes of evaluating Past Performance, offerors that are proposing a joint venture, partnership or teaming approach may provide past performance information on team members.”: As the government is allotting up to five contracts as performance records, does the government require a minimum number of contracts to be from the prime offeror?
DLA Troop Support Response: The requirement is for the offeror to submit their brief performance record of up to five (5) of their highest dollar value or most comparable contracts. That section further describes how team member contracts are evaluated: “For purposes of evaluating Past Performance, offerors that are proposing a joint venture, partnership or teaming approach may provide past performance information on team members. Offerors that are relying on past performance information of their team members must clearly demonstrate that the team member will have meaningful involvement in the performance of the resultant contract for that past performance to be considered. The most relevant past performance, and that which will receive the most credit, however, is the information directly related to the offeror.”
10. Referring to DID YOU REMEMBER TO Checklist and Addendum to FAR 52.212-1 Instructions to Offerors
– Commercial Items, 6. Proposal Factors and Components: Will the government permit a font size of 8pt Times New Roman for Tables and Graphics as long as it is clear and legible?
Amendment 0003
DLA Troop Support Response: As stated in the solicitation, page 6: “Font must be Times New Roman size 12, however, reduced or larger font sizes will be permitted for scanned images (e.g., MOUs, Warehouse Layouts, Carrier Agreements, graphics, tables, etc.) to ensure clear legibility for proposal evaluation” Reduced or larger font size used for scanned images does not change the page limit.
11. Referring to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, 6. Proposal Factors and Components: The requirement states, "Photographs and diagrams must be provided and properly labeled." Will the Government please clarify if there are any specific features of the CONUS and OCONUS warehouses it would like to see labeled?
DLA Troop Support Response: As stated in the solicitation “If the facility is owned by the offeror, provide substantiating documentation. Inside and outside photographs and diagrams (e.g. warehouse racking for dry/chill/frozen storage, loading docks, staging areas, etc.) must be provided and properly labeled”. Examples of photographs and diagrams are identified in that language. The offeror may provide additional photographs and diagrams they deem relevant.
12. Referring to Section IV. Product Sourcing and Pricing, K. Item Availability: Item Availability Government is making a reference to the Master Load List (MLL): “For all items that ARE identified and cataloged on the (MLL) the Prime Vendor shall maintain a minimum of 180 DOS on-hand at each OCONUS warehouse per line item in order to fill all ordering activity requirements.” Will the Government please identify MLL items from the current full customer ordering catalog?
DLA Troop Support Response: MLL items are included in the Market Basket and the Current Catalog Tabs of Attachments #1, SWAEA Pricing Spreadsheet. The full MLL will not be provided at this time.
13. Referring to Attachment 1, SWAEA Pricing Spreadsheet: It is mentioned that NSN 896001E198893 Water Spring, 12/1.5LT BT is ordered by Djibouti customers with quantity of 3,308 cases. Furthermore, in the same file and tab, following NSN 896001E198101 is ordered by Djibouti customers with 139,557 cases.
Will the Government please provide brands and origin of the spring bottled water customers in Djibouti are ordering under the current program for each of the NSNs specified previously?
DLA Troop Support Response: Bottled water is currently purchased in OCONUS from local approved sources.
14. Referring to Attachment 1, SWAEA Pricing Spreadsheet: Following NSN 896001E198101 is ordered by Djibouti customers with 139,557 cases. Does this demand represent an annual customer demand?
DLA Troop Support Response: The “Current Catalog” tab represents annual demand quantities for all customers in each Zone.
15. Referring to Attachment 1, SWAEA Pricing Spreadsheet: Based on demand provided for this NSN, the average daily water consumption per person per day equates to 1.1 liter which for US Military operations in environments like Djibouti is very low. Can Government please clarify this or provide revised demand for all bottled water NSNs?
DLA Troop Support Response: DLA Troop Support will not provide revised demand as the quantities in the Pricing Spreadsheet are accurate.
16. Referring to Attachment 1, SWAEA Pricing Spreadsheet: It is our understanding that several of the high demand LMR products included in the full ordering catalog falls under the scenario where multiple manufacturers with different product prices will be used to fill demand across different customer locations.
This is especially the case when two current SPV programs are merged into a single program. To accurately calculate risks involved and associated with purchasing and invoicing product across these large demand LMR items, will the Government please identify which of the NSNs from the full catalogue are subject to mix product sources?
