About this file
This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for Solicitation SPE1C125R0027, issued by the Defense Logistics Agency (DLA) Troop Support Clothing and Textiles Supply Chain. The amendment provides critical guidance for offerors submitting price proposals for Air Force Dress Uniforms, specifically addressing fabric sourcing requirements.
Key details include instructions that offerors must consider requirements on pages 8-9 of the solicitation when submitting prices, with the government relying on submitted prices for non-Government Furnished Material (non-GFM) domestic fabric. The amendment clarifies that non-domestic fabric is currently not authorized, and DLA will notify awardees if/when such fabric can be used. Additionally, the amendment modifies paragraph 4 of Section A to specify that during the Domestic Nonavailability Determination (DNAD), DLA may authorize manufacturers to procure dress cloth when domestically sourced cloth is exhausted, but only with Contracting Officer authorization for the Air Force Dress Uniform requirement.

SPE1C125R0027 - 0002
The following amendment applies to solicitation SPE1C125R0027:
A. Offerors are advised that they shall consider the requirements on pages 8 and 9 of the solicitation when submitting their price proposals. The Government will be relying upon the prices submitted in accordance with the charts on pages 19 and 20 of the solicitation, which contains the required material cost for the non-GFM domestic fabric to be incorporated into the offeror’s proposed price. The price offered and accepted by the Government will be used regardless of whether the Contracting Officer authorizes the use of the DNAD for vendors to purchase and utilize non-domestic fabric in performance of this contract. Price evaluations will be conducted in accordance with Section M and paragraph 11 on page 18 of the solicitation.
Per the caution notice on page 7 of the solicitation, non-domestic fabric (contractor furnished material) is not authorized at this time. DLA will notify the awardee(s) if/when non-domestic fabric is authorized for use in performance of this contract. However, DLA will not require any awardee to source non-domestic fabric. To receive an award under the contract, an offeror is not required to have a foreign source of supply.
B. Paragraph 4 of Section A on page 7 of the solicitation is hereby deleted in its entirety and replaced with:
“4. For the duration of the DNAD, and to the extent that domestically sourced cloth is exhausted, DLA may authorize the manufacturer to procure the dress cloth identified above in section #2 for use in the production of the applicable dress uniform end item(s) in lieu of, or in addition to, non-GFM dress cloth. Thus, Contractor furnished material may be used in the performance of this contract to fulfill the Air Force Dress Uniform requirement only if/when authorized by the Contracting Officer.”