DLA Troop Support Response: The Pricing Spreadsheet, “Current Catalog” tab includes the current Distribution Price Category per item, see column F. An offeror can identify the LMR items by the Distribution Price category. Please see Section VII. Inventory and Warehouse Management, Paragraph A. Warehouse Management, subparagraph 1, which states in part “The Prime Vendor has responsibility for all supply chain management.”
17. Referring to Attachment 1, SWAEA Pricing Spreadsheet: Following NSNs 891001E127880 & 891001E127879 is categorized as Category 5 CONUS Chilled. Considering that these are short shelf-life items with individual single-serve cups, specified like 85 grams, we think these two NSNs should be
Amendment 0003 classified under category # 8, OCONUS Chilled. Will the Government please clarify if this is correct and accordingly revise the attachment 1 for these two NSNs to category # 8 from category # 5?
DLA Troop Support Response: The Pricing Spreadsheet was revised in Amendment 0001 to reflect Category 8.
18. Referring to Attachment 1, SWAEA Pricing Spreadsheet: Market basket item # 33, NSN# 896001E901123, description JUICE DRINK, FRUIT COCKTAIL, UHT, 180 ML CO, 24 PER CS is listed under category # 1 CONUS Dry CS. In our assessment this item/NSN should be assigned to a category # 8 OCONUS Chilled CS. Will the Government please clarify if this is correct and accordingly revise the attachment 1 for this NSNs to category # 8 from category # 1?
DLA Troop Support Response: The Pricing Spreadsheet was revised in Amendment 0001 to reflect Category 6.
19. Referring to Attachment 1, SWAEA Pricing Spreadsheet: Is demand provided representing annual customer demand across all locations, including land base, home ported US Navy Ships, and visiting US Navy Ships?
DLA Troop Support Response: The “Current Catalog” tab represents annual demand quantities for all customers in each Zone.
20. Referring to Section L, Pre-Proposal Questions: After the stated cutoff, will administrative or technical submission questions (e.g., system access) be considered?
DLA Troop Support Response: Additional information pertaining to initial proposals will not be considered after the closing date of the solicitation. Please refer to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services, paragraph (d) Source Selection and Evaluation Procedures, “Competitive Range Determination,” which states, “The Government may award without discussions.”

24. Referring to Section L – Joint Ventures: Is submission of the executed joint venture/partnership agreement required with the proposal, and are digital signatures acceptable?
DLA Troop Support Response: Offerors may provide joint venture, partnership, or teaming agreements to assist in demonstrating that the team member will have meaningful involvement in the performance of the resultant contract for that past performance to be considered. Keep in mind that such agreements will count toward the page limitations. Digital signatures are acceptable.
25. Referring to Section L – Page Limitations: Do covers, tables of contents, dividers, resumes, organizational charts, or scanned agreements count toward the 75-page technical proposal limit?
DLA Troop Support Response: Refer to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items and the DID YOU REMEMBER TO checklist: “Initial technical proposals are limited to no more than 75 pages. An additional 50 pages will be allowed for supporting documentation such as lease and carrier agreements. Font must be Times New Roman size 12, however, reduced or larger font sizes will be permitted for scanned images (e.g. MOUs, Warehouse Layouts, Carrier Agreements, graphics, tables, etc.) to ensure clear legibility for proposal evaluation. Pages must be single sided.”
Amendment 0003
26. Referring to Section L – Formatting: Are tables, charts, or figures embedded in the technical proposal permitted to use font sizes smaller than Times New Roman 12-point?
DLA Troop Support Response: Refer to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items and the DID YOU REMEMBER TO checklist: “Font must be Times New Roman size 12, however, reduced or larger font sizes will be permitted for scanned images (e.g., MOUs, Warehouse Layouts, Carrier Agreements, graphics, tables, etc.) to ensure clear legibility for proposal evaluation” Reduced or larger font size used for scanned images does not change the page limit.
27. Referring to Section M – Award Process: Please confirm whether the Government intends to make award without discussions and whether Offerors should submit best terms initially.

28. Referring to Section M – Past Performance: What is the maximum number of past performance references that may be submitted, and may individual task orders be treated as separate references?

For those contracts, CPARS evaluations will be used as the record of Past Performance.”
31. Referring to Section M – Past Performance: If adverse CPARS or other Government records are considered, will Offerors be afforded an opportunity to address or clarify such information?
DLA Troop Support Response: Please refer to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services, paragraph (d) Source Selection and Evaluation Procedures, “Competitive Range Determination,” which states, in part, “The Government may award without discussions.”

55. Referring to Section V. Transportation, I. Airlifts: Based on the FFV flights into the country of DJB, it is mentioned only the product net weight is allowed in this category. How does the prime vendor receive revenues for the costs of the packing materials that are required on these shipments?
DLA Troop Support Response: It is up the offeror to provide a per pound price that takes into account all their costs.
56. Referring to Section IV. Product Sourcing and Pricing, K. Item Availability, “For all items that ARE identified and cataloged on the (MLL) the Prime Vendor shall maintain a minimum of 180 DOS on-hand at each OCONUS warehouse per line item in order to fill all ordering activity requirements.
On-Hand is defined as readily available to DLA Troop Support": If we are to support multiple points of delivery from a strategic warehouse location, do we need to still consider 180 DOS per end customer or can we be flexible in maintaining an average to ensure stock optimization.
DLA Troop Support Response: Refer to Section VII. Inventory and Warehouse Management, A.
Warehouse Management, which states, in part, “For all items that ARE identified and cataloged on the Navy’s Master Load List (MLL) the Prime Vendor shall maintain a minimum of 180 DOS on-hand at each OCONUS warehouse per line item in order to fill all Ordering activity requirements.”
57. Referring to Section VI. International Agreements, Workers Compensation Insurance, and Interpretations/Translations: Will DLA provide the necessary 'dipnotes" or appropriate documentation to the prime vendor that allows border crossings for air and land shipments to all locations?
DLA Troop Support Response: Refer to Section VI., A, International Agreements (i.e. Defense Cooperation Agreement, Diplomatic Notes, Status of Forces Agreement (“SOFA”), etc.), which states that “Each offeror, and ultimately the Prime Vendor selected as the awardee, is therefore responsible for
Amendment 0003 ascertaining, for all countries to which their offers apply, the precise rules and regulations, limitations, documentation requirements, and restrictions that apply to imports for the use of the U.S. Forces.”
58. Referring to Section XII. Palletization: Is the 60" max height requirement applicable to all customer deliveries including all dry, frozen and chill commodities?
DLA Troop Support Response: As stated in the solicitation, Section XII, Paragraph 5, CUSTOMERS OTHER THAN NAVY SHIPS, “Pallet height should not exceed 60” including the pallet.”.
59. Referring to Section XIII. Customers: Can you provide the projected feeding strength for each country listed in Zone 1 by country?
DLA Troop Support Response: Attachment 1, the SWAEA Pricing Spreadsheet, Tab 4, represents an annual demand for all customers in each Zone.
60. Referring to Section XIV. Delivery, Title, Orders, and Order Fill Rates, F. Order Placement: In regards to Yemen, can you provide the location where the product is being flown from in Zone 1?
DLA Troop Support Response: Current support is not being done via airlift by the Contractor.
61. Referring to Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services, Evaluation Criteria: Section B, Past Performance: Please provide the customer locations identified in the table on page 165 which lists 178 customers in zone 1. If possible, please provide the breakout of the 178 customers by country.
DLA Troop Support Response: Due to OPSEC concerns, locations will not be provided.
62. Referring to Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, (e) Submission Requirement – Business Proposal/Pricing: “Offerors shall complete column J, Rows 3 through 78, Product Price Exception B, C, D, or E Applies (Y/N): If possible, can we receive more details on how these exceptions are to be applied? Where are the exceptions listed in the solicitation? If no items are listed for all zones for this category, should a cost of $0.00 be inserted?
DLA Troop Support Response: Refer to Section IV. Product Sourcing and Pricing. Pricing exceptions and how they are applied in is including in TS16-26 ECONOMIC PRICE ADJUSTMENT – ACTUAL MATERIAL
COSTS FOR SUBSISTENCE PRODUCT PRICE BUSINESS MODEL (JUNE 2017).
63. We respectfully request that the U.S. Government consider extending the proposal due date by a minimum of 45 days. The current schedule overlaps with multiple holiday periods, which may limit the availability of key personnel and resources necessary to prepare a thorough and compliant submission. An extension would ensure that all offerors have adequate time to develop comprehensive proposals, ultimately supporting the Government’s objective of receiving the best offers.
DLA Troop Support Response: The closing date was revised via Amendment 0002.
64. Referring to Section III. Contract Implementation Phase/Transition Plan: “The new Prime Vendor will only be entitled to 50% of its Distribution Price for product purchased from the incumbent Prime Vendor(s) in accordance with this section and ultimately delivered to customers under the resulting contract.”: We are of the opinion that as in earlier PV contracts it is the incumbent PV that would be entitled to 50% of its existing Distribution Fee. It is not fair to penalize and reduce the fee for the new PV, especially when for the same value they can purchase and import the same product from CONUS and receive full Distribution Fee for the same.
DLA Troop Support Response: See Amendment 0003.
65. Referring to Attachment 2, Quote Sheet: The PV Solicitation number shown on the Attachment Quote Sheet appears to be incorrect. Please confirm the correct solicitation number that should appear on the quote sheet for this requirement. Should offerors manually correct the PV Solicitation number on the current quote sheet, or will a revised attachment be issued?
DLA Troop Support Response: The correct solicitation number is SPE300-26-R-0001 and the Quote Sheet will be revised in an amendment.
66. Referring to Attachment 2, Quote Sheet: Further, the Attachment Quote Sheet does not contain a separate, clearly labelled column for the National Stock Number (NSN) for the line items to be quoted.
Please confirm whether NSNs are required to be shown for each quoted line item. If NSNs are required, how should they be entered (e.g., combined in the description field, or may the Government provide a revised template with a dedicated NSN column)?
Amendment 0003
DLA Troop Support Response: Stock Numbers (NSN) are not required to be identified on the Quote Sheets.
67. Referring to Attachment 1, SWAEA Pricing Spreadsheet: In the sheet titled “Market Basket”, Line #6 is not included in the list of items. Is Line #6 intentionally omitted, or is this an oversight? If it is an oversight, can the Government provide the complete Line #6 details (item description, UOM, estimated quantity, and any NSN/part number) so that it can be quoted? If Line #6 is no longer required, should offerors proceed using the Market Basket as currently provided and ignore the missing line?
DLA Troop Support Response: Line #6 was inadvertently skipped, offerors should number the items according to the Line Items listed in the Market Basket, which means there will be no Line Item #6.
68. Referring to Section I. Introduction: “For purposes of this solicitation, currently there are U.S. activities deemed as “contingency operation” as defined in Federal Acquisition Regulation (“FAR”) 2.101.” Which locations are deemed contingency operation as page 67 states “At this time there are no known contingency operation designations for the areas outlined in this solicitation, however, designations may change throughout the life of this contract.”
DLA Troop Support Response: The statement in Section I. Introduction will be amended to state “For purposes of this solicitation, currently there are no U.S. activities deemed as “contingency operation” as defined in Federal Acquisition Regulation (“FAR”) 2.101”.
69. Referring to Section I. Introduction: “This includes all port locations throughout Zones 1 and 2.” Is there a list of all port locations and visit frequency?
DLA Troop Support Response: Specific port locations will not be provided, however, the offeror should be aware of publicly available information regarding ports throughout all the countries listed in this solicitation. Due to OPSEC concerns, visit frequency will not be provided.
70. Referring to Section III. Contract Implementation Phase/Transition Plan:: “If implementation ends prior to the 180-day implementation period, it will be directed by the Contracting Officer.” Under what circumstances and what happens to the remaining tiers?
DLA Troop Support Response: Refer to Section I. Introduction, which states, “The first tier shall be for a 24-month period (inclusive of an up to 180-day ramp-up period).”
71. Referring to Section III. Contract Implementation Phase/Transition Plan: Does any reduction in implementation period correspond to an increase in the Base Period?
DLA Troop Support Response: Refer to Section I. Introduction, which states, “The contract shall be for a term of 60 months, with three separate pricing tiers. The first tier shall be for a 24-month period (inclusive of an up to 180-day ramp-up period). The second tier shall be an 18-month performance period immediately following the first tier. The third and final tier will be an additional 18-month performance period directly following the second tier.” Shortened implementation does not effect the contract term.
72. Referring to Section III. Contract Implementation Phase/Transition Plan: “the contract implementation phase will be utilized to establish fully functional catalogs in accordance with the terms and conditions of the new contract.” Is it DLAs expectation that all locations / zones will utilize the same items within the catalogs?
DLA Troop Support Response: DLA cannot guarantee that all locations/zones will utilize the same items within the catalogs.
73. Referring to Section III. Contract Implementation Phase/Transition Plan: “the contract implementation phase will be utilized to establish fully functional catalogs in accordance with the terms and conditions of the new contract.” Please confirm that any incumbent contractor would also be required to utilize new catalogs (if changes were required)?
DLA Troop Support Response: Yes, the catalogs will change.
74. Referring to Section III. Contract Implementation Phase/Transition Plan: “The incumbent Prime Vendor shall use the existing product before new product is ordered.” How can this be conducted without creating a gap in the supply chain?
DLA Troop Support Response: The incumbent Price Vendor shall use the existing product before new product is ordered by the customer. In accordance with the solicitation, new product is not added to the catalog until the old product inventory is depleted.
Amendment 0003
75. Does DLA mean before new product is supplied to the customer?
DLA Troop Support Response: Old inventory must be depleted prior to the new item being added to the catalog.
76. Referring to Section III. Contract Implementation Phase/Transition Plan: “Upon receipt and after review and discussion, the Contracting Officer intends to provide the new Prime Vendor with the incumbent Prime Vendor’s weekly Supply Chain Fitness Reports to aid forecasting levels and begin the ramp-up phase.” How many days after receipt will the SCFR be provided to the awarded contractor?
DLA Troop Support Response: Refer to Section III. Contract Implementation Phase/Transition Plan, paragraph 11, which includes a Sample Implementation Timeline that indicates the 1st receipt of the SCFR is anticipated to be within the first 15 days. However, this is merely a sample timeline and is not guaranteed.
77. Referring to Section III. Contract Implementation Phase/Transition Plan: “This information will be provided to the new Prime Vendor for informational purposes only, and with no guarantees of demand, accuracy, or otherwise. The new Prime Vendor will remain responsible for making its own demand planning and procurement decisions during contract implementation.” What information will DLA use to measure awarded contractors performance prior to actual demand being captured? Outgoing contractor SCFR or awarded contractors own demand?
DLA Troop Support Response: As stated in the solicitation, DLA Troop Support is not responsible for the accuracy of the information, it is the awardees responsibility to determine their supply chain.
78. Referring to Section III. Contract Implementation Phase/Transition Plan: “It is estimated, although not guaranteed, that the incumbent Prime Vendor(s) may remain the principal source of food and non-food supplies for the 180-day implementation phase.” Under what circumstances would the incumbent not be the principal source?
DLA Troop Support Response: Among other reasons, the incumbent prime vendor may not be the principal source of food if the implementation period is completed prior to the 180th day. As stated in Section III. Contract Implementation Phase/Transition Plan, “The contract implementation phase is defined as the ramp-up and/or ramp down period which begins immediately after award and ends within 180 days.”
79. Referring to Section III. Contract Implementation Phase/Transition Plan: “If available, the new Prime Vendor is required to procure a total of four (4) months of product, on a per line-item basis” Does “available” include volumes in transit?
DLA Troop Support Response: Volumes in transit are not considered available.
80. Referring to Section III. Contract Implementation Phase/Transition Plan: “If there was demand throughout a period prior to transition and only certain months had zero “0” demand, those months after initial ordering will still be included in the AMD calculation.” ▪ What if this was due to product replacement, does the old product volume get considered?
DLA Troop Support Response: The awardee should work with the incumbent PV to ascertain the correct AMD.
81. Referring to Section III. Contract Implementation Phase/Transition Plan: “If a different period is needed to determine what constitutes a four (4) month stock level, it will be determined by the Contracting Officer, at his/her sole discretion.” ▪ When and why would this be required?
DLA Troop Support Response: Circumstances surrounding timing of award and implementation.
82. Referring to Section III. Contract Implementation Phase/Transition Plan: “Any other charges by the incumbent Prime Vendor(s) will be billed to the new Prime Vendor separately from the Product Price and shall not be included in the new Prime Vendor’s catalog pricing or otherwise reimbursed by the Government.” ▪ What other charges can be reasonably applied noting the awarded contractor is obligated to take 4 months of stock?
DLA Troop Support Response: These charges are a business of the incumbent and cannot be identified by DLA Troop Support.
83. Referring to Section III. Contract Implementation Phase/Transition Plan: “The new Prime Vendor is required to purchase four (4) months of stock, on a per line item basis, from each incumbent prime vendor proportionately based on each incumbent prime vendor’s SCFRs.” ▪ What is meant be proportionately?

DLA Troop Support Response: Based on the incumbent’s supply chain fitness report.
86. Referring to Section III. Contract Implementation Phase/Transition Plan: “the incumbent Prime Vendor(s) shall deliver those products to the new Prime Vendor’s warehouse facility for inspection and acceptance.” What if the awarded contractor warehouse is not in same location? What delivery limitations apply?
DLA Troop Support Response: Terms of delivery are to be negotiated between the incumbent and the awardee.
